1. INTRODUCTION
China Railway Construction Corporation is awarded with the Contract No. for Upgrade Security Facilities
Dhahran & Northern Areas
2. PURPOSE
To establish and maintain a documented procedure for preparation, review, approval, issue, revisions, re-
approvals and removal of obsolete documents for control of Field Engineering Changes. To always ensure the
right documents at point of use.

The following personnel with the responsibilities entrusted to them shall be responsible for carrying out the
work mentioned in the scope of work.

PROJECT MANAGER
The Project Manager shall provide his team with appropriate resources to ensure that works are done in
accordance with the project quality and HSE requirements and shall be responsible for the overall site work
management.
CONSTRUCTION MANAGER
The Construction Manager shall ensure that the Field changes in the Drawings / Documents required are
identified and established, taken before starting the work. Shall be responsible for training and awareness
programs for all personnel deployed for the activity and ensure the work completion as per the approved
project schedule. He reports to the Project Manager. In his duties, he is assisted by the construction team as
indicated in the project Organization Chart. He shall be responsible for preparing the required procedures and
guiding the team for its implementation.
CONSTRUCTION ENGINEER
Construction Engineer shall be responsible for interpretation and execution of works as per the drawing,
specifications, HSE & QA/QC requirements / guidelines. Responsible for the preparation / implementation of
procedures. Orient the team on work procedure. Reports to the Construction Manager.
QA MANAGER
QA Manager shall be responsible for review and ensure all requirements are included.
QC MANAGER
QC Manager shall be responsible for implementation of approved procedures and inspection test plans as per
specifications, codes, standards and guidelines specific to the activity. He shall guide QC inspectors and
ensure inspections & test of the activities as per ITP. Review QC records and ensure correctness.
QC SUPERVISOR:
He shall be responsible for ensuring that the appropriate approved procedure is followed. He shall ensure that
inspection is executed as per approved ITP and shall assign and monitor QC as per the requirement of
schedule Q. He shall ensure that approved material is used.
TECHNICAL MANAGER
The Contractor Technical Manager shall be responsible for review & initiate the TQ as per specifications,
codes, standards and guidelines specific to the activity.
DOCUMENT CONTROLLER
The Document Controller is responsible for maintaining the documents / drawings up to date & ensure the
latest revision copy is issued to all the Controlled copy holders.

6. PROCEDURE
1. Design Manager / Construction Manager shall raise Technical Query (TQ) to client for any technical
clarification / major deviation in IFC drawings with reference to relevant Aramco standards. While raising
the TQ (Technical Query), Possible Solutions need to be proposed by CRCC Contractor in applicable
cases.
2. Based on the TQ result, Construction/ Design Engineer will make the Red markup on the drawing, using
Red color font and stamp the Red Line Markup stamp along with Rev. No. Addition shall be indicated in
Red color font. The Red Line Marked up IFC drawing shall be Reviewed and signed by the Construction
Manager/Design in Charge. Subsequently, sign shall be taken from Client Representative (SAPMT)
construction team.
3. The CRCC Project Document Controller (DC) should receive the superseded IFC copies from the
controlled copy holders and issue the Red Line Marked up IFC drawing (controlled copies) through CRCC
Internal transmittal.
4. The DC must mention the Red Line Marked up revision date in the “IFC Drawing Master Copy Log” and
“CRCC Internal transmittal”. This must update the “IFC Drawing Master Copy Log”.
5. Once the drawing is issued, the Construction Manager will carry out the construction activities based on
the latest issued revised IFC drawing.
6. The CRCC Project Document Controller will properly record the revised IFC drawing copies for ‘As- Built
Drawings’ preparation purpose.
7. On completion of work, all the field engineering changes in IFC Drawings shall be reflected in the ‘As-
Built Drawings’ and the same shall be submitted to the client.
8. Any change or conflict with Aramco standards shall be evaluated and approved by CSD through CRM.

color font and stamp the Red Line Markup stamp along with Rev. No.

2. Prior to starting the construction activity, The Red Line Marked up IFC drawing shall be Reviewed and
signed by the Construction Manager/ Design Manager. Subsequently, sign shall be taken from Client
Representative (SAPMT) construction team.
3. Based on the criticality of field change, SAPMT will take the GES Designer confirmation if required.
Further, Red mark drawing will be signed by SAPMT.
4. The CRCC Project Document Controller (DC) should receive the superseded IFC copies from the
controlled copy holders and issue the Red Line Marked up IFC drawing (controlled copies) through CRCC
Internal transmittal.
5. Once the drawing is issued, the Construction Manager will carry out the construction activities based on
the Red marked IFC drawing.
6. The CRCC Project Document Controller will properly record the Red marked IFC drawing copies for ‘As-
Built Drawings’ preparation purpose.
7. On completion of work, all the field engineering changes in IFC Drawings shall be reflected in the ‘As-
Built Drawings’ and the same shall be submitted to the client.
• CRCC Project Document Controller will update the “IFC Drawing Master Copy Log” and CRCC
Document Transmittal Tracking Sheet regularly.
• All approved drawings shall be stamped & maintained as master copy in a traceable way.
