Sub: System improvement suggestions - Leave posting

Please refer to item 3 of letter cited wherein it was requested that leave data available in HRMS
be posted to IPAS using DB links to automate the posting of leave records.

Besides the need for carrying out data entry in two Systems, viz., HRMS (by employee) & IPAS
(by the individual offices at the time of GA closing)., it is also noticed that inconsistencies exist in the
leave postings data available in the two Systems.

Significant risks of overpayments exist in the form of missed postings and delayed postings of leave to
IPAS:
1. Overpayments can occur when leave applied in HRMS is not recorded in IPAS (missed postings).
2. Overpayments can occur when leave is regularized in a subsequent month (delayed postings) or
after the salary bill for the month is processed. For instance, when employee leave is regularized
in a subsequent month and the leave covers an entire previous month, he becomes ineligible
for payment of Transport allowance drawn in that previous month.

Action required for avoiding such overpayments:


1. To avoid overpayments due to missed postings of leave it is urged that the flow of data from
HRMS To IPAS is automated forthwith.
3. To avoid overpayments due to delayed postings of leave it is suggested that a System of
retroactive accounting be introduced, wherein the System will calculate the amount to be
recovered as a result of such delayed postings, so that the same can be recovered in the
immediate next payroll.

Proactively addressing the aforesaid issues will not only help in avoiding duplicate data entry
but also in avoidable extra efforts required for identifying and recovering overpayments made to
employees. Above all, revenue leakage on the above counts, if any, can be plugged. Hence it is
requested that suitable instructions are passed on to CRIS for making available the facility requested.

Further to this FA&CAO/Stores’s letter addressed to PFA/C.Rly (F/1) wherein it was requested
that leave data available in HRMS be posted to IPAS using DB links to automate the posting of leave
records to IPAS, a detailed draft letter reiterating / elaborating the requirement has been made out and
placed alongside (F/2) for kind approval.
