Job Title: Referee Development Officer 21 hours per week

Reports To: County Development Manager Quarterly Reports / reviews to CEO and FA National Referee Development Manager

Job Purpose: Manage the delivery of The FA Referees Strategy / National Game Strategy in Lincolnshire FA To be responsible for the planning and management of the training & education of referees and the volunteer workforce in Lincolnshire Act as Referees Officer for the Lincolnshire FA Referees Committee Jobs Reporting Into The Job Holder: Referee Development Team (volunteers) comprising of key volunteers : Key Responsibilities: Recruitment Consult with key partners and write a Recruitment Strategy for Lincolnshire CFA Manage Referee recruitment in line with the strategy Initiate and develop links with Leagues and other key partners Retention Consult with key partners to write a Retention Strategy for Lincolnshire CFA Manage Referee retention in line with the strategy Implement systems to monitor retention and analysis trends to inform the Retention Strategy Analyse why referees are failing to re-register and develop a strategy to address issues Prepare and report quarterly on progress FA Budgetary Control Develop a strategy to source alternative funding opportunities (locally, county wide and nationally) Develop and implement management controls to safeguard FA funding opportunities Communication Disseminate information to Referees that is in line with the Communication Strategy Manage the content of publications Manage the promotion and marketing of all refereeing activities Support and build links between Leagues, referee societies, FA Charter Standard Clubs and other key partners Positively raise the profile and the perception of the CFA in leading and developing refereeing initiatives Manage the production of regular communication channels to promote the work of refereeing within the Association

Development Planning Implement the Referees section of the County FA Development Plan Contribute to and prepare the Referees Section of the National Game Strategy Manage the process for consulting, preparing and the publication of the annual Referee Development Plans Referee Development Team (RDT) Manage the RDT ensuring it delivers within the Development Plan framework and its initiatives Manage the recruitment process for attracting volunteers on to the RDT Liaison with External Partners Liaise and engage with key outside partners and community groups Engage with other sectors of the game to raise the profile of officiating Seek alternative funding and/or support from external partners Person Specification (Key Skills And Experience Required): Essential Graduate/Graduate calibre experience in managing individuals Experience of Sports/Football and Referee Development Ability to lead a team and be part of a team Ability to demonstrate individual initiative To manage the Referee Development and Training Teams to work effectively to deliver the County Plan Ability to support team members to set personal objectives and targets Goal setting for self and others Credible experience in Refereeing Proven interpersonal and communication skills Good self management of time and the ability to meet deadlines Ability to work independently Ability to work strategically with partner organisations to deliver referee programmes and courses Good Team working skills Good organiser and administrator Experience of managing budgets Monitoring and Evaluation Diplomacy and the ability to deal appropriately with confidential information Driving Licence and own car Behaviours needed: Essential Self Motivation Team Working Communication Customer Service Person Specification (Key Skills And Experience Required): Desirable Knowledge of the structure and organisations within football IT skills including word processing, database work and PowerPoint presentations Project management and Planning Experience in Referee Tutoring work

Lincolnshire County Football Association County FA Referee Development Officer The Lincolnshire Football Association is looking to appoint a part time (21 hours) Referee Development Officer. This position reports to the County Development Manager and is responsible for developing referees across Lincolnshire in line with the National Game Strategy. The role encompasses the following areas: Support the delivery of The FA National Game Strategy and National Referee Development Programme. Lead and implement effective recruitment, retention and development strategies. Monitor the referee workforce and provide suitable support and guidance. Work towards providing a registered referee for every affiliated game of football in the County.

The role will require a person who has current and recent successful experiences of actively supporting and developing referees and fully understands the demands and processes of delivering a comprehensive and professional training programme. You will be responsible for leading from the front with the team of volunteers that are crucial to the success of delivering the training and development for the countys referees. The successful candidate will also need to have knowledge of County F.A. working practises You must be able to work under pressure, handle multiple priorities and meet deadlines. In addition you must have excellent interpersonal skills and the ability to positively influence at all levels, have a proven track record of managing staff. You will also need to have a current driving licence and be able to work evenings and weekends.
