The Philippines' Department of


Education (Filipino: Kagawaran ng
Edukasyon), abbreviated as DepEd,
is the executive department of the
Philippine government responsible
for the management and upkeep of
the Philippine system of education.
It is the chief formulator of Philippine
educational policy and is responsible
for the Philippine primary and
secondary school system. Higher
education is managed by the DepEd
in coordination with another body,
the Commission on Higher Education
The DepEd is also known by its old
name, the Department of Education,
Culture and Sports (Filipino:
Kagawaran ng Edukasyon, Kultura at
Palakasan), or DECS.

Curriculum
In formal education, a
curriculum is the set of
courses, and their content,
offered at a school or
university. As an idea,
curriculum stems from the
Latin word for race course,
referring to the course of
deeds and experiences through
which children grow to become
mature adults.

Basic Education Curriculum

---According to then-Sec. of Education Raul Roco


(RIP), the 2002 BEC was based on a 16-year study
(starting in 1986). Implementation of RBEC was
based on Executive Order No. 46, which in turn was
based on recommendations of the Philippine
Commission on Educational Reforms (PCER), created
on Dec. 7, 1998.
Year 2004 when this BEC curriculum later RBEC was
presented to teachers. Teachers were instructed to
implement RBEC with Makabayan subjects and other
tool subjects. They were provided with lesson guides
and other materials for the implementation.

In line with the thrust of this department to


continuously improve the quality of learning
outcomes, the lowest passing grade for the
minimum performance standard for students
in public elementary and secondary schools
is set at 75% for SY 2004-2005 and school
years thereafter. The lowest failing grade that
may appear in the report card is set at 65%.
The same standard shall apply to students in
the bridged program.
In assessing learning outcomes, the
construction of the test design should consist
of

60% basic items, 30% more advance items, and 10%


items for distinguishing honor students. Questions on
each category should have different weights. Test
and non-test items should cover only materials
actually taken up in class
Grading system by subject shall follow the
guidelines in Enclosure 1 (in the case of elementary
level) and the percentage weights allocated to the
test and non-test factors indicated in Enclosure 2.
Rubrics, where appropriate, are provided to assess
performance in each following components:
participation/performance, projects/outputs,
assignments, among others
Transmutation tables shall not be used in the
computation of grades. Test scores shall be recorded
as raw scores, totaled at the end of each grading
period and then computed as percentage (i.e.,

The final grade shall be determined by


averaging the marks for the four quarters. In
the case of secondary level, averaging
across quarters shall be by subject only.
Promotion of the secondary level shall be by
subject. A student shall be retained in the
year level if he/she incurs failures of three
units or more during the regular school year
and is unable to make up for the failed
subject during summer sessions. Retained
students need to repeat only those subjects
that they failed.
Previous issuances that are inconsistent with
this Order are amended accordingly.

Honor Students
To determine the Top 10 pupils or students, they
shall be ranked using the 7-3 scheme (7 points for
academic performance-3 points for co-curricular
activities) while their grades in the previous curriculum
level shall not be considered in the ranking of honors for
graduating pupils or students, Lapus said in the order.
The final rating shall be computed to the three decimal
places. In case of a tie, both candidates shall be declared
in the same honor ranking like valedictorians,
salutatorians or first honorable mentions.
The guideline also stipulated that All candidates
for honor must be of good moral character and have not
been subjected to any disciplinary actions within the
current school year.
At the same time, the revised guideline also gave
recognition to achievements of pupils and students in
specific subjects such as Mathematics, Science and
English or in co-curricular activities such as athletics,
performing arts and campus journalism.
The guidelines also provide that transferees shall be
considered in the ranking of honor students provided
they were enrolled in the school not later than the
second week of classes in school year 2009-2010.

Transferees previously were not considered for the


honors, especially valedictorians.
Duly recognized annexes of public elementary
and secondary schools with complete curriculum
grades or year levels have now been allowed by the
education department to choose their own set of honor
school children.
The DepEd named the school principal as chairman of
the School Selection Committee (with three qualified
teachers as members) which is required to officially
announce the selected honor pupils/students not later
than 15 days before the schools graduation day.
It also mandated that any member of the selection
committee must not be related within the second
degree of consanguinity or affinity to any of the
candidate for honor.
Lapus said in case of protest, the parent or guardian of
the candidate for honor shall file the complaint before
the school head, within five days after from the final
announcement and the selection committee are
mandated to resolve the issue within the same period.

until 2009 the computer teacher was
unable to implement due to lack of
programming training and trainors.

s. 2002, issued on June 17, 2002.
But even before that controversial
memorandum was issued, the
move was questioned.
