PUBLIC OPINION
• Public opinion has always played an important role in
the working of political institutions and governments. • Its role has a vital significance in a democracy. • Professor Beni Prasad defined it as ‘ if the majority, while keeping in view the interests of the minority, creates an opinion, it can be called public opinion. The public opinion is the opinion which is for the entire development of the entire society ‘. • According to Lord Bryce, ‘the term is commonly used to denote the aggregate of the views, men hold regarding matters that effect or interests the community. • Elements of the Public Opinion : • 1. It need not be unanimous • 2. It is the opinion of an overwhelming majority • 3. it is related to issues of general importance • 4. It is not selfish but motivated by general welfare • 5. It is active and dynamic. It may be based on reason, or on some conviction, or it may be the outcome of strong feelings and emotions. • Formulation of Public Opinion : • 1. Education should make people broad-minded and mentally alert so that the people are able to understand the great issues of politics, and are capable of arriving at a consensus. • 2. The press should be honest and independent and committed to general welfare. • 3. The political parties should be organised on the basis of political and economic principles. • 4. The government should attempt to remove glaring social inequalities and economic disparities. • 5. A healthy interest in public affairs is the essential pre- requisite for the formation of a sound public opinion. • The formulators of public opinion, there are two groups of persons, who exercise a more direct and important role. They are • 1. Scholars, academicians and field researchers, who undertake specialized studies of the various issues, and thereby help in understanding them. • 2. A group of persons, which is more actively or intimately involved in public affairs, and to this group belong legislators, political leaders, journalists and administrators. • Together the two groups of persons educate the people about issues of common interest and public interest. • Agencies for the Formation of Public Opinion : • Organized public opinion is the essence of democracy. Government by public opinion implies three things; • 1. a people intelligent enough and provided with sufficient facts to form sensible, if not intelligent, views on governmental problems • 2. means by which the people may exchange views and arrive at decisions, which would win general acceptance even if a substantial minority disagrees with it • 3. methods or institutions by which public opinion or the decision which represents the views of the bulk of the people would be translated into governmental action • The main agencies for the formation of public opinion are :
