Registration is beneficial for the enterprise

itself because it makes the unit eligible for


availing the benefits given by the central or
state govts. for the promotion of SSIs.

Some of the incentives so obtained by them

relate to credit guarantee scheme; priority


sector lending; capital subsidy; reduced
customs
duty;
ISO-9000
certification
reimbursement;
power
tariff
subsidies;
exemptions under tax laws; etc.

Of Industries
District Industries Centers are the concerned

authorities for registration of small scale Units.


This registration is both location specific &
product specific.
Eg: In certain state capitals & metropolitan
cities, it is granted to only those units which
are located in the designated Industrial areas/
estates.

A small Scale Unit is generally subjected to 2

types of registration:
PROVISIONAL REGISTRATION
PERMANENT REGISTRATION

PROVISIONAL REGISTRATION CERTIFICATE


It is granted for the proposed enterprise & for

a specified period of time during which the


unit is expected to be setup.
PRC enables the unit to obtain term loans &
working capital from financial Institutions,
banks under priority sector lending
Facilities for accommodation, land & other
approvals
No objection certificates bodies such as
pollution control board, labor regulations, etc.

PERMANENT REGISTRATION
Once the unit has commenced commercial
production,
it
is
granted
permanent
registration. Some of formalities required to
be
completed
for
seeking
permanent
registration are:
Clearance from the municipal corp.
State pollution control board clearance
Sanction from the electricity board
Ownership/tenancy rights of the premises
where unit is located

Copy of partnership deed/MOA of association

in case of a Pvt. Ltd. Company


Sale bill of product manufactured
Sale bill of each end product
Purchase bill of each raw material
Purchase bill of machinery installed
An affidavit giving status of the unit,
machinery installed, power requirement

BENEFITS TO SSIs
It enables unit to get several concessions like:

Income tax exemptions, Sales tax exemptions


as per govt. policy
Incentives & concessions in power tariffs
Price & purchase preference for goods
produced
Availability of raw material depending on
existing policy
Such a registration procedures is generally
uniform across the states. Foreg: Certain
states may have a SIDO registration
scheme, State registration scheme.

STATUS OF NOC
APPLICATIONS AT LUCKNOW
o Industries are required to submit an

application along with necessary enclosures


pertaining informations like site details,
proposed pollution control plans, etc.
o Completed application has to be submitted
either to General Manager, DIC, U.P.

A. 221 Type Of Small Scale Non Polluting Industry :

U.P pollution board has exempted 221 types of


Small Scale Non Polluting Industry, these type of
industries have to seek consent to establish NOC
from GM, DIC.
B. 27 Category of Industry :
Following 27 Category of Large scale Industries
are required to seek consent to establish NOC
before establishing industrial unit from Member
Secretary, UPPCB, Lucknow. The consent to NOC is
issued by boards head office, within ninety days
after
inspection
&
recommendation
from
concerned regional officer. These are: pulp &
paper, Iron & steel, Textile Industries, Dye
intermediates, cement, sugar, petrochemicals, etc.

LIST OF PROJECTS REQUIRING


ENVIRONMENT CLEARANCE FROM
THE CENTRAL GOVT.
Nuclear power & related projects such as

heavy water plants, nuclear fuel complex


River valley projects including hydel power,
irrigation
Ports, Harbors, Airports
Petrochemical complexes
Pesticides
Bulk drugs & pharmaceuticals, etc.

INDUSTRIES ARE ALSO REQUIRED TO


SEEK CONSENT TO ESTABLISH NOC

Meat processing unit
Dairy (milk processing 150 kl /day)
Bone mill
