DEGREE COURSE In AGRICULTURE UNIVERSITIES, MAHARASHTRA STATE

1. INTRODUCTION

1.1 The Maharashtra Council of Agricultural Education and Research (MCAER- Agriculture
Council), Pune is a statutory organization constituted under Section 12 of the
Maharashtra Agricultural Universities (Krishi Vidyapeeths) Act, 1983. The mandate of
Agriculture Council is to coordinate four agricultural universities in Education, Research
and extension. As per the Government Notification, Department of Agriculture, Dairy
development, Animal Husbandry and Fisheries dated 11.06.2024 , Agriculture Council is
coordinating four Agricultural Universities in admission process of B.Sc. (Honors)
(Agriculture) to Diploma in Agriculture polytechnic holders. The eligibility criteria and
rules for admission to the direct second year of the agricultural undergraduate degree
course have been fixed and rules have been prescribed to regulate admission.
1.2 As per the Government Resolution, Department of Agriculture, Animal Husbandry, Dairy
Development and Fisheries No. 1517/ letter No.20 (1)/7-A, dated, 02/02/2018 , the above
rules are applicable to all Courses in Government and Government aided Colleges
1.3 As per the Government Resolution, Department of Agriculture, Dairy development,
Animal Husbandry and Fisheries No. ¨ÉEÞòÊ´É 2010 / |É.Gò. 155 / 7 +ä, Ênù.20/10/2011, the
Government of Maharashtra has been finalized the strategy of reservation of seats for the
degree, postgraduate and Ph.D. courses offered by Agricultural universities procedure for
the distribution of social reservations and the admission procedure. In addition, the
reservation finalized as per the Government Resolution, Department of Agriculture, Dairy
development, Animal Husbandry and Fisheries no. ºÉÆEòÒhÉÇ 1514/|É.Gò.100/7 +ä, Ênù.
8/7/2019. All the mentiond said Government Resolutions are available at the website
‘www.mcaer.org’.

1.5 Definitions:

(a) “Act” means the Maharashtra Unaided Private Professional


Educational Institutions (Regulation of Admissions and Fees) Act,
2015 (Mah. XXVIII of 2015);

(b) ) “Agriculture University” The University established as per the


provisions of Article 3 (1) of the Maharashtra Agricultural Universities
(Krishi Vidyapeeths) Act 1983.

(c) “Application Form” means prescribed Form filled up online by the


candidate for admission

(d) “CAP Seats” means the seats filled in through the centralized
admission process carried out by the Competent Authority;

(e) “Courses” means the full time Professional Degree course in


agriculture

(f) “College Admission Reporting Center” means a center where the


candidate shall report for confirmation of admission by verification of
document and payment of fees;

(g) “Department” means the Agriculture, Animal Husbandry, Dairy


Development and Fisheries Department of Government of

(h) “Eligible Candidates” means the candidates who are eligible for
different professional courses as notified by the Government from
time to time, under sub-section (1) of section 3 of the Act ;

(i) "Diploma in Agriculture Polytechnic" means a three-year English medium


Agriculture Polytechnic Diploma under the Agricultural University of
Maharashtra.

(j) “Merit” means the order of merit declared by the Competent Authority
in respect of various classes or category of candidates;

(k) “MCAER” means the Maharashtra Council of Agricultural Education


And Research established under section 12 of the Maharashtra
Agricultural Universities (Krishi Vidyapeeths) Act, 1983(Mah. XLI of
1983) ;

(l) “Minority Quota” means seats earmarked for the Minority Community
students from within the State of Maharashtra, belonging to the
Minority Community Institutions belongs;

(m) “Qualifying Examination” means examinations on the basis of which a


candidate becomes eligible for admission or its equivalent
examinations;

(n) “SSC” means the Secondary School Certificate (Standard X)


examination conducted by the Maharashtra State Board of Secondary
and Higher Education or its equivalent certificate awarded by a
recognized Board;

(o) “Online Admission Allotment Round” means the process of allotment of


admission to candidate under CAP on the basis of candidate merit,
reservation and preference (Option);

(p) “Admission Process Center” means the spot admission process of


particular colleges will be conducted in government/ aided colleges
which are approved by Concern Agricultural University;

(q) “Centerwise Centralized Admission Round” means after the regular


online admission round are done; the vacant seats are filled through
merit list candidates as per rules. Such merit list is prepared by the

candidates who are physically present in respective admission process
center. This admission process shall be conducted by considering
eligibility, reservation and merit of candidate and not considering the
preferences given by them;

(r) “College level Admission Round” means after completion of


centerwise centralised admission process, vacant seats are filled at
college level upto the last date of admission process (Cut off date).

(s) Agriculture University Quota 'U' Quota means the candidates who
possess the Domicile Certificate of Maharashtra. If doesn’t have
domicile, the candidates in Maharashtra State having their birth place
in Maharashtra mentioned on their College / School Leaving
Certificates or Birth Certificate issued by competent authority of
Maharashtra State and those who have passed the Diploma in
Agriculture Polytechnic(English Medium) examination conducted in
the respective jurisdiction of the Agricultural University of
Maharashtra, seats reserved for such candidates shall be referred to as
‘Agriculture University Quota’ [‘U’ Quota].

(t) Maharashtra Quota 'M' Quota The candidates who possess the
Domicile Certificate of Maharashtra. If doesn’t have domicile, the
candidates with Maharashtra State as their birth place in Maharashtra
mentioned on their College / School Leaving Certificates or Birth
Certificate issued by competent authority of Maharashtra and those
who have passed the Diploma in Agricultural Polytechnic (English
Medium) examination under the Agricultural University of the State,
seats reserved for such candidates shall be referred to as ‘'Maharashtra
Quota’ [‘M’ Quota]. Therefore, Candidates under the University Quota
[‘U’ Quota] are also eligible for Maharashtra Quota [‘M’ Quota].

2. DETAILS OF INSTITUTIONS AND DEGREE COURSE
The degree course is full time course and medium of instruction for teaching and
examination shall be English.

2.1 DEGREE COURSES AND ELIGIBILITY REQUIREMENTS


Minimum age: The age of the candidate should be 16 years as on last date of
submission of Centralized Admission Process

EWS, Persons with Disability (PwD) and Orphan

Special Instructions Regarding Eligibility:-


Those Candidates who have completed three year Agriculture diploma from
SAU's of Maharashtra state in Semi English Medium are not eligible for
Admission to direct Second year.

3. INSTRUCTIONS TO CANDIDATES
3.1 Before filling the online application form, the candidates should
read the prospectus and the application form carefully.
i. Every applicant should fill only one application form ‘online’ on
https://cetcell.mahacet.org/cap-_2025-26/. If a candidate submits more
than one application form, the latest filled application form complete in all
respects shall be considered as valid.

ii. Do not send the copy of the application form or any other documents by Post
/ courier or hand delivery to anyone including MCAER, Agriculture
University.

iii. After filling the application form on the website, the candidate should scan
his / her signature, passport-sized photograph and original copies of all the
necessary documents and upload them on the website.

iv. At the time of filing the online admission form, a fee of Rs 1000 (Rs 800
for social, economically weaker sections, Person with disability and orphan
categories) will have to be paid online.

3.2 The candidates should scan the following original documents and upload it as per
the following sequence through their Log-in on web site.

(a) Mark sheet / Grade card of qualifying (Diploma in Agriculture Polytechnic-


English Medium) examination.

(b) SSC (X) Std. Mark sheet / Statement of marks. (If percentage obtained is
not mentioned in SSC (X) Std marksheet, then it is compulsory to upload
signed letter from Principal of concern college mentioning percentage in
marksheet otherwise minimum marks should be consider in concerned
class)

(c) (i) Diploma in Agriculture Polytechnic (Last attended Examination


passed) Leaving certificate or if the candidate has been admitted
into some other course (except Agriculture Universities in
Maharashtra) then Bonafide Certificate from that particular college.

(ii) The candidate admitted in last Academic Year in any Agricultural


University in Maharashtra if again applies to seek the admission for
the current academic year for the Direct Second Year Degree
Course then the ‘Bonafide Certificate’ issued from the last
attended respective College/Institute will be considered.

(d) Domicile Certificate of the candidate issued by competent authority from
Maharashtra State or Diploma in Agriculture Polytechnic/ College /
School Leaving Certificate or Birth Certificate issued by competent
authority mentioning the birth place from Maharashtra State.

(e) Certificate of Agriculturist issued by the Tahsildar or Naib Tahsildar for


the year 2023-24 or 2024-25 or current year. The format of this certificate
has been attached in Appendix ‘A’. It is necessary to mention in the
certificate that the candidate or his / her parents or grandmother /
grandfather (father’s parents) are farmland owner or farmer (those
cultivating the land) and the main source of income for family is the
income generated from cultivating such land or certificate issued by the
Tahsildar or Naib Tahsildar in their available prescribed format.

(f) Caste Certificate issued by the competent authority of the State in the
prescribed format for Scheduled Castes (SC), Scheduled Tribes (ST), Vimukta
Jati (A) (VJ-a), Nomadic Tribes (B) (NT-b), Nomadic Tribes (C) (NT-c),
Nomadic Tribes (D) (NT-d), Other Backward Classes (OBC), Special Backward
Classes (SBC), Social and Educational Backward Class (SEBC). (Candidate
belonging to Special Backward Class, earlier belonged to other class, such
Candidates should submit Earlier class certificate also.)

(g) With reference to the order given by Hon’ble Supreme court Civil appeal
No. 11234-48/2017, candidates from SC, ST, VJ(a), NT(b), NT(c), NT(d),
Other backward class (OBC), Special Backward Category (SBC), Social
and Educational Backward Class (SEBC) should provide Caste validity
certificate.

(h) Candidates from VJ(a), NT(b), NT(c), NT(d), Other backward class
(OBC), Special Backward Category (SBC), SEBC should provide ‘Non-
Creamy Layer’ Certificate issued by a competent authority which is
valid till 31 March 2026. The Annexure “A” prescribed for Economically
Weaker Section vide Government Resolution No . ®úÉ+ÉvÉÉä-4019/ |É.Gò.31 /16-+,
dated 31.05.2021, of General Administrative Department, the proforma of
the certificate is given in Appendix ‘B’ for reference.

(i) Candidates seeking admission in Economically Weaker Section from open


category should provide certificate issued by competent authority in a
prescribed format which will be valid for the current academic year 2025-
26. The Annexure 'A' prescribed for Economically Weaker Section vide
Government resolution No. ®úÉ+ÉvÉÉä-4019/ |É.Gò.31 /16-A, dated

31.05.2021, of General Administrative Department, the proforma of the
certificate is given in annexure ‘B’ for the reference.

(j) Certificate of ‘Project Affected Person’ by the District Resettlement


Officer or an officer authorized by the Government of Maharashtra (if
authorized then with the letter about the authorization from a competent
authority) stating that the candidate / candidate’s parents/grand parents is
project-affected and the farmland of their parents or grandfather has been
acquired by Agricultural Universities / Irrigation / Electricity / Defence
Projects of Maharashtra. It is necessary that the name of the person who
should get the benefits of the concessions should be clearly mentioned on
the certificate issued by the competent authority.

(k) Certificate of ‘Freedom Fighter’ signed by the Hon. Prime Minister /


Chief Minister, Maharashtra State. Stating that the mother / father of the
applicant is a Freedom Fighter. Son / daughter of the Freedom Fighter or
their son / daughter shall get the benefit of this certificate. An affidavit with
on plane paper covering the point of ‘The candidate is the son’s/daughter’s
son/daughter of the freedom fighter’ should be given by the freedom fighter
or if the freedom fighter is no longer alive by the husband / wife/ of the
freedom fighter.
(l) If candidate’s father is defence personnel, Defence Personnel Certificate
from Zilla Sainik Board or Discharge Certificate from Commanding
Officer of the regiment or Serviceman Certificate in prescribed format.

(m) ‘No-Objection Certificate’ from the Employer in case of in-service


Candidate.

(n) Candidates applying through the Physically-disabled category should


submit the Certificate of Person with Disability (PWD) issued by the
competent authority (District Civil Surgeon or equivalent Government
Hospital / Medical Board designated in behalf). (Physically-disability
should not less than 40%, however, maximum percentage of disability as
per regulations mentioned in Gazette of India dated- 14/05/2019 will be
applicable. The said Gazette is available on the website.)

(o) The candidate willing to take admission from orphaned category are
required to submit Orphaned certificate issued from Commissioner,
Women and Child Development on his/her letter head with the signature
of Deputy Commissioner (Child Development), Pune/ Commissioner,
Women and Child Development, Pune.

(p) Self-Declaration letter in the prescribed format (Appendix ‘C’) for
Minority quota of Minority Religious/ Linguistic.
The scanned documents should be readable. Please upload the documents
by confirming it. If the uploaded documents are not readable, they will not be
accepted and the candidate will be solely responsible for the same. Upload the
self declaration certificate in Appendix ‘D’ regarding authenticity of uploaded
original documents.

3.3 The application which has been filled completely in all respects and uploaded on
or before the last date notified in the admission schedule shall be accepted and
considered for admission.
3.4 Minority quota admissions process:
The 51 % seats will be reserved for Minority Linguistic or Religious
community in colleges under Institutes having Minority status. Depending on
merit, the seats reserved for minorities will be allocated through the centralized
admission process only. These will be distributed to the candidates of said
community. If the reserved seats are vacant after this admission process then
said vacant seats will be allotted to candidates of Maharashtra state on the basis
of merit.

3.5 Approval to Merit list and list of candidates secured admission;


(a) After completion of Admission process, every Aided, Govt. Aided and
unaided Private Professional Colleges has to follow time to time
instructions given by Admission Regulatory Authority for approval of
candidates admissions.
(b) If any Minority Institute fails to fill minimum 51 % of its total intake
capacity during consecutive three years period then said information will be
communicated by the said institute to competent authority.
3.6 The application form shall be rejected due to any one of the following
discrepancies:
(a) If not fulfilling minimum age or minimum aggregate marks criteria.
(b) If the scan copy of Domicile Certificate issued by competent authority
or College / Diploma in Agriculture Polytechnic Leaving Certificate
containing place of birth or birth Certificate issued by the competent
authority is not uploaded.
(c) If the candidate has not uploaded the latest passport-sized photograph and
own signature on the website.

(d) If the scan copy of the Mark Sheet / Grade Card of the qualifying
examination as well as Mark sheet of CET examination is not uploaded.
(e) If the scan copy of original School / College Leaving Certificate (last
attended) is not uploaded. (If the Candidate has secured admission for
degree elsewhere, Bonafied Certificate of that Institute will be accepted.
However, the Candidate should submit the Leaving Certificate of original
college after securing admission within a period of three months.)
(f) If ‘No Objection Certificate’ of the Employer is not uploaded by the in
service candidate.
(g) Prescribed application form fee not paid.
(h) If self declaration regarding authenticity of uploaded original copies is not
uploaded on website.
3.7 If during the process of admission, it is found that marks are equal (tie criteria)
then following guiding principles should be followed to decide the merit, in
descending order of preference
(a) Lesser number of attempts to pass in Diploma in Agriculture Polytechnic
Examination.
(b) Higher percentage in 10th Std.
(c) The candidate elder in Age.
(d) First online admission Form Number
3.8 Additional documents will not be accepted through courier, post, by-hand after
submission of application form on web site.
3.9 The candidates should mention options of colleges in each round. To do so,
make use of the respective college code. For that consider following points.
a. The candidate who has not ‘Freeze’ or not allotted any college, they can give
new preferences for next round. (Not consider for the candidate who has
allotted his first preference)
b. The candidate who has not allotted any college and not given new
preferences for next round. In such case his earlier preferences will consider.
c. Do not ‘Freeze’ the candidate who has allotted college in previous round and
wish to involve in next round and give new preferences for next round.( Not
consider for the candidate who has given Float option or allotted his first
preference)
d. The candidate who has allotted college in previous round and not ‘Freeze’ or
not given new preferences for next round. In such case, not eligible for next
round.( Not consider for the candidate who has allotted his first preference)

e. The candidate who has not ‘Freeze’ and give new preferences for next
round, it assumed that he has refused college. The candidate can give
preference of refused college for next round (Not consider for the candidate
who has allotted his first preference).
3.10 (i) The candidate should fill correct information in all the columns.
(ii) ‘CET Cell’, MCAER shall not be responsible if candidates merit affected
negatively due to any kind of discrepancy in the form filled by the
candidate.
3.11 Once the final merit list is announced, admission shall be given taking into
account the available seats, merit number, applicable reservation and options
given by the aspirants.
3.12 Preference(s) given by the candidate in the application form shall be first
considered for allocation of seat under ‘M’ Quota at the State Level and
subsequently for admission from ‘U’ Quota i.e. University Level Quota.

3.13 The provisional merit list / final merit list / allotment letter candidates for
admission from ‘M’ quota and ‘U’ quota will be available on the web sites
www.mcaer.org and https://cetcell.mahacet.org/cap-_2025-26/ on the dates
mentioned in the admission schedule.
3.14 Important instructions for the candidates in regards to admission are given in
‘Appendix E’.
3.15 As per the Government Circular, Higher and Technical Education Department,
No.Misc-2011/(103)/(11)/ME-3, dated 18/4/2011, while taking admission, it is
necessary for the candidate to furnish cleanliness related information
in Appendix ‘F’.
3.16 As per the Government Resolution, Department of Agriculture, Animal
Husbandry, Dairy Science and Fisheries, Sr. No. sankiran-1517/|185/6-A, dated
5/6/2017, the Candidate whose name had not been included in the voters list are
required to submit the undertaking and fill the form No. 6, 7, 8 and 8-A at the
time of admission and submit to the respective college.

4. ADMISSION PROCEDURE
4.1 The candidate should read all the information about the admission process
given in the prospectus carefully.
4.2 The Direct Second Year to agriculture degree admission process for the State
Agricultural Universities will be conducted through ‘CET Cell’, Mumbai.
4.3 The merit of admission will be decided by taking into account the marks of
Diploma in agricultural Polytechnic.
4.4 The seats will be allotted as follows:
(i) First 30 % seats will be available for candidates of Maharashtra state (‘M’
Quota) and

(ii) Thereafter, remaining 70 % seats will be available for the candidates passed
qualifying examination of diploma in Agricultural Polytechnic(English
Medium) under the jurisdiction of respective university (‘U’ Quota).

80 % seats for Scheduled Tribes are reserved in College of Agriculture,


Sonapur, Dist.Gadchiroli and College of Agriculture, Nandurbar and
remaining seats shall be allotted as per above rules
The 51 percent seats under minority quota in the minority institution
linguistic or religious shall be allotted to the respective minority
candidates and 70 percent out of 49 percent seats will be available for U
Quota and 30 percent of the 49 percent seats will be available for M
Quota.

4.5 All the direct second year admissions shall be as per merit and shall be of
temporary / provisional type.
4.6 The merit list will be published on the https://cetcell.mahacet.org/cap-
_2025-26/ and www.mcaer.org websites. Candidates can view the merit list
on these websites. The candidates shall not be communicated about the merit
list separately through Post.
4.7 The applicants who have complaints about the merit list should present their
grievance application ‘online’ using their ‘Login ID’ and ‘Password’ which is
provided at the time of registration of admission form on or before the date
mentioned in the Admission Programme. If the applications for grievance from
the candidates are not received online within the stipulated time period then his
/ her grievance shall not be taken into consideration.
4.8 Seat Allotment procedure –

As per the Government Resolution, Agriculture, Animal Husbandry, Dairy


Development and Fisheries Department, No.MKV 2010/ letter no.155/7-A,
dated 20-10-2011, considering social and special reservation and also
reservation mentioned in Sr. No. 5 of this prospectus, the allocation of seats
under centralized admission process / priority of allocation of benefits of
reservation and procedure for conversion of vacant seats is implemented as per
the said GR Appendix -1 and Appendix-2.
Before accepting the seat allotted during CAP, a candidate can opt to ‘Freeze’,
‘Float’ or refuse the allotted seat option for college as per the procedure given
below:
(a) Freeze- Candidates accept the offered seat and they do not want to
participate in any further rounds of seat allocation. Such Candidates will
not be considered in subsequent rounds of admission.

(b) Float- Candidate accepts the offered seat and indicates that, if admission to
an academic program of higher preference in any institution is offered,
they will accept it. Else, they will continue with the currently accepted
academic program. Such candidates will be considered in second round of
admission. Float option shall not be available for the seats allotted in
Round III (means, the Float option will be available for candidates who
has been allotted seat but not allotted with first option through first
allotment round only).
(c) For candidates who choose the Float option, and secure a seat of his choice
of higher preference, then it would automatically result in the forfeiture of
the seat accepted by the candidate in the earlier round. Candidates who
choose the Float option give new preference, earlier preference will not
consider for second round and if candidate allotted as per his new
preference his earlier allotted college is automatically cancelled.
(d) Float options will not be available to a candidate who is offered admission
as per first choice.It iscompulsory to take admission for first preference.
(e) Candidates who are offered admission as per the first choice / selected
freeze or float option, they will get admission allotment letter through
their login and they shall remain present in allotted college with original
documents within stipulated time period mentioned on admission
allotment letter during office hours. The admission of such candidate will
be confirmed by college authorities only after checking and verifying the
original documents on which basis the admission is given and take entry
on website. Concerned college will return original documents to the
candidate by keeping photocopy of the same with them.
Also the concern college shall check and verify the other
documents which are mentioned in their online form. If they do not
match, the college will take such entry online and modified the
information in application form.
(f) If candidate selects float option in first round and receives nearest
preference in second round then there is no need to verify the documents
at Concern College again.
(g) After verification of documents by the colleges related to admission
allotment, ‘Seat acceptance fee’ of Rs.1000 shall be deposited by the
candidate through online process. The said facility is available on

candidate’s login. The said fees will be non-refundable. It is mandatory to
deposit ‘Seat acceptance fees’ for those candidates who have selected the
Freeze/ Float option during first admission allotment round. Once, the
candidate deposited ‘Seat acceptance fees’ during first admission
allotment round, thereafter no need to deposit fees again at the time of
second admission allotment round.
(h) If the required documents are incomplete, the respective college will
reject such admission and mention the ground for rejection of admission
on website. On the basis of information updated by college on website, the
information in admission form will be updated. By considering the
modified information and modified merit list, said candidates shall be
considered in next admission process.
(i) Other candidates than candidate who have been allotted first preference,
those candidates who are not interested in opting freeze or float, such
candidate should have to give new preferences for next admission round.
(j) Candidate who have been allotted the seats and shall not take action as per
above clause (e) or (f) or (g) and not given preferences in round of online
admissions, such candidates should not be eligible for online admissions.
(k) Candidate securing admission through online admission allotment round
and after completing freeze/float process, such candidate has to submit
original documents and required fees to the concern college. If candidates
fail to do so, such seats will be treated as vacant and will be filled by
centerwise centralised admission round.
4.9 Reporting and confirming of admission in concerned Colleges personally
After seeking admission through online CAP round, the candidates shall report
to the institutions allotted and submit the Original Documents and pay
education fees for first semester within stipulated time period mentioned in
admission schedule. The concern college will give the authentic receipt to the
candidate
4.10 Admission through centerwise centralised admission round: Vacant seats
after online centerwise centralized admission process will be filled at
‘Admission Process Center’ given in ‘Appendix-G’ as per the procedure given
in ‘Appendix –H’.
4.11 Admission through College -Level admission round: After the 'Center-wise
Centralized Admission' round, the vacant seats will be made available through
college-level admission round. The admission round will be implemented at the

respective college level. The procedure for college level admission round is
appendix 'I' which is explained here
4.12 General instructions regarding admissions:
(a) The candidate should get the printed copy of the provisional admission allotment
letter being issued on the website using his / her ‘Log in’ and “Password’, and he /
she should be present at the college where he / she has been allotted admission,
with the original copies of all the documents and enclosures, on or before the
designated date; If candidate is unable to attend allotted college physically due to
serious medical reason, such candidate shall register their presence as per
Appendix ‘J’.
(b) If it is found anytime after taking the admission that the candidate has taken
admission by furnishing false information, such an admission shall be cancelled by
the university.
(c) If it is found anytime during the admission rounds or after the admission that the
admission has been given because of some technical problem in the computer
system or any other mistake, admission of such a candidate shall be cancelled.
(d) If while scrutinizing the original documents and certificates submitted during
admission, it is found that the additional marks given are wrongly depicted then
the admission of the candidate shall not be considered as valid.
(e) The Associate Dean / Principal will record this fact on their website via their login.
Accordingly, the final list will be re-updated and the said candidate will be eligible
for admission during next admission rounds as per his revised merit list.
(f) If a Candidate wants to report the complaint for allotment of admission, then the
candidate can file a complaint within the stipulated time of respective allotment
round to the Commissioner, State Common Entrance Examination Cell. The
Commissioner, State Common Entrance Examination Cell is Competent Authority
to hear such complaints after immediate confirmation and necessary action.

(g) Candidate will not be eligible to make any change in the University / College /

Course.
(h) No complaint will be entertained regarding ignorance, deferment by the
candidate or any kind of technical failure or any other personal reasons.

(i) The information related to the admission process and the merit list of state level

(‘M’ Quota) and Agriculture university level (‘U’ Quota) and admission status of
admission rounds will be available on the website.

4.13 Admission Cancellation Process :

(a) The candidate who has been allocated with admission through the online admission
round, cancellation facility will be available in such candidate's login during the
period mentioned in the schedule, after attending the concerned college after
submission of original documents and necessary fees.

(b) Candidates will apply for online cancellation and submit a signed copy of the

application form for cancellation of admission to the institution.


(c) After receiving dully signed request application for cancellation of admission from
the candidate, the institute will immediately cancel the admission on-line and will
make a computerized acknowledgment for the cancellation of admission from the
college's login and will give a signed copy to the candidate.

(d) If candidate cancels admission after enrollment of admission and before the class

starts, the cost of admission fees Rs. 1000/-.will be recovered from student by the
college.
(e) After enrollment of admission and after the class starts, if the student has cancelled
admission then the semester-based tuition fee per month and the hostel fees per
month (if the hostel is available) will be recovered from the concerned student from
the beginning of the classes till the month in which the admission has been
canceled.
(f) The students admitted through admission round after start of classes, if such student
have cancelled his admission after registration then the semester-based tuition fee
per month and the hostel fees per month (if the hostel is available) will be recovered
from the concerned student from the date of registration till the month in which the
admission has been canceled.

(6) As per Government resolution, Agriculture, Animal Husbandry, Dairy Development
and Fisheries Department, No.PDKV-1007/Pra.Kra.1677/7-A, Dated 4/12/2008,
80% seats have been reserved for admission to tribal community at College of
Agriculture, Sonapur, Dist. Gadchiroli. This provision is also applicable to College
of Agriculture, Nandurbar.
(7) The distribution of seats shall be done college-wise.
(8) During the admission process, if a candidate is not available for any one of the
reserved categories then said seat shall be filled in as per the procedure mentioned in
the Government Resolution, Agriculture and Animal Husbandry, Dairy Development
and Fisheries Department, No. MAD 2010/Pra. No. 155 / 7A dated 20/10/2011.
During the admission process, if a candidate is not found for any one of the reserved
categories, then the said seat shall be filled in as per the procedure mentioned in the
Government Resolution, Agriculture and Animal Husbandry, Dairy Development
and Fisheries Department, No. MAD 2010/P. No. 155 / 7A dated 20/10/2011. In this
GR, the methodology for redistribution of reserved seats is mentioned. According to
this after redistribution, total seats are called as ‘Convert to Reserve’ (CR). For such
seats all candidates from socially reserved category are eligible. If candidates are not
available for seats for ‘Convert to Reservation’, then these seats finally converted for
open category. Such seats are called as ‘Convert to Open’ (CO). All candidates are
eligible for such seats.
(9) The seats are reserved for Economically Weaker Section (EWS) and SEBC from
open category seats. The seats will be converted to open category if candidates are
not available in EWS.
(10) Maharashtra Act 2024 dated 26.2.2024 Under the Reservation for Socially and
Educationally Backward Classes act, 2024, 10% of the total seats for admission in
educational institutions and private educational institutions other than minority
institutions have been reserved separately for socially and educationally backward

classes(SEBC). However, this reservation shall be subject to the future judgment of
writ petition no. 3468/2024 and others filed at the Hon'ble High Court, Mumbai.

6. SYSTEM OF EDUCATION

 The State Agricultural Universities have adopted course ‘Credit System’ under the
‘Semester Pattern’. In this system each academic year is divided into two terms not
shorter than 18 - 20 weeks, called as ‘Semester’. Subjects to be taught are divided
into self contained units called Courses.
 The courses taught in a semester through lectures, practical’s, library reading, field
work, assignments, etc.
 The choice of courses, number of credits to be taken by a student is decided in
consultation with assigned counselor, keeping in view the existing rules and the
performance of the students.
 If the performance of a student in a particular course is not up to the mark, he may
repeat the course whenever, it is offered as per the course layout.
 The candidates admitted for various degree programme will have to complete
Student READY (Rural and Entrepreneurship Awareness Development Yojana)
programme during VII & VIII semester as per the Vth Deans Committee
Recommendations.
Mode of Implementation:- Experiential Learning/Hands on Training , Skill
Development Training, Rural Agriculture Work Experience, In Plant Training/
Industrial attachment, Students Projects.
 Total 50% marks is compulsory for passing in theory and practical examination
however, in Theory and Practical examination minimum 40% marks in each head
is compulsory for the concern subject.
 If the Candidates require one year extension for serious reason, in this case the
academic council of university will take appropriate decision about extension of
this period, after verifying serious reason. In this case hostel facility will not be
allowed for such students.
 Academic rules and regulations updated time to time as per requirement. Such
updated rules and regulations will be applicable to registered students.
 The rules recommended by the fifth Deans Committee Report of Indian Council
of Agricultural Research shall be applicable to the admitted students.

7. REGISTRATION

After verification of application form and original certificates by the Associate


Dean/ Principal, candidate will be allowed to register and Student has to pay the
necessary fee in the office of the Associate Dean/ Principal of the concerned College.

8. MEDICAL EXAMINATION

 Medical Examination is compulsory for all the students admitted for the first year
and the same should be got done from the Civil Surgeon at the district headquarter
/ Medical Officer at the Rural Hospital / Primary Health Center as directed by the
University/Associate Dean before the end of first semester. In case of students
admitted directly for second year should have to follow this before the end of third
semester.
 If a student is found medically unfit, the Associate Dean will inform the concerned
student and his parent/guardian for rectification of the defects.
 If a student is found medically unfit, he is liable to be discontinued from the
University.
 Such cases would be reported to the Registrar for taking further necessary action.
 If a student fails to appear for the Medical Examination arranged by the
University/Associate Dean, concerned student will have to get himself medically
examined from the above mentioned medical authority at his own expenses and
produce examination report within the specified period.
 In case student fails to produce the medical examination report within the specified
time, his result shall not be declared.

9. STUDENT COUNSELING
There will be student counseling at all Colleges for helping the students in their
academic as well as co-curricular activities, so as to build up personality. The
counselor (Guardian Professor) will constantly be in touch with the progress of his/her
student.

10. ATTENDANCE

 Every student shall attend all lectures, practical’s, library work, extension education
visits, study tours and the meetings with counselor professor.

 If a student fails to attend 80% of the total number of lectures, laboratory practical’s
or field tutorial classes in a course held and deemed to have held during a semester

irrespective of his date of registration, he shall not be eligible to appear for
semester end examination and shall be awarded ‘F’ grade.

 Such students shall register the course when offered.

11. STUDY TOUR


Study tours for Undergraduate students of all the Colleges are scheduled as under,
subject to availability of funds.

(2) Third year South India
(3) Fourth year North India

12. SPORTS AND ALLIED ACTIVITIES


Facilities for sports and allied activities are available in all the colleges.
13. HOSTEL
Hostel facility is available in some colleges for limited number of students on merit
basis. Every student admitted to constituent colleges is not necessarily given or promised
admission in college hostel.

14. MEDALS, CASH PRIZES AND AWARDS


The medals, awards and cash prizes are awarded to the meritorious students who top
at the various Under graduate examinations as per the University Regulations as approved
by the Executive Council.
15. SCHOLARSHIPS AND CONCESSIONS
The policies for educational discount/ Scholarship/ Reimbursement of Education
fees will be as per the Government Resolutions issued time to time by Tribal Development
Department /Department of social welfare/ Department of Maharashtra state Agriculture
and dairy. No scholarship will be applicable to candidates admitted through college-level
admission round as well as institutional quota.

Important points for Scholarship:

Students belonging to scheduled castes and various backward classes as well as


economically backward classes who have secured admission are required to register online
applications as per the criteria of the scheme by visiting the state government's
https://mahadbt.maharashtra.gov.in for various scholarship or freeship schemes
implemented by the state government. For online scholarship or freeship, students need to

apply for scholarship or freeship etc. on the MahaDBT portal within one month from the
date of final admission in the colleges prescribed through the admission process.

16. BEHAVIOR AND DISCIPLINE

(i) The cases of unfair means and the cases of misbehavior will be dealt with as per
the Rules and Regulations of the University in vogue and as amended from time to
time.

(ii) In accordance with the provisions made under University Statutes, 1990, a
student while studying in the College if allegedly found involving in the activities
like ragging, bullying or kidnapping and any other act of indiscipline shall
immediately be suspended from the College as well as the Hostel without any
prior notice by the Associate Dean / Principal of the College and liable to be
expelled from the College by the Vice-Chancellor on the detailed report of the
Director of Instruction of the University, as per the instructions of the Dy.
Director General (Education), ICAR, New Delhi vide letter No. 6(29)/2007-A.
and P., dt. 18/1/2008 regarding the directives issued by the Hon’ble Supreme
Court of India on Special Leave to appeal (C) [24295 & 24296-99 of 2004] vide
judgment dt. 10/12/2007 and also vide letter No.AGU-2009/pra.kra.58/7-A,
Dt.06/05/2009 from Dept. of Agriculture, Animal Husbandry, Dairy Development
and Fisheries, Mantralaya, Mumbai.

(iii) Student shall abide by the rules & regulations enforced and approved by the
Maharashtra Council of Agriculture Education and Research.

(iv) Any kind of indiscipline and misbehavior amounting to ragging activities is an


offence punishable under the provisions of Anti Ragging Act, 1999.

(v) Anti Ragging Act : In case of ragging, for 24 X 7 Anti Ragging help line

(vi) Each student and his parent / guardian shall have to furnish an undertaking in

(3) Understand properly the admission schedule given at Point No. 18 in the
prospectus.
(4) Candidate is required to fill up personal and academic information in the
online application form available on website
https://cetcell.mahacet.org/cap-_2025-26/.
(5) After filling the application form on the website, the candidate should
scan his / her signature, his / her passport-sized photograph and original
copies of all the necessary documents and upload them on the website.
(6) The scanned and uploaded documents should be readable; upload the
documents only after ensuring this. If the uploaded documents are not
readable then they shall not be considered as valid and the responsibility
of the same shall completely be with the candidate.
(7) The Candidate should scan and upload Passport size photograph on
online application form.
(8) Press the submit button after confirming the information in the
application form is correct, the original documents are uploaded and
admission fee is paid. The candidate should take note that, once the
application form is submitted, no changes and corrections will be made
in the application form.
(9) (a) After publication of the 'Provisional Merit List', every candidate shall
check online and confirm whether his/her Name, Category, Marks,
Weightages etc. are correct or otherwise.
(b) In case of any discrepancies, the candidate shall send the required
certificates /scanned copy as proof within the prescribed time limit
by using his/her ‘Log in ID' & 'Password'.
(10) Every candidate shall peruse the 'Admission List' on the dates as per the
time table of admission.
(11) The candidate whose name appears in the Allotment List' shall collect
the ‘Provisional Allotment Letter’ through his/her log in.
(12) In case of admission to the college where admission has been allotted, the
candidate should obtain a copy of the provisional admission allotment
letter by login and appear before the concerned college within the
prescribed time along with all the necessary documents. The documents
will be examined by the college concerned. If the documents are correct,
it will be recorded by the college in the college's login. Only after this, the
option of frize or float will be available to the candidate in the candidate's

login. Also, the facility of payment of seat acceptance fee will be
available.

(13) Point number 4.8 in the admission information book for the process of
freeze/float of admission, etc. should be assessed in the procedure of
admission allotment and accordingly the process of admission should be
done
(14) After completion of all online admission rounds, candidates securing
allotment will have to report Concern College to submit original
documents and pay fees as per predetermined time table. Candidates
having fee reimbursement from government should not have to pay
the fees.
(15) If the Candidate is hospitalized and unable to attend the allotted College
to take admission, personally during the scheduled time period. In such
case, the Candidate shall get his/her admission in his/her absentia if the
Candidate authorizes the person to take the admission. The authorised
person is advised to produce provisional allotment letter, medical
certificate along with all the original documents, fees and authority letter
while attending the College. Prescribed format of the authority Letter is
given in Appendix ‘J’. This provision will be also applicable for
candidate, who is admitted in hospital during the spot round.
(16) (a) If the Candidate desires to cancel his admission after registration
he/she has to submit the request application addressed to the
Associate Dean / Principal.
(b) In such case, the Candidates are advised to collect the fees as per
“Sr. No 4.13 Cancellation of Admission” given in Prospectus and all
original documents from respective College/Institute
(17) The candidate desires to donate his/her body parts after his/her death has
to fill up the body parts donation form given in Appendix ‘M’.
(18) As per the G.R. No.1517/letter no.185/6-A, dt.5/6/2017 the Candidate
admitted to the Undergraduate courses and whose name had not been
included in the voters list are required to submit the undertaking and fill
in the form No. 6, 7 , 8 and 8-A at the time of admission and submit to
the respective college at the time of admission.
(19) Admission Schedule may be change due to natural calamities or technical
problems. candidates should update during entire admission process with
websites.

APPENDIX ‘H’

Procedure for ‘Center wise Centralisd Admission Round’

The ‘Centerwise Centralisd Admission Round’ will be implemented by


following the below mentioned procedure during dt. 06/07/2025 to 07/07/2025 in the
Centerwise Centralisd Admission Process Center for the available vacant seats due to
such Candidate who have not reported / registered even after receipt of Provisional
Allotment Letter.
The details regarding the category wise last merit/cut off and category wise vacant
positions available for Centerwise Centralisd Admission Round’ will be displayed on
dt.04/07/2025 on website .
The name of candidates appeared in the State/University merit list but not admitted
during the current academic year for the any degree course are eligible for the
‘Centerwise Centralisd Admission Round’. The eligible candidate and Centerwise
Centralisd Admission Process Center is advised to consider the following points for the
‘Centerwise Centralisd Admission Round’.
(1) Centerwise Centralisd admission round will be conducted only at Centralisd
Admission Process Center. The Centerwise Centralisd admission round not
conducted at non aided colleges. The details regarding the Centerwise Centralisd
Admission Process Center are mentioned in Appendix “G”.
(2) The candidates are instructed to observe the available vacant seats displayed on the
websites and report personally to the Centerwise Centralisd Admission Process
Center related to concern College along with all necessary original documents and
prescribed fees between 9.00 hrs to 11.00 hrs during dt. 06/07/2025 to 07/07/2025.
(3) Centralised Admission Process center should register the candidates who reported
the CAP center between 9.00 am to 11.00 am on the online software system.
Registered candidates merit list will be prepared and provided to the respective CAP
center up to 12:30 pm. There will be a separate merit list for each day. This merit list
will be valid only for the day on which it is generated.
(4) After considering the above merit list of eligible candidate, operate the admission
process for the available vacant seats. The Associate Dean / Principal shall note
that, the seats reserved for the reserved category shall be filled in from the
reserved category candidates only. If it is noticed that the candidate from the
reserved category is not available then as per guidelines given in Appendix 2
‘Admission Process’ in the Government Resolution of Department of Agriculture,
Animal Husbandry, Dairy Development and Fisheries Department No. MKV-
2010/letter no.155/7a, dated 20/10/2011 the available vacant seats should be filled
in on Merit from the other eligible and reported candidates on the last day of the
‘Centerwise Centralisd Admission Round’ i.e. 07/07/2025 only. However,
Centralisd Admission Process Center must take care not to give any chance to
register any grievance/complaint by the candidate from the reserved category
under any circumstances that he/she did not get admission on the vacant seat
reserved for that reserved category
(5) After confirming the selection of the suitable candidate for admission, the admission
shall be given to that Candidate and the same shall be reported ‘online’ by operating
the website. The facility will be available in the log-in of the respective Centralisd
Admission Process Center.

(6) Centerwise Centralisd Admission Process Center must furnish the information of
admitted candidate by email to the Director (Education), MCAER, Pune every
day before 5 P.M.
(7) The Provisional admission allotment letter will be issued to Candidate from
Centerwise Centralisd Admission Process Center, if selected through the
Centerwise Centralisd Admission Process round.
(8) One representative from the each College has to remain present at respective
Centerwise Centralisd Admission Process Center during the spot round
schedule. These representatives of Colleges will have to collect necessary
documents and fees as per rule from students admitted in their college.
(9) The vacant seat(s) created due to cancellation of admission by the candidate or any
other reason during Centerwise Centralisd admission round should be displayed on
the website at the same time and day. However it should be made available for
admission and filled on the same day.
(10) College will deposit “Admission Acceptance Fee” of Rs. 1000/- per candidate
within five days after completion of Centerwise Centralisd admission round in
account of “CET Cell ” through college login by payment gateway.

Procedure for ‘College-level’ Admission round

The ‘College Level Admission Round’ will be implemented by following the


below mentioned procedure during 08/07/2025 and 09/07/2025 in the College Level
Admission Process Center for the available vacant seats due to such Candidate who have
not reported / registered even after receipt of Provisional Allotment Letter.
The details regarding the category wise last merit/cut off and category wise vacant
positions for College Level Admission Round’ will be available on website .
The name of candidates appeared in the State/University merit list but not admitted
during the current academic year for the any Direct Second Year degree course are eligible
for the ‘College Level Admission Round’. The eligible candidate and College wise
Admission Process Center is advised to consider the following points for the ‘College
Level Admission Round’.
(1) College level admission round will be conducted at each college place to fill up the
vacant seats in that college.
(2) Eligible candidates should apply to the college in which they want to take admission
and should appear in that college from 08/07/2025 and 09/07/2025 from 9 am to 11
am with all the necessary original documents and fees.
(3) Admissions shall be made in a transparent manner and strictly as per the Inter-se-
Merit of the candidates who have applied to the Competent Authority for
verification of documents and then to the college or institution and record admission
by college login.
(4) The college or institution shall display the Inter-se-Merit lists of the candidates to be
filled in at the College level, vacant seats and merit list of application forms received
under this rule and shall publish the same on the website of the college or institution.

(5) The vacant seats shall be filled in by the candidate from the same category for which
it was reserved during the Centralized Admission Process (CAP) Rounds and Center
wise Centralized Admission (CCA) Round. Further, if the seats remain vacant then
the seats shall be filled on the last day of Admission process i.e. on 09/07/2025 as
per the Government Resolution of Department of Agriculture, Animal Husbandry,
Dairy Development and Fisheries Department No. MKV-2010/letter no.155/7a,
dated 20/10/2011.

(6) The college should check the original documents of the candidates who have been
allotted admission and ensure that they are correct.
(7) The college should receive Rs 1,000 'seat acceptance fee' from the admitted students
through the college level admission round and deposit it in the account of the CET
Cell as per the instructions given in the admission information booklet.

(8) Scholarship shall not be admissible to the candidates who have been allotted the
seats at College Level Admission (CLA) Round. All the information should be
given to the concerned candidates by the colleges or institution and undertaking for
not claiming the scholarship shall be taken from the candidate.”.
(9) If the selection of the appropriate candidate is confirmed for admission, then the
colleges should admit the concerned candidate through 'login' by registering on the
website accordingly. The candidate who has been allotted admission will be given a
provisional admission allotment letter from the concerned college. For this, the
college's login facility will be made available on the website.
(10) The college should obtain the required documents of the admitted students and the
amount of the fee of the first session as per the rules. The candidate should be given
a receipt in this regard.
(11) College will deposit “Admission Acceptance Fee” of Rs. 1000/- per candidate
within five days after completion of Centerwise Centralisd admission round in
account of “CET Cell ” through college login by payment gateway.

APPENDIX ‘K’

Important Instructions to Associate Dean / Principal


(1) The original documents regarding candidate's category, marks, Transfer
Certificate /Leaving certificate etc. shall be checked thoroughly by ensuring
last date of admission noted on provisional allotment letter. After confirmation
of documents, the may be confirmed on website and original documents will be
returned to the candidate by keeping Xerox copies of the same.
(2) Similarly, according to information in admission form verify concerned
original documents. If information found incorrect, the same will noted college
login. Accordingly, other information in admission form can also be updated.
(3) If the Candidates fails to produce/submit required document(s) on which he
gets admission, admission to such candidate will be rejected and the same will
be noted on college login along with ground for rejection.
(4) If the candidate desires to cancel his admission after registration the procedure
mentioned in the prospectus at point No.4.13 shall be adopted and immediately
upload the information regarding cancellation of admission through college 'log
in' .
(5) If the Candidate is hospitalized and can’t move to attend the allotted College to
take admission, personally during the scheduled time period. In such case
admission to such candidate is allowed if the authorized person produced
allotment letter of that Candidate, medical certificate along with all the
necessary original documents, fees and authority letter at the time of admission.
This condition will be also applicable if candidate is admitted in hospital during
the spot round. Same will be applicable Center wise Centralised Admission
Round and Collegewise Admission Round.
(6) The student desires to donate his/her body parts after his/her death and if body
parts donation form is given in Appendix ‘M’. College has to mention “Donor
of Body Parts” on his/her ID Card.
(7) The Candidate whose name had not been included in the voters list,
undertaking from such candidate will be taken along with Form No. 6, 7,
8 and 8-A for including their name in voter list and take action as per

(8) After the completion of all online admission rounds, the candidates securing
admission are need to remain present at concern college in-person along with
original documents and required fees within stipulated time period given in
admission schedule. During this period, original documents and required
educational fees should be collected from the candidate. Receipt of collected
fees should be given to the candidate. Such a fees should not be collected from
the candidates which are reimbursed from government.
(9) After completion of Admission process, every aided, Govt. Aided and unaided
private professional colleges has to follow time to time instructions given by
Director General , MCAER, Pune and Admission regulatory Authority for
approval of candidates admissions as per point No.3.5.
(10) The hostel fees only be collected from students availing hostels facility.
(11) After confirmation of original documents by Admission Regulatory
Authority,all documents should refund to candidates except school leaving
certificate.

Go to Agriculture Education Tab and click on Direct Second Year of


Bachelor of Science (Agriculture)

Click on Login / Register button for the Single Sign-On Page where the
candidate can Login / Create New Account using email ID and set the
password.

When New Account is created for authentication & activation of Account email
will be sent on the registered email id.

The candidate must first fill/verify the profile with the personal details before
starting the CAP Application Form. To fill the Personal Details, click on the
“Profile” TAB.

Once, all the details are filled on the Profile Page, click on Save Changes, and
the message will be displayed on the top – “Saved Successfully”

Once, the Profile is completed, updated and verified. Click on the Centralized
Admission Process (CAP) Registration Form TAB

Select the department Agriculture and Click on the Direct Second Year of
Bachelor of Science (Agriculture) course.
