OBJECTIVE OFTHIS
PRESENTATION
• Costing can contribute significantly to
decision-making, planning, and
monitoring in education. The different
concepts of costs explain how they can
contribute to improve policy-decisions in
education. The purpose of this review is
to introduce you to the different types of
educational cost analysis and explain
how they can contribute to improve
policy decisions in education.
Classification of Costs of

Relationship Between Total,
Average and Marginal Costs
• An analysis of the relationship between
total, the average and marginal costs
provides information regarding the
economies of scale and the optimum size
of the institution, which is a very
valuable information for the future
planning of education in general, and
open and distance education in
particular.
Purposes of using cost analysis
Testing the feasibility of expansion plans, proposals
and targets.
Projecting future levels of educational costs.
Estimating the costs of alternative policies and of
educational reforms and innovations.
Comparing the alternative ways to achieve the
objectives.
Comparing the profitability of alternative investment
projects.
Improving the efficiency of resource utilization.
The use of cost analysis in
education planning
• This review has shown that there is not one
but many types of cost analysis that are
relevant and applicable to education.
• IIEP (Institute for Education Planning)
undertook a research project in 1968 to
examine the various ways of using cost
analysis in both developed and developing
countries. The IIEP project concluded that cost
analysis could serve a variety of purposes in
educational planning.
