Opposition/Victim Notification Timeline
On 12/10/24, notice of parole eligibility on Offender #81656 Phillips, Lamar was mailed to the victims who are
registered to receive updates on this offender through MDOC's Victim Services. There was no response from
either of the two registered victims.
According to HB 844 which amended Section 47-7-17 of the Miss Code Ann, the Parole Board shall, within
thirty (30) days prior to the scheduled hearing, solicit the written or oral recommendations of The Attorney
General, the attorney who prosecuted the case, the judge who presided over the case, the chief of police of
the municipality where the offender was convicted and the sheriff of the county where the offender was
convicted.

You are receiving this correspondence because you are one of the designated person(s) required to
receive notification that the above referenced offender will have a parole hearing within thirty days of the
date on this letter. The Parole Board is also required to solicit written or oral recommendations from you.
Please submit recommendations by emailing mspb@mdoc.state.ms.us stating the offender's name and
MDOC number in the subject line. If you receive notifications on multiple offenders and choose to make
a recommendation, each offender must have an individual response.
Section 47-7-17 of the Miss. Code Ann, was amended, effective July 1, 2024, to state, in pertinent part:
(3) Forany hearing where an offender has been convicted ofa crime of violence, asset out under Section 97-3-2 or any
offense set out under Section 47-7-3(2}a} through (g), the board sll, within thirty (30) days prior to the schedules
hearing, solicit the written or orl recommendations of the Attorney General, the attorney who prosecuted the case,
‘the judge who presided over the case, the chief of police ofthe municipality where the offender was convicted and the
sheriff ofthe county where the offender was convicted.
(4) The board shall, within thity (30) days prior to the scheduled hearing, also give written or electronic notice of the
fling of the application for parole to the attorney who prosecuted the cas, the judge who presides over the case, the
chef of police ofthe municipality where the offender was convicted and the sheriff of the county where the offender
‘was convicted.
(5) f the attorney who prosecuted the case or the judge who presided over the case isnot living or serving, scicitation
for recommendations under subsection 3) and notice under subsection (4) shall be given to the strict attommey and
