1 PROJECT SUMMARY
69" QCCEG-1 and 35.5” NCBFFG-1 pipeline starts from existing Scraper Receiver KM - 202, and
travels 69-KM to North Buraidah/Qassim Cement/Najad Clay. There are THREE (3) MLIV Station at
KM- 29, KM - 31 & KM-51. At Scraper Launcher will be installed, and the Scraper Receiver line 16 #,
the Scraper Receiver line 6 #, Three MLIV stations. This Project (BI-49-20676-0002) is a GAS to
support COMPANY's corporate objective "Efficiently Meet the Kingdom's Energy Demand" by
displacing liquid fuel with sales gas. The expansion of the existing Master Gas System (MGS) is
required to meet the increased transmission requirement due to the forecasted demand increase,
including sales gas supply to Shoaiba and Shoqaiq regions by 2028, and aiming to cover the
requirements up to the year 2030. Primarily, sales gas demand has increased to meet the
requirement of liquid fuel displacement for Shoaiba, South Jeddah, and Shoqaiq power generation
plants. In addition, there is additional sales gas demand for the industrial customers located in the
Southern region along with scattered industrial and utilities customers in Eastern, Central, and
Western regions. These increased demands are beyond the capacity of the existing Master Gas
System post-expansion under Phase III.

The existing Master Gas System features three prominent regions: Eastern, Central, and Western,
while Phase- III will expand to the Southwestern region. The customers that are part of industrial
clusters are located along different regions in these areas across the kingdom.

1.3 Project location
1 PURPOSE
To prepare SCC Coordinators with the comprehensive knowledge and practical skills
required to effectively oversee centralized safety operations in high-risk industrial
environments. This includes real-time safety monitoring, electronic permit-to-work
(PTW) system administration, access and zone control, incident notification procedures,
emergency communication protocols, and ensuring full compliance with applicable safety
regulations and standards.
2 TRAGET AUDIENCE:
This training program is designed for personnel directly involved in the operation and
oversight of centralized safety systems, including:
SCC Coordinators – Responsible for managing the overall functionality of the
Safety Command Centre.
SCC Operators – Engage in real-time monitoring, system alerts, and safety
communication within the control room.
Permit-to-Work (PTW) System Administrators – Oversee permit issuance,
validation, and compliance tracking.
HSE Officers and Supervisors – Support field-level safety enforcement,
inspections, and coordination with the SCC.
Emergency Response Team Members – Coordinate response actions and
communications during incident scenarios and drills.
3 ENTRY REQUIREMENTS:
Day 1 SCC Introduction, Overview, Purpose and structure of SCC, PTW lifecycle and
PTW System, and Safety responsibilities, roles of SCC operator.
Responsibilities
Day 2 Monitoring Systems and CCTV, gas detection, electronic access systems,
Safety Surveillance worker tracking, and integration of monitoring
systems.
Day 4 3.1 Practical Application Live permit tracking, access control drills, gas detection
and Evaluation response, written and practical evaluation.
