Q. What is a Driving Licence and why is it Necessary? Ans. A Driving Licence is an official document certifying that the holder is suitably qualified to drive a motor vehicle or vehicles. Under the provisions of the Motor Vehicles Act, 1988 (External website that opens in a new window) in India, no person can drive a motor vehicle in any public place unless he holds a valid Driving Licence issued to him, authorising him to drive a vehicle of that particular category. In India, two kinds of Driving Licences are issued: Learner's Licence and Permanent Licence. Learner's Licence is valid only for six months. Permanent Licence can be availed only after the expiry of one month from the date of issuance of the Learner's Licence. Q. What is Private Licence? Ans. Learners Licence
Q. Is it compulsory to have a medical certificate for obtaining a learner's Licence? Ans. Yes, a medical certificate would be required to be produced (In case of commercial vehicle Licences and also in case the applicant is more than 50 years of age). Q. Will I be asked to drive a vehicle for learner's Licence? Ans. No, you shall not have to undergo a driving test at this stage. Q. How does the Learner's Licence authorize me to drive? Ans. It allows you to learn driving with a regular and experienced driver of your choice. If you want to drive a motor car or a two-wheeler, this should be along with a friend, relative or an instructor of a driving school who holds a valid driving Licence. If you wish to become a professional driver and drive commercial, passenger or goods vehicles, you will have to get yourself trained at a driving school duly recognized by the Transport Department.

Q. How long is a Learner's Licence valid? Ans. The Learner's Licence is valid up to six months. The permanent Licence should be applied for, after 30 days and before 6 Months from the date of issue of the learner's Licence. Q. When does one has to apply for a permanent licence? Ans. What are the precautions to be taken by a learner Licencee? Ans. The following points need to be kept in mind by a Learner's Licence holder:

The learner's Licence holder should get training under the supervision of a Permanent driving Licence holder. The learner Licence holder has to display symbol L in a Red colour that should be visible from a distance. In case of commercial vehicle, the learner Licencee has to undergo training either from Government Motor Driving School or Motor Driving Schools authorized by the State Government. In addition to practical training, the learner's Licence holder should also learn about the vehicles' mechanism, road symbols or signs etc. If you are learning how to drive a two-wheeler, you cannot carry any other person on the pillion except your instructor.

Q. What are the documents which are required for learner licence? Ans. The documents required along with the learner application form are as follows: 1. Form No. 1, 2 2. Two copies of applicant recent passport size photograph 3. Proof of residence 4. Proof of Age 5. In the case of an application for transport vehicle, the driving Licence held by the applicant. 6. Note: - All photocopies to be attested by Gazetted Officer or Notary Public Documents for residence. Q What is the eligibility for obtaining a learner's licence? Ans.


Age eligibility: 18 years For vehicles upto 50 CC engine capacity & without gear -- 16 years(Provided parents/guardian consent obtained.) For commercial vehicle -- 20 years & minimum qualification of 8th pass. Conversant with Traffic rules & regulations.

Q What is the prescribed fee for learner Licence? Ans. Rs.30/Rs.60/Rs.90/for one category/ Vehicle for two categories. for three categories.

Q What is the criteria/procedure adopted to issue Learner Licence? Ans. After verification of your documents you will have to go through a computerized learner test. Before learner test, colour blindness inspection is carried out. The learner test is conducted for a period of 10 minutes and it has 10 multiple objective type questions. The minimum marks to qualify are 6. The learning licence is issued to the applicant who has passed this test. A question bank is provided on the website of the department to go through and learn before about the contents of learner's test like Road signs, Traffic rules & regulations for the learners licence. Q. What happens if I fail the driving test? Ans. You may apply for a re-test after 7 days. However this period of 7 days should be utilized to upgrade your skills and to rectify your mistakes. Important The applicant must check his particulars on the driving Licence at the time of data entry on provided verification monitor or approval, otherwise he may have to pay extra charges for reprinting. The Transport Department does not hold any responsibility for any kind of discrepancies if reported after issuance of driving Licence. Q. How many retests can be done from learning stage? Ans. For onetime payment, you will be allowed to give three retests.

Q.What is the expected time for learner licence issuance? Ans. The learner licence is issued to the applicant who has passed the learner examination. It is issued on the same date after 2-3 hours of completion of computerized test If the applicant does not quality the learner test, he is given chance after one-week time. Q. Can a person directly apply for Learning Commercial Licence without holding Private Licence?
Ans. No a person can not apply for direct Learning Commercial Licence. To apply, a person must be a minimum of 20 yrs of age and a holder of Permanent Private Licence for the last one year. After one month of the issuance of learner licence, one is eligible for Permanent Commercial license.

Permanent Driving Licence


Q. Who are eligible for permanent licence? Ans. a. You should have a valid learner licence. b. You should apply after 30 days and within 180 days from the date of issuance of learner licence. c. You should be conversant about the vehicle systems, driving, traffic rules & regulations. Q. Where to approach for permanent licence? Ans. Approach any Transport zonal office of the Licensing Authority Q. Which documents are required? Ans. Please carry the following : An application for a driving Licence shall be made in form no. 4 and shall be accompanied by :1. An effective learners Licence to drive the vehicle of the type to which application relates 2. Appropriate fee as specified for the test of competence to drive and issue of Licence. 3. Q. What is the criteria/procedure of issuing for permanent licence? Ans. After scrutiny of your documents you will be put through the driving test. For driving test you have to bring your vehicle with you and prescribed fee. Q. What is the validity time period for Driving License? Ans. A Driving License for a private vehicle is valid up to a period of 20 yrs or an age of 50 yrs whichever is experienced earlier. But, a commercial Driving License is valid up to three years. Q. Identity verification and address proof

In case of failed delivery of DL, you may contact your nearby post office along with DL receipt and documentary evidence within 7 days. In case of failed delivery, DL will be returned to issuing office after 7 days. You may contact MLO after 10 days Bar code of DL packet can be used to find out the present delivery status of DL on website www.indiapost.gov.in

Q. How many retests can be done? Ans. Maximum three attempts are allowed. If an applicant doesnt pass through the given attempts, then he/she is required to re-apply for learners licence.

Renewal of DL
The driving licence is required to be renewed after expiry of its validity. You have to approach to any transport zonal office during public dealing hours (8:30 A.M 12:30 P.M) for the same. Q1 Documents required for renewal of Driving Licence? Ans. For Private Licence: 1. Application in Form No.9. 2. Rs.250 for fees and penalties as applicable. 3. 2 copies of your recent passport size photograph. 4. Original Driving Licence held. 5. Attested copies of Valid Proof of age and residence. 6. Form No.1 self declaration of physical fitness / Form 1A (if, required). For Commercial Licence: 1. The above documents as required in Private Licence 2. Medical Certificate in form No.1A (In case of Commercial category). 3. Driver refreshing Training certificate in case of HMV. 4. In case of Private licence the record is not verified if the particulars seem to be clear on the licence. However for commercial licence the particulars are verified from the issuing authority. The renewal of licence in case of private licence is done on the same day but for commercial licence the renewal is made after verification of the particulars and delivered by P & T department through speed post. Note :- All photo copies to be attested by Gazetted Officer or Notary Public. Q. Where is the application form deposited for the renewal of driving license and what time it takes for the disposal of application form for the renewal of driving license? Ans. The forms can be deposited where your Driving licence is issued. The renewal of licence in case of private licence is done on the same day but for commercial licence, the renewals is made after verification of the particulars and delivered by P & T department through speed post.

Q. Why does my record need to be verified in case of Commercial Licence renewal? Ans.The record of the Licence which is to be renewed has to be thoroughly verified in order to ensure the authenticity. The record is also checked to see if the Driving Licence was earlier issued from any other zonal office. In case the record is not traceable but the M.L.O. feels that the Licence is genuine, he may refer for a re-test. Q. How long is the driving licence valid? Ans. Your licence is valid for 20 years from the date of issue or till you turn 50 years of age, whichever happens earlier. However, if your licence is for a commercial, passenger or goods vehicle it must be renewed after every three years. Q. Do I require a medical certificate at the time of renewal? Ans. You require medical certificate if you have commercial licence and also in case the applicant is more than 50 years of age. Q. What is a 'Driver Refresher Training Course' ? Ans. The 'Driver Refresher Training Course' has to be undertaken in case of the renewal of HMV Driving Licence. The Driver Training refresher course certificate has been made mandatory, from October,1998. The training certificate can be obtained from any of the following centers: The Training duration is of one day and Rs.400 is charged for the training. Q. How many days before/after we can apply for renewal? Ans. You can renew a month before / within 5 years from the date of its expiry. Q. What happens if I forget to renew my Licence? Ans. You can renew it within 5 years from the date of its expiry. Penalty for late renewal is charged after the first 30 days of expiry. But remember that driving with an expired Licence is an offence.

Important: If an accident occurs after the expiry of your Driving Licence, the Insurance Company will not provide the compensation and you will also be at fault in the Eyes of the Law. Q. What is the penalty in case of a delay in getting the Licence renewed? Ans. Rs.150/- irrespective of delay but before 5 yrs of its expiry.

Duplicate Licence
Q. What is the purpose for the issuance of Duplicate licence? Ans. Duplicate Licence is issued in case of loss, theft, or on mutilation. Important: We recommend you to keep the photocopy of your licence safe, particulars of licence noted with you so that you may not face troubles in case of loss/theft. It would be easier to locate about your licence particulars from the record. If you cannot provide the particulars it is advisable to go ahead for fresh licence instead of duplicate of licence. Q. What happens if I do not have the particulars required to get a duplicate licence? Ans. In that case it is advisable to go ahead for fresh licence instead of duplicate of licence. Q. What is the complete procedure to get a duplicate licence? Ans. Application in Form LLD. FIR/NCR of the lost licence Challan clearance report from Traffic Police (in case of Commercial licence renewal). A Fee of Rs.200. Form No 1, Form 1A. Attested Copy valid address Proof. For duplicate licence you have to approach the issuing authority and the particulars will be verified from their records. The validity of duplicate licence will be the same of your previous licence. The original issuing authority will issue your duplicate licence. Q. What happens in case of delay in applying for duplicate licence? Ans. If your licence is lost and expired by more than 6 months your case requires permission from Head Quarter of Transport Department.

International Driving Licence


International driving Licences are issued from various zonal offices. The validity of this permit is for one year. You are required to get your licence from the country your visiting within one year period. Following documents are to be produced at the time of applying for a International driving Licence :1. Attested Copy of Valid driving licence issued. 2. Attested copy of valid address proof. 3. Attested copy of valid Passport. 4. Attested copy of valid Visa. 5. Fee of Rs. 500/-. 6. Five passport size photograph. 7. Medical Form 1-A 8. Valid proof of Indian Nationals. 9. The International driving Licence is issued from 8.30 AM to 12:30 PM from the any concerned Zonal Office.

Other State Driving Licence


The Procedure and Documents are same as renewal of Driving Licence except record confirmations may be asked from issuing authority of that state. You have to apply to your any zonal office for the same. Note : Other state Driving License verification required.
