REQUEST FOR PROPOSAl

For the
supply of cable and cable fittings for the construction
of
the Kremena-Trigortsi Wind Power Plant

1. General information
United Group is the leading multifunctional telecommunications and media
provider in Southeast Europe, providing customers with a full range of
telecommunications services. Our company has the widest network coverage in
the region and offers customers an unrivalled selection of content, from local
offerings to the best selection from around the world.
As part of its investment program for renewable energy sources
in Bulgaria, United Group intends to build a 70 MW Kremena-Trigortsi Wind
Power Plant, located in Northeastern Bulgaria, in the lands of the villages of
Kremena and Trigortsi, Balchik Municipality, Dobrich District (Kremena-
Trigortsi Wind Power Plant).
The company's investment intention is to build 15 wind turbines with a tower
height of 125 m, a rotor diameter of 155 m and a total installed capacity of 70
MW.
2. Purpose of the request for proposal.
This request for proposals (RFP) is issued by United Group in order to identify
potential suppliers who have expertise and abilities and are interested in
carrying out this activity.
The purpose of the inquiry is to receive offers according to the technical
specification for the quantities of cables and cable fittings according to the
attached KSS/appendix 3/ and the schedule for their delivery.
The deliveries of the cables and cable fittings must be to a warehouse at the
site of the wind park "Kremena-Trigortsi", specified by the contracting
authority and will be handed over to the contractor of the construction and
installation activities.

In order to avoid unplanned couplings, the Contracting Authority wishes that


when delivering the drums with the cables, the lengths of the respective
sections be taken into account according to the column "single lengths of
branches" of the attached Bill of Quantity.

3.Technical specifications:
3.1 The operating voltage of the site will be 33kV.

3.2 Medium voltage cables with XLPE cross-linked insulation and aluminum
conductors designed
for distribution of electricity in medium voltage network types:
- Type NA2XS(F)2Y 20/35kV 1x95/16mm².
- type NA2XS(F)2Y 20/35kV 1x185/25mm².
- type NA2XS(F)2Y 20/35kV 1x400/35mm².
- type NA2XS(F)2Y 20/35kV 1x500/35mm².

3.3 Cable Fittings:


- plug head for cable 20/35kV 3x1x95/16 for indoor installation.
- cable sleeve kit for cable 20/35kV 3x1x95/16.
- plug head for cable 20/35kV 3x1x185/25 for indoor installation.
- cable sleeve kit for cable 20/35kV 3x1x185/25.
- plug head for cable 20/35kV 3x1x400/35 for indoor installation.
- cable sleeve kit for cable 20/35kV 3x1x400/35.
- plug head for cable 20/35kV 3x1x500/35 for indoor installation.
- cable sleeve kit for cable 20/35kV 3x1x500/35

3.4 Working conditions.


- normally polluted atmospheric environment;
- for installation in the ground, in a pipe duct network, in cable rooms,
canals, tunnels and collectors indoors;
- operating temperature: from -30 °C to +50 °C;
- relative humidity: up to 90 % at 20 °C;
- Mode of operation: continuous.

3.5 Requirements.
- Minimum rated voltage: U0/U = 20/35 kV;
- Maximum allowable voltage: 50 kV;
- Rated frequency: 50 Hz;
- Minimum installation temperature: at least -5 °C;
- Maximum continuous heating temperature of conductive conductors: ≥
+90 °C;
- Maximum permissible heating temperature of conductive conductors in
short-circuit mode for no more than 5 s: ≥ + 250 °C;
- Minimum bending radius of cables: 15 D;

3.6 Cable Construction:


- Conductive conductors of the conductors – to be made
of aluminum class 2, according to BDS EN 60228:2006 (or equivalent)
and made as round multi-wire seals (rm);
- An inner semi-conductive layer with high electrical strength, which
should not fall between the conductive conductors;
- Insulation of cross-linked polyethylene XLPE – it is not allowed to
contain impurities or residues;
- External extruded semi-conductive layer – to be easily removed without
sticking to the screen;
- Water-blocking semi-conductive tape – should not disturb the correct
distribution of the wires on the screen and should not change its
moisture-proof and anti-corrosion properties throughout the entire
service life of the cable;
- Metal shield – it should be made of copper conductive conductors with
a diameter of maximum 1 mm, laid in a spiral and a contact spiral made
of copper strip with a maximum thickness of 0.2 mm. The geometric
section of the screen should be at least 25 mm2 for cables with a cross-
section of 185 mm2 to 500mm2 and 16 mm2 for cables with a cross-
section of 95 mm2. The screen should not break the insulation.
- A separating layer between the screen and the outer shell;

3.7 Outer protective shell PE:


– it must be polyethylene placed evenly, smooth and free of defects.

3.8 Designation:
- Cables must have a durable, longitudinally located marking on the outer
sheath according to the requirements of BDS HD 620 S2:2010 (or equivalent),
including the following information: manufacturer's name, type according to
the standard, year of manufacture, bookmarks for the length indicated in
meters and identification code, including the rated voltage in kV.
- The marking of the meters is carried out continuously along the entire length
without disturbing the sequence.

3.9 Equipment and packaging.


- Each batch must be completed with instructions for storage, installation and
operation, declaration of conformity, warranty card and factory test reports.
- The transport and packaging of the products are the responsibility of the
Contractor. They must guarantee protection from external influences and
damage during transportation, loading and unloading activities and storage.
- Before storage and transportation, cable ends must be sealed with
appropriate cable caps to prevent moisture from entering.
- a weatherproof and legible label must be affixed to the cable drums, securely
affixed and containing the following information:
 name of the manufacturer.
 Full cable identification according to the applied standard.
 drum number.
 length.
 number of the tarsal for which it is intended.
 weight.
 date of manufacture.
 an arrow with an inscription for the direction of unwinding and the meter
markers for the beginning and end of the cable.

3.10. Quality management of the delivered materials.


The Contracting Authority has the right to carry out incoming control in its
own or in an independent accredited laboratory of randomly selected from
the delivered products. The costs for this check in case of a positive result are
at the expense of the Contracting Authority, and in case of a negative result –
for the Contractor.

3.11 Documentation - to submit the necessary technical documentation in


Bulgarian in accordance with this technical specification.
- technical data and characteristics of the products offered;
- a declaration of conformity of the device with this technical
specification and the standards it complies.
- a declaration of performance;
- Type test reports carried out by test laboratories accredited in
accordance with BDS EN ISO/IEC 17025 (or equivalent);
- terms and conditions of the product warranty;

3.12 Standards and norms


Cables must comply with the following standards or equivalents:
- BDS HD 620 S2:2010 Distribution cables with extruded insulation for
rated voltage from 3.6/6 (7.2) kV to 20.8/36 (42) kV (or equivalent),
- BDS EN 60332-1-2:2006 Fire Impact Testing of Electrical and Fiber Optic
Cables. Part 1-2: Vertical flame propagation test on a single insulated
wire or cable. Procedure for 1 kW flame obtained by pre-mixing (IEC
60332-1-2:2004),
In case a participant offers cables and/or insulated wires produced according
to another equivalent standard, it should submit documents (test reports,
certificates, etc.) proving full compliance with the above standards
4. PRELIMINARY PROJECT TIMELINE

- Invitation for participation 15/04/2025.


- Confirmation of participation until 17/04/2025.
- Answers to questions until 23/04/2025.
- Submission of an offer by 25/04/2025.
- Negotiations with potential contractors and selection of one by
26/05/25.
- Deliveries from 1/07/25. until 31/08/25.

5. TENDER INSTRUCTIONS

5.1 General:
The bidder must be an eligible legal entity and have the ability and
experience to meet all the requirements set out in this Request for
Proposal. Each bidder may submit one (1) bid. The instructions set out in
this request for tender may not be altered by the tenderer. Any change
to these instructions deemed necessary by any bidder will be considered
by UG as a proposal only.

5.2 Confirmation:
The bidder must confirm receipt of a request for proposal no later
than 16/04/2025. and, at the same time, must indicate whether the
tenderer intends to submit a tender. Acknowledgment of receipt of
inquiry and confirmation of intent is sent to e-mail...…………

5.3 Preparation of offers


The offer is signed by a duly authorized person(s) of the
Participant. Verbal information will not be taken into account. The
commercial part of the offer is provided in Excel and PDF format.

5.4 Payment terms


No advance payment and 90 days of deferred payment after issuing an
invoice for each delivery.
6. CONTENT OF THE OFFER

6.1 Price offer (in euro), according to the attached bills of quantities (KSS
appendix 3) in Excel and PDF format.

6.2 Technical data of its proposedproduct – to be filled in according to


Appendix 1 for each different section.

6.3 Delivery schedule.

6.4 The content of the offer must also include the proposal of the participant
for dividing the cable into reels of appropriate lengths for each section and its
total length, so as to comply with the requirement of the remarks in the
KSS/appendix 3/.

7. DEADLINES AND PLACE FOR SUBMISSION OF THE OFFER


Offers must be received no later than: 25.04.2025 19:00
Any offer received after the specified deadline may be rejected.

8.Request for additional information and clarification


Requests for additional information and clarification should be
submitted to the attached emails in writing no later than ten (2) days
before the closing date and time. All questions must be sent in the Q&A
template attached to this request - Appendix 2.

Inquiries by phone or in person will not be accepted. Any additional


information, advice on interpretation, modification or clarification given
by or agreed with UG will be disseminated to all tenderers if UG deems
it necessary and in its sole discretion.

9. Modification or withdrawal of a request for proposal


UG reserves the right, in its sole discretion, to modify or withdraw the
request for proposal before the closing date and time. All changes will
be sent to all bidders.

10. Withdrawal of the auction


Offers cannot be withdrawn after they have been submitted.

11. Validity of offers


All offers sent to UG in response to this request for proposals must
remain valid for thirty (30) calendar days from the end date and
time. During this period, auctions are binding. UG reserves the right to
participate in further discussions or negotiations with any tenderer
during this validity period.

12. Tender costs


Any participant who submits an offer to UG in accordance with this
request for proposal bears (and therefore UG is not obliged for any
reason) to be responsible for and pay all costs and expenses and other
fees incurred in the preparation and submission of the offer, including
any costs (such as, but not limited to, travel and accommodation
costs), costs and other charges incurred in connection with technical
meetings, tender clarification meetings, negotiations or any other
meetings held as a result of this request for proposal.
