Use personal protective equipment and take precautionary measures

The product outputs potentially lethal voltage. Do not touch any exposed
conductors on the testing site unless the product, OuT and
interconnecting circuits are disconnected from all power sources,
discharged and grounded.

Magnetic field generated by the product may cause interference with
cardiac pacemakers. No persons with implanted artificial pacemakers
may be allowed on the testing site while the product is operating.
• One of the effective labour protection practices when operating high-voltage equipment
is working in groups of two or more people with at least one person specially appointed
to maintain surveillance on the safety during a high-voltage test. Such person must have
direct access to an emergency stop button or other circuit breaking device and should be
able to cut the power to the test equipment rapidly in case of an emergency.
• Wear insulating gloves and boots and/or use such personal protective equipment as
rubber mats where applicable. To ensure proper protection, verify the class/voltage
rating of all protective means against the product output voltages.
• Never operate the product if it is faulty, or you suspect it to be faulty – contact
KharkovEnergoPribor Ltd. or its representative for technical support.
• Do not touch the OuT without using personal protective equipment unless the object has
been discharged and grounded.
• Always treat exposed connectors and conductors as potential electric shock hazards.

All objects to be tested must be disconnected, discharged and properly
isolated from all power sources prior to connecting to the product.
• For the duration of the test all auxiliary electrical apparatus such as switchgear or surge
arresters must be disconnected from the OuT.
• Avoid accidental re-energising of OuT from external power sources or neighbouring
objects.

Never operate the product without proper earthing. Any break in the
earthing connection may create an electric shock hazard.
• Electrical objects, including power cables, have electrical capacitance properties enabling
them to accumulate an electric charge that is stored even after the voltage supply has been
turned off. If appropriate safety precautions are not followed, there is a danger of electric
shock.
• Always confirm the absence of voltage on the object to be tested prior to connecting it to
the product.
• Before carrying out a test, an isolated from power supply sources object to be tested
should be properly discharged, for example, using a suitable discharge rod connected to
а grounding circuit. All its current carrying conductors should then be connected together
with a suitable conductor and grounded.
• All elements of the grounding circuits of the product must be clean, secure and well
maintained.
• Inspect the earthing and grounding circuits before every test.
• When connecting an object to be tested to the testing circuit, always connect the
earthing/grounding cable FIRST. Once the work is finished, disconnect the
earthing/grounding cable from the object LAST.
Use warning signs

Use suitable barriers, barricades or warning signs to keep persons not
directly involved with work away from the testing site.
• Where a significant risk to the health and safety of the personnel remains despite putting
in place all other relevant measures, the use of safety signs and signals is required.
• Adhere to the Health and Safety (Safety Signs and Signals) Regulations brought into force
by the EC Safety Signs Directive 92/58/EEC on the provision and use of safety signs or
equivalent legislative instruments as applicable in your particular jurisdiction.
Be fully aware of your personal responsibility
• Safety is the responsibility of the user/operator. The manufacturer is not responsible for
any loss and damages incurred by improper use of the product or failure to comply with
servicing and operating procedures or safety requirements.
• Before using the product, make sure you clarify any points that you feel unsure of or
uncertain about. Make sure you are knowledgeable about the proper application, safety,
potential hazards and procedures involved in using the product. Safety awareness is an
integral part of the job and cannot be overemphasized.
1.1.1 Application
Portable high-voltage test system HVT-70/50 (“System”) is designed for high-voltage testing of
solid dielectrics with low and medium electric capacitance (power cables, switchgear, surge
arresters, busbars, insulators, etc.) with DC (rectified1) voltage up to 70 kV and high-voltage
testing of other objects with AC voltage up to 50 kVRMS at industrial frequency (f = 50 Hz).
1.1.2 Design
The System comprises of a control (CU) and a high-voltage (HVU) portable units complete with
earthing, grounding, power supply, signal and HV test cables.
The CU is made in a form of a portable operator station powered from industrial mains and used
to control the HVU from a safe distance. All the indicators and controls necessary to control the
power supply to the HVU are located on the CU control panel.
The HVU comprises of a single-phase step up transformer with oil insulation and an automatic
grounding bar – an auxiliary protective device for discharging an OuT and the System
components after the high voltage has been switched off. Voltage from the mains is supplied to
the primary winding of the HV transformer via a variable autotransformer (voltage regulator)
integrated in the CU.
The System entire operation process includes two main stages: deployment and testing.
Deployment
Before powering the System up, the necessary safety arrangements are taken, units of the System
are earthed, interconnected with power and signal cables, an OuT is grounded, the HVU output is
connected to the OuT with an HV test cable and the CU is connected to the mains power source.
Testing
During the testing stage, the high voltage of a set magnitude is applied to the OuT connected
between the HVU transformer output and the grounding of the System for a predetermined
period of time. If the OuT survives without a breakdown, the test is considered to have passed.
The leakage current, measured directly in the OuT connection, circuit determines whether a
dielectric breakdown has occurred. Reaching the output current level the System is capable of
triggers over-current tripping and is interpreted by the System as breakdown.

TIP
Check the completeness of supply as per the scope of standard supply and having accounted for
any modifications of your specific order immediately after receiving the System. Report any

Before commencing any work at a testing site, make sure all the necessary tools and safety means
are readily available and make all the safety arrangements as appropriate (CORE PRINCIPLES OF
SAFETY).

All objects to be tested must be disconnected and properly isolated from
all power sources, and completely discharged before connecting the
System to them.
WARNING
Never operate the System without protective earthing and
grounding!
Prior to connecting the OuT to the HV circuit, connect the System to
protective earthing and grounding.
When connecting the OuT to the testing circuit, always connect
protective earthing and grounding cables FIRST; once a test is finished,
disconnect them LAST.

Place an access restricting fencing around the OuT and display warning
posters. Make sure nobody is closer than 3 m to the high-voltage circuit.

2.1.2 Connection
NOTICE
Due to the nature of the System operation, it is not compatible with power circuits featuring any
kinds of residual-current devices (e.g. RCD, RCCB, GFCI, ALCI, etc.).

Step Action
1 Ground the HVU by connecting the HVU operating grounding cable (1.2 Scope of
standard supply, АИДЭГ.14.00.00.000) to the grounding bus and then to the
operating grounding terminal of the HVU (1.3.2 High-voltage unit, pos. 3).
2 Earth the CU by connecting the CU protective earthing cable (1.2 Scope of standard
supply, АИДЭГ.13.00.00.000) to the grounding bus and then to the protective
earthing terminal of the CU (1.3.1 Control panel, pos. 11).
3 Plug the signal cable (1.3.2 High-voltage unit, pos. 6) into the “X3” socket of the CU
(1.3.1 Control panel, pos. 7).
4 Plug the HVU power supply cable (1.3.2 High-voltage unit, pos. 5) into the “X2”
socket of the CU (1.3.1 Control panel, pos. 8).
5 Ensure there is no voltage on the OuT. For the duration of the connection process
using a suitable conductor temporarily connect all conductive parts of the OuT
together and to the ground.
6 Connect the HV test cable (1.2 Scope of standard supply, СВС50М.04.00.00.000) to
the HVU output (1.3.2 High-voltage unit, pos. 4) and to the OuT current-carrying
conductor. Use insulating strings or stands (APPENDIX A. Option).
7 Remove the temporary grounding from the OuT.
8 Connect the CU power supply cable (1.2 Scope of standard supply,
АИДЭГ.10.00.00.000) to the “X1” connector of the CU (1.3.1 Control panel, pos. 12).

When energised, the HV test cable (1.2 Scope of standard supply,
СВС50М.04.00.00.000) should not be allowed to touch the ground or any
grounded conductors. It may create dangerous step voltage, distort test
results and damage the cables.
Suspend the cable on insulating strings or lay it on insulating stands.
NOTICE
At high output power HVT-70/50 can operate only in the intermittent duty cycle due to the HVU
overheating. If the output current exceeds 50 % of the total possible current output, do not
operate the system in the continuous duty cycle for longer than 10 minutes; if the output current
exceeds 75 % – 1 minute.
After the System has been properly connected to an object to be tested and the mains, a test can
start. Insert the key into the power/test mode keylock switch. To select an AC test mode, turn the
key to the position “~”; for a DC test mode – to the position “=”.
Press the " " button to select the “OPEN CIRCUIT” load type (i.e. the button is
sunk and lit).
• Capacitive load
Depress the " " button to select the “CABLE” load type (i.e. the button is
protruded and not lit).
Turn VR knob all the way counter-clockwise. The button “START” lights up signifying the System
is ready for testing.
Press the “START” button to switch the high voltage on. After the high voltage has been switched
on, the automatic grounding bar (1.3.2 High-voltage unit, pos. 1) moves away from the HVU output
(1.3.2 High-voltage unit, pos. 4), the “START” button stops being lit and the “STOP” button lights
up.
Increase the output voltage to the required value by gradually turning the VR knob (1.3.1 Control
panel, pos. 6) clockwise while observing the output voltage value on the indicator (1.3.1 Control
panel, pos. 9). The voltage ramp up rate should not exceed 2 kV/s.
NOTICE
When testing capacitive objects in DC test mode, note the fact that the readings on the output
voltage indicator may continue to change after the voltage increase (decrease) has been stopped
due to the capacitive charge (discharge) of the OuT. In this case, voltage adjustment should be
done slowly and smoothly to prevent both supplying excess voltage on the OuT, and over-
voltage or over-current tripping.
Output current value may be monitored using the current indicator (1.3.1 Control panel, pos. 10).
In AC test mode, the current is measured in the 0 … 45 mA range and may be read using the upper
scale of the output current indicator. In DC test mode, current measurement scale may be
switched between 0 … 1 mA and 0 … 15 mA. When output current is very low, switch to 0 … 1 mA
scale to be able to monitor the leak. To do that, press and hold the current measurement scale
momentary button “ ” (i.e. the button is sunk) and observe the output current
To terminate a running test, set VR to zero by gradually turning the knob all the way counter-
clockwise and press the "STOP" button to switch the high voltage off.
When working with capacitive load in DC test mode, the high voltage should not be switched off
(i.e. the “STOP” button should not be pressed if there is no emergency) until the residual voltage
on the OuT has not dropped below a certain safety level; its value should be monitored based on
the readings of the output voltage indicator. The following diagram shows the maximum voltage
that may remain on the OuT before it is safe to terminate the test for various load capacitances:

Allow a sufficient time for capacitive OuT to discharge. The constant to determine the discharge
time is calculated by the following formula:
τ = RD∙CН,
where τ – time constant, s; RD – discharge circuit resistance, Ohms; CН – OuT load capacitance, F.
The OuT discharge proceeds exponentially. The constant (τ) shows the time needed after the start of
discharge for the OuT residual voltage to be decreased 2.72 times (according to the Euler number, e ≈ 2.72).
Under certain conditions, the resistance RD can be taken equal to the HVU internal resistance
(approximately 330 MOhms). To calculate the OuT load capacitance, it is possible to assume in some cases
that the capacity of cable 1 km long is approximately 0.5 μF.
NOTICE
In case of an emergency the high voltage can be switched off by pressing the “STOP” button at
any time.
On completion of the test, record the time of testing as well as breakdown current and voltage
values into the test report.
2.3 Disconnection
Switch the System power supply off by turning the power/test mode keylock switch (1.3.1 Control
panel, pos. 2) to the "OFF” position.
Disconnect the cables in the reverse order to connection (2.1.2 Connection) while observing all
relevant safety rules.

Dangerous voltage remains on capacitive load even after the System has
been turned off.
ALWAYS use a discharge rod in order to properly discharge the testing
circuit after concluding a test.
Before disconnecting the OuT from the HVU, make sure that power/test
mode keylock switch (1.3.1 Control panel, pos. 2) is in the “OFF” position
and the power cable (1.2 Scope of standard supply, АИДЭГ.10.00.00.000) is
disconnected from the mains supply.

Never attempt to repair the product on your own. This may lead to
warranty voiding, accidents and equipment damage. The only remedial
actions you can take independently are set out below.
NOTICE
Store the product indoors and keep the storage area dry. Keep away from fire and corrosive
substances. Avoid any mechanical shock and direct sunlight.

Before performing any maintenance, always turn off, disconnect from all
power supply sources and discharge the product.
NOTICE
Do not clean the product with abrasives and oil containing solvents, e.g. acetone, white spirit or
petrol. Instead, use a soft cleaning tissue or a microfiber cloth slightly dumped in alcohol or mild
cleaning solution.
NOTICE
HVT-70/50 is not an end-user serviceable system. Any repairs and service apart from regular
care must only be carried out by KharkovEnergoPribor Ltd. or authorised service personnel.
• Routinely check that controls and indicators of the product are in working order.
• Always work neatly and keep the product clean.
• It is advisable to clean the test cables and its terminals after every test. Mild all-purpose
cleaning solution may be used to clean the cables.
• Regularly inspect the connection cables and terminals for any damages and loose
connections.
