Measurement
• Thondike and Hagen (1986) define
measurement as :
……"the process of quantifying
observations [or descriptions] about a
quality or attribute of a thing or person"
Definitions
Test
A specific tool or procedure of
measurement and implies a response
from the person being measured.
To obtain a measure of a
characteristic of a person.
Definitions
Evaluation
• Inherent in the idea of evaluation is "value.“
• the process will yield information regarding the
worthiness, appropriateness, goodness, validity,
legality, etc., of something for which a reliable
measurement or assessment has been made.
Definitions
Evaluation
• To classify objects, situations, people, conditions,
etc., according to defined criteria of quality.
• To provide information that will help us make a
judgment about a given situation.
• Evaluation includes the process of making
judgments about the value of data collected through
observations and descriptions.
Definitions
Evaluation
• It is closely related to the concept of assessment,
which is defined as "the process of collecting,
interpreting, and synthesizing information in order
to make decisions" (Gage & Berliner, 1991).
• It is generally agreed that it is better to base judging
and decision making on quantitative data as much as
possible.
Relationships among Test,
Measurement and Evaluation
• Interrelated but not synonymous
• Tests are specific instruments of
measurements.
• Administering the test is a process of
measurement: without tests measurement
would be impossible.
• The quantitative data resulting from the test
represent the measurement.
Relationships among Test,
Measurement and Evaluation
• Measurement is a technique necessary for
evaluation.
• Measurement represents status of a certain
attributes or property and is a terminal process.
• Evaluation is a broader term representing a more
complex process, and many times will be expressed
in qualitative terms.
Relationships among Test,
Measurement and Evaluation
• Evaluation determines the extent to which
objectives are met and is an ongoing and
continuous process.
• By comparing measurements and comparing
them to objectives, it is possible to form
conclusions based on sound judgment and
rationale.

Uses of Measurement and
Evaluation in PE
Student Performance
• Diagnosis of student competencies
• Classification
• Achievement
• Improvement
• Motivation
• Team membership
Uses of Measurement and
Evaluation in PE
Teacher Performance
• Assignment of grades
• Evaluation of unit instruction
• Evaluation of the curriculum
• Teacher effectiveness
• Public relations
Other Uses of Measurement and
Evaluation
• Aiding of research
• Construction of norms and scoring scales
• Program evaluation
Principles of Measurement and
Evaluation
Should be :
• Used as a means to an end: resulting data
have a definite use
• Related to goals and objectives
• To determine the value of equipment,
materials, and methods
• Use both objective and subjective techniques
Principles of Measurement and
Evaluation
Should be :
• Preceded by instruction and practice
• Conducted in a professional manner
• Conducted by trained personnel
• Used for both formative and summative
purposes
Principles of Measurement and
Evaluation
• Use criterion referenced standards and norm
referenced standards
• Consider the whole individual and the
environment
• Measurement and Evaluation in the PE
Program must function soundly within the
school philosophy
