As we close School Year 2024-2025, I want to extend my heartfelt gratitude to our learners, teachers, school staff,
parents, and partners who have been part of this shared journey. This year’s theme, Henerasyon ng Pagkakaisa:
Kaagapay ng Bagong Pilipinas, underscores our collective effort in strengthening our education system to meet
the demands of a rapidly evolving world.

I have seen this commitment firsthand in my visits to schools across the country. I have met learners who wake up
before dawn to walk kilometers to learn, teachers who go beyond their duty, and parents who sacrifice to provide
their children with better opportunities. These realities push us to craft enduring reforms.

Through the 5-Point Reform Agenda, we have taken concrete steps to address classroom shortage, strengthen our
workforce by filling critical personnel, accelerate digitalization, enrich career pathways, and implement policies that
lead to lasting systemic improvements. We opened the doors of our offices and schools to our partners in the private
sector to make all of these happen.

Beyond solving existing challenges, we are also spearheading the groundwork for a future- ready education system.
Our goal is not just about an uptick in numbers. Our goal is for every Filipino child, no matter where they are, to
have the opportunity for learning, growth, and success.

To our teachers and school staff, your dedication is the foundation of this transformation. Your hope and hard work
are the reason we are making progress. To parents and guardians, your support at home shapes the aspirations of
our learners and inspires them to strive for more.

To our students, you are the heart of everything we do. Your dreams fuel our drive to make education better and
more inclusive.
And to our graduates and completers of SY 2024-2025, congratulations!
You are the generation that binds all of us together. As you step into the
next chapter of your lives, bring with you the values of perseverance,
resourcefulness, and compassion that define us as Filipinos.

I want to take a moment to personally congratulate each of you on this momentous occasion. As you stand at the
threshold of a new chapter in your lives, I am filled with a deep sense of pride and admiration for the perseverance
and dedication you have shown in reaching this significant milestone. Completing your education is not just an end,
but the beginning of a journey filled with endless possibilities and opportunities.

This year's theme, "Generation of Unity: Partners for the New Philippines," could not be more fitting as we reflect
on the power of collaboration and shared vision. The challenges we face today require us to come together,
embracing our diverse strengths to forge a brighter future for our nation. You are the generation that will embody
this unity, driving change and inspiring those around you.

As you transition from students to completers and graduates, I want to remind you that your education has
equipped you not only with knowledge but also with the values of integrity, resilience, and compassion. These
qualities will be essential as you step out into the world, ready to make your mark. Remember that you are part of a
community that has supported and nurtured you throughout your educational journey, and that you will always be
connected to this community as you pursue your dreams.
I would also like to take this opportunity to express my profound gratitude to all education stakeholders—teachers,

Nais kong ipaabot ang aking taos-pusong pasasalamat at papuri sa lahat ng mga mag-aaral, guro, mga tagapangasiwa
ng paaralan at mga kawani, mga magulang, at mga naging katuwang para sa isang produktibo at matagumpay na
Taong Panuruan 2024-2025. Ang ating nagkakaisang layunin na itaguyod ang kapakanan ng mga mag-aaral patungo
sa nagbabagong mundo ay sinasalamin ng tema ngayong taon na, “Henerasyon ng Pagkakaisa: Kaagapay ng Bagong
Pilipinas.” Tunay na ang ating sama-samang pagsisikap ay nagtatag ng isang matibay na haligi ng sistema ng
edukasyon na tumutugon sa mga adhikain ng isang bagong Pilipinas.
Simulan noong ako’y nanungkulan bilang Governor ay dinalaw ko ang mga paaralan at pamayanan sa Lalawigan ng Quezon,
kung saan ang diwa ng pagkakaisa—o sa ating lokal na wika, “Balikatan”—ay isinasabuhay. Ang paaralan, komunidad, at lokal
na pamahalaan ay nagtutulungan upang punan ang agwat ng kalidad ng pagkatuto at mga hamong kinakaharap ng mga mag-
aaral. Ang kanilang pagsusumikap at dedikasyon ay nagsisilbing inspirasyon sa Pamahalaang Panlalawigan ng Quezon, upang
muling suriin ang sistema, pag-ibayuhin ang pagpapatupad ng mga programa, at ilaan ang pondo sa
mga nangangailangan nito.
Kaya’t sa ilalim ng ating HEALING Agenda, binigyan natin ng atensyon ang edukasyon sa pamamagitan ng paglalaan ng
pondo at pagtitiyak na ang mga programa at polisiya ay sensitibo sa pangangailangan ng mga mag-aaral ng lalawigan.
Ipinatupad ang mga inisyatibo upang matugunan ang kakulangan sa mga pasilidad, makapaghandog ng tulong sa mga guro, at
ipatupad ang mga programang sumusuporta sa mga pang-akademiko at kurikular na gawain ng mga mag-aaral. Dagdag pa rito,
matagumpay nating inilunsad ang mga pangunahing programang pang-edukasyon sa lalawigan ng Quezon, tulad ng Priority
Courses Scholarship at Return Service Program at One Poor Family One College Graduate Full Scholarship Program.
Ang mga hakbang na ito ay hindi lamang nakatutok sa pagtugon sa mga kasalukuyang hamon ng ating mga mag-aaral;
bahagi rin ang mga ito sa paghahanda ng isang henerasyong dalubhasa sa kanilang mga piling larangan at handang gampanan
ang tungkulin sa pagtataguyod ng bansa. Upang maisabuhay ang pananaw ng isang Bagong Pilipinas, kailangang ilaan ang sapat
at nararapat na sistema, pondo, at mga programa.
Kaya’t ipinapaabot ko ang pinakamataas na pagpapahalaga at pagkilala sa mga naging bahagi ng ating mga makabagong
inisyatibo para sa edukasyon. Sa ating mga tapat na guro, mga tagapangasiwa ng paaralan, at mga kawani, ang inyong walang
kapantay na pagmamahal sa pagtuturo ay ang nagsisilbing puso ng adhikaing ito. Sa mga magulang at tagapatnubay, ang inyong
hindi matitinag na suporta para sa inyong mga anak ang liwanag na gumagabay sa kanila upang patuloy na tahakin ang landas
tungo sa pag-unlad.
Sa ating mga mag-aaral, lubos kong ipinagmamalaki ang inyong mga natamo at makakaasa kayo na ang Pamahalaang
Panlalawigan ay handang tumulong sa inyong mga pangangailangan upang maisakatuparan ang inyong mga pangarap.
Higit sa lahat, ipinapaabot ko ang aking pinakamainit na pagbati sa mga nagtapos ngayong Taong Panuruan 2024-2025.
Naisakatuparan na ninyo ang isa sa mga hakbang patungo sa inyong mga mithiin—hindi lamang bilang indibidwal kundi bilang
isang henerasyon na umiinog sa diwa ng balikatan. Nawa’y patuloy ninyong pandayin ang kahusayan at panatilihin ang
pagpapakumbaba, pagsusumikap, at malasakit sa lahat ng inyong salita at gawa.
Sa pagtatapos ng taong panuruang ito, ang Pamahalaang Panlalawigan ng
Quezon, kasama ang pambansang pamahalaan, ang Kagawaran ng Edukasyon-
Sangay ng Quezon, at iba pang mga katuwang, ay mananatiling tapat sa
pagpapalaganap ng may kalidad at inklusibong edukasyon para sa lahat. Bilang
isang bansa at isang lalawigan, magtulungan tayo upang itaguyod ng isang
ligtas, makatarungan, at may malasakit na edukasyon para sa bawat
henerasyon.

people who have helped you in one way or another to reach this finish line.

On behalf of Agdangan District, I am with you as you celebrate your triumphs. May you
continue to live up to and become citizens of character and lofty ideals, whose critical
thinking and competency will take the country to the path of global competitiveness and
recognition.
