The Parole and Probation Administration is mandated to conserve
and/or redeem convicted offenders and prisoners who are under the
probation or parole system.

To rehabilitate probationers, parolees and pardonees and promote


their development as integral persons by utilizing innovative
interventions and techniques which respect the dignity of man and
recognize his divine destiny.

A model component of the Philippine Correctional System to enhance the


quality of life of its clients through multi-disciplinary programs and resources,

Three-pronged rehabilitation program of the agency

It is an individualized, community-
based three-pronged approach to
crime prevention and treatment of
offenders with RESTORATIVE JUSTICE
as its philosophical foundation,
THERAPEUTIC COMMUNITY as the
treatment modality, and
VOLUNTEERS as lead community
resource.
Therapeutic Community

Is a self-help learning treatment model that uses the TC


Family or community of staff (PPOs and VPAs) and
clients as the primary therapeutic vehicle to move from
“wrong living” to “right living”.
What is TC?

 It is an environment that helps people get help while helping


others. It is a treatment environment: the interactions of its
members are designed to be therapeutic within the context of
the norms that require for each to play the dual role of client-
therapist. At a given moment, one may be in a client role when
receiving help or support from others because of a problem
behavior or when experiencing distress. At another time, the
same person assumes a therapist role when assisting or
supporting another person in trouble.

2. No sex or sexual acting out
3. No violence or threat of violence
4. No stealing
5. No criminal liability

2. Individual must take responsibility
3. Inherent goodness of man
4. Man can change and unfold

Restorative Justice

It is a philosophy and process whereby the offender,


victim and community collectively determine how to
deal with the consequences of a specific offense,
thereby moving all stakeholders toward the healing of
wounds created by the commission of the said offense.
Volunteerism

With Volunteer Probation Assistants (VPAs) as lead


community resource, the PPA will maximize citizen
participation and involvement in crime prevention and
treatment of offenders.
THERAPEUTIC COMMUNITY
HOW DOES TC LOOK LIKE?
 The operation of the community itself is the task of the residents,
working under staff supervision. Work assignments, called “job
functions” are arranged in a hierarchy, according to seniority,
individual progress and productivity. These include conducting
all house services, such as cooking, cleaning, kitchen service,
minor repair, serving as apprentices and running all
departments, conducting meetings and peer encounter
groups.
 The TC operates in a similar fashion to a functional family with a
hierarchical structure of older and younger members. Each
member has a defined role and responsibilities for sustaining the
proper functioning of the TC. There are sets of rules and
community norms that members upon entry commit to live by
and uphold.
To promote human and social transformation among
ourselves and among our clients.

By the end of this decade, TC shall have become the


corporate culture of PPA-DOJ, permeating its plans,
programs and practices, and confirming its status as a
model component of the Philippine Correctional System.

Salient Feautures of the TC Ladderized Program
 The primary “therapist” and teacher is the community itself,
consisting of peers and staff, who, as role models of successful
personal change, serve as guides in the recovery process.
 TC adheres to precepts of right living: Truth/honesty; Here and
now; Personal responsibility for destiny; Social responsibility
(brother’s keeper); Moral Code; Inner person is “good” but
behavior can be “bad”; Change is the only certainty; Work
ethics; Self-reliance; Psychological converges with philosophical
(e.g. guilt kills)
 It believes that TC is a place where: One can change – unfold;
the group can foster change; individuals must take responsibility;
structures must accommodate this; Act as if – go through the
motion.
The TC Philosophy
 A creed that is recited during
gathering or during morning
meeting.
 It captures the universal
plight of the clients and what
he hopes to achieve in his
efforts to overcome his/her
predicament.
 It is a reaffirmation of the
basic humanity and
greatness of man regardless
of his weaknesses and sins.
TC Unwritten
Philosophy
 Consist of slogans
or aphorism.
 Referred to as
unwritten because
these are common
utterances that are
verbally given to
residents/clients to
impart the beliefs
and values of TC.
Organizational Hierarchy of the TC
 It assures that jobs are completed on time and proper
supervision is available.
 Failure to carry out jobs or live up to expected behavior
could be grounds for demotion.
 It allows residents to different positions, foster the feeling
of empowerment and self-sufficiency.
 It makes line of communication very clear and there is
constant feedback about what is happening in the
community.
 Job rotation happens quite regularly creating
opportunities for everyone to experience various job
positions in the TC.
Behavior Shaping Tools
Ex: pull-up, morning meeting, encounter group, house meeting,
general meeting, etc.

 Developed to influence the learning and practice of more adaptive


behaviors within the social learning environment of the TC.
 Are mechanisms used to enforce and remind individuals that there are
adverse consequences for violating or failing to observe the rules.
 Serve more than just the purpose of curbing unproductive behaviors but
are also the means used for enforcing community sanctions on behavior
that undermine the safety and integrity of the community such as
violations of the cardinal rules.
 The question of what tool to apply and for what behavior infraction is
determine by an established hierarchy of behavior shaping tool that starts
from less intense and supportive method to the most intense and
emotionally intrusive.
Morning Meeting
 It sets the mood for the
day and serves to
motivate clients to begin
the day in a positive way
and gradually teach
them that they can shift
their moods without
resorting to destructive
and addictive behaviors.
 In the meeting, clients
are given opportunities
to show common
concerns, enhance their
sense of community, and
demonstrate the
concept of right living.

Pull-ups
 These calls attention to lapses in behavior and failure of some members
to abide with the TC Cardinal Rules and norms of the TC Family.
 It is an expression of concern and an invitation to openly admit mistakes
thus demonstrating humility and honesty.

Note: In the TC norm, practicing honesty is more important than saving


face.

Affirmations
 Public recognition and appreciation of good deeds, praiseworthy
behavior or attitude by the member.
