2 Feasibility Study Approach and Methodology

2.1 Purpose of Study

Engro Corporation Limited (“Owner”) intends to investigate the possibility


of using its own coal to produce chemicals and develop such a project
near a Coal Mine in Thar, Sindh Province, Pakistan. The feasibility study
is based on 10 MTPA lignite coal from mine without any pre-treatment
which is to be utilized for (i) gasification for conversion to end products
and (ii) fulfilling requirements of all utilities for integrated complex except
electrical power.

The Engineering Company (“Consultant”) shall perform a two-staged


feasibility study(Pre-feasibility study and Feasibility Study), and to provide
the basis for front end engineering design(“Feed”) and engineering,
procurement and construction (“EPC”) bidding to be persuaded after the
study.

2.2 Scope of Contract Plant

The plant scope will include the total in-fence plant and supporting
infrastructure, including but not limited to:

 Lignite reception and storage.


 Pre-drying of the lignite (moisture removal) as per process
requirements. The drying process should be designed for maximum
energy efficiency and should allow for recovery of water to be used in
the complex.
 Lignite gasification.
 Fly Ash, solid and liquid waste handling and disposal plant
 Plant effluents should comply with the most stringent among
World Bank, IFC and Pakistan’s NEQS requirements.
 Syngas treatment and conditioning including sulfur recovery.
 Methanol synthesis and distillation (Stage Gate 1).
 Process units for final selected products (Stage Gate 2).

 Tank farm and / or product storage and product loading stations.


 Air Separation Unit.
 Flare system.
 Steam system including start-up boiler and turbo-generator.
 All energy streams should be utilized within the complex to maximize
overall energy efficiency.
 Power supply for the complex to be considered from grid including
start-up power. Consultant to define the requirement during start up,
normal operation and upset condition.
 Raw water, boiler feed water treatment.
 Cooling tower and cooling water system.
 Control room and control system.
 Electrical system.
 Emergency power supply, instrument air supply.
 Other buildings including but not limited to admin building, workshop,
laboratory, warehouse, fire station.
 Plant roads and fencing.
 Thar is a water scarce area therefore water availability for the life of
the complex requires following to be considered in design and
feasibility stage.
 Recovery of moisture from as-received coal.
 Cooling system for the complex should be the most optimum
hybrid combination of air and water cooling.
 After above optimization, balance requirement of water to be
fulfilled through a sea water desalination facility including
pumping stations, storage and cross-country pipeline. Nearest
sea connection to the site is approximately 300km away. For
study purposes, power requirement for desalination plant and
associated network to be considered from external source
whereas the consultant shall include all other utilities in scope of
study. Power requirement to be defined by the consultant.

 Geotechnical report of under-construction mine mouth power plant


can be assumed for first and second stage of the study. However, if
required, a fresh investigation can be done by the Owner.

2.3 Feasibility Study Approach

Consultant’ feasibility study approaches to achieve the project target are


as follow:

 Set up integrated project Organization, working with one local


consultant to make sure all engineering work matching local codes
and regulations.
 Maximum utilize Consultant’s many years coal based chemical
complex experience and industrial practice, and combine Owner’s
experience to optimize overall process and utility engineering design.
 Based on Consultant’s in-house database to perform Pre-feasibility
study defined in ITB.
 Based on selected technology licensors’ technical proposal to
perform Feasibility Study for Contract Plant;
 Assess Pakistan and Chinese market situation to maximum debase
procurement/construction cost and ensure high quality, low cost
requirement.
 Rely on Consultant’s manpower recourse and task force, related
in-house database and one of local consultant to meet quality and
schedule of contract requirement.
 Ensure Owner’s review activities comply with project schedule.

2.4 Scope of Study

2.4.1 Pre-Feasibility Study

Consultant scope of work for this techno-commercial feasibility study


includes assessing consumption and demand growth of Mine-mouth
methanol products as a basis to set up a grassroots deep Coal based

gasification.

 Base Case: Mine-mouth methanol plant based on coal


gasification
 Alternate Case: Methanol plant based on reforming of re-gasified
LNG
During the pre-feasibility study, comparison of proven gasification
technologies will be carried out and most suitable technology(ies) for Thar
lignite shall be short-listed as the basis for the study. The consultant shall
prepare detailed technologies review report and basis for final
recommendation / selection.

Furthermore, the Contract will also provide a comparison of base case


and Alternative case based on financial viability, economic efficiency,
logistics flexibility, future markets and infrastructure development and
environmental considerations.

The content of the pre-Feasibility study shall cover all deliverables

2.4.2 Feasibility Study

At beginning of feasibility study stage, Owner will define final product mix
for the Consultant as basis for this phase of study. It is foreseen that final
products for the complex will either be single or combination of polyolefin,
Fischer Tropsch liquids, fertilizers and synthetic natural gas Content of
Technical Proposal.

Consultant shall carry out the detail feasibility study based on selected
coal gasification technology and final products technology philosophy.

1) Consultant’s Engineering Execution Procedure

During detailed Feasibility Study stage, Consultant shall Control of


engineering execution which comprises basically the following activities:

 Consolidation of working steps between all disciplines involved;


 Verification of the Design Basis;
 Verification completeness and consistency of applicable engineering
procedures, standards and specifications;
 Verification of the environmental & safety Concept;
 Achieve the concept of “Net zero” emissions for water resource;

4 The Organizational Structure of the Consultant Team

Consultant fully understand that plant design feasibility study is very


important phase and is basic engineering design foundation to help
Achieving “best value” and “valve engineering” for later project phase,
Consultant has paid careful attention to defining a project team orga-
nization specifically tuned to the requirements for executing this project.

Hualu's new office building in No.7 Tang Yan South Road, Xi'an High-tech
Development Zone, P.R.C were inaugurated on November 10, 2010,
overing nearly 78,000 square meters.

5.5.5 Staff activities

The da-da ball game

Remarks: the da-da ball is a upstart sport game first developed by a son
and father in Zhejiang province, south China.

The da-da ball, similar to the shuttlecock in a badminton game, only that
the “tail” is longer, and the racket very similar to the table tennis racket with
a longer neck. Thus it is said that the da-da ball is a hybrid of the
badminton and table tennis

The basketball game

Hualu’s head office building in Xi’an, 78,000 ㎡ in terms of floor space, is


equipped with over 1400 personal computers, plotters of various kind, and
35 Intergraph work stations. Various software (more than 40 packages) are
accessible by the company employees for any kind of engineering work. In
1999, the company INTRANET was built and put into use. The company

LAN is linked to the Internet and to all its branches, job sites and foreign
partners for technical support, when and if required.

5.6 Cooperation with foreign partners

Hualu maintains updatable cooperation relationships with its foreign


partners for introduction of over 150 large and medium sized projects
including but not limited to tonnage ammonia/urea, mega-scale MeOH
based on natural gas and coal, BTX, acetic acid, 1,4-BDO, 2-EH/butanols,
coal gasification, and ECH projects into the local market, and has
extensive experience in overseas design subcontracting and labour
service.

In the past decade or so, Hualu has been working closely with DTP from
the UK and GE from the USA for some coal based mega-level MeOH
projects ranging from 0.6 – 1.8 million t/a; Topsoe from Denmark,
Snamprogetti from Italy, Casale from Switzerland and GE from the USA for
tonnage ammonia/urea ranging from 0.3 – 0.45 million t/a for ammonia
and 0.52 – 0.8 million t/a for urea projects; with Solmic and GEC from
Germany, CDI from the USA for large-scale solar grade Poly-Si projects,
with DPT from UK for 1,4-BDO and 2-EH and Butanols in various parts
across the country to meet the needs of basic chemical materials and
clean energy for the nation’s booming economy.

In short, the company keeps in close touch with over 60 licensors,


licensees and engineering companies from countries including the United
States, the United Kingdom, Japan, Germany, Italy, Holland, Switzerland,
Denmark, Belgium, India, Iran and Vietnam.

5.7 Project management

In pursuit of project management, the company practices Project Manager


Single Point System.

For project management, the company uses IPMS (integrated project


management system) and P3e and P6 software. The IPMS, widely used

throughout the company, is a system based on the earned value concept


(EVC).

5.8 Quality management system

In order to implement the above quality system, the company has set up a
complete management system in conformity with QMS ISO9001:2008,
EMS14001:2008, OHSMS 18001:2004.

In response to the increasing public consciousness of environmental


protection, in 2004, the company established a consolidated management
system focusing on management and Health, Safety and Environmental
Protection (HSE), in conformity with ISO 9000 for quality management,
ISO14000 for environmental management and OHSMS for occupational
health and safety management system.

The management system encompasses a three level documentation


consisting of the Management Manual, Management Procedures and
Hualu Working Procedures, of which the company procedure is a
hundreds-page standard system covering the aspects of technology,
management and work. Every activity of management and technology will
be conducted in accordance with the corresponding standards, thus
ensuring the final quality of each piece of work.

12 years in water supply and drainage discipline, Participated
