PEACE TREATY
• A peace treaty is an agreement between two or more
hostile parties, usually countries or governments, which
formally ends a state of war between the parties.
• In the late 1960s, an independence movement was founded in Mindanao, the
Philippines to separate the Muslim majority-Moro areas from the rest of the
Philippines. The area is now called the Bangsamoro.
• In late 1968, at least 28 Muslim volunteers from Sulu who were being trained for
a covert mission to Sabah were massacred by Philippine Government troops of
Ferdinand Marcos in the Jabidah Massacre, resulting in the most horrific state-
sponsored killings against the Tausug people, a major Muslim ethnic group in the
Philippines.
• On March 27, 2014, a comprehensive peace deal was signed between
the Government of the Republic of the Philippine, or GRP, and the Moro
Islamic Liberation Front. This was after two decades of negotiations
started during the administration of former President Fidel V. Ramos in
1997.

• Every Bangsamoro peace panel, whether MNLF or MILF,
claims that they have never been colonized by the
Spaniards but the Spaniards included them in their
cession of the Philippines to the United States without
their plebiscitary consent.

Moro National Liberation Front
• Is a political organization in the Philippines that
was founded in 1972.
• Homestead Program (1903-1973) - the
government wanted to encourage migrations of
landless Christians from other parts of the country.
• That time there was no land titling system by the
natives of Mindanao at that time, and the Christian
settlers exploited the situation.
• Tensions between Moros and Christians were
caused by disputes about land ownership and
disenfranchisement of Muslims.
• The Homestead Program is one of the root-
causes of the Moro Conflict.
Moro National Liberation Front
• There’s also a long-standing allegation that
Malaysia provided the initial training and arming of
the first batch of MLF cadres known as “Top 90” in
1969.
• Likewise, it has also been alleged that Malaysia
was either seemingly ignorant or tolerated the
illicit arms shipments, mainly from the Middle East,
flowing into Mindanao that fueled the insurgency.
• The MNLF officially claims that its ideology is
egalitarianism (the doctrine that all people are
equal and deserve equal rights and opportunities),
and it is not a religious organization like its Islamic
splinter group the Moro Islamic Liberation Front.
EVENTS PRIOR TO AGREEMENT
• The declaration of martial law by the late President Ferdinand Marcos in
September 1972 contributed to the ongoing Moro conflict, with Abul Khayr
Alonto and Jallaludin Santos establishing the Moro National Liberation
Front with Nur Misuari as chairman a month later that same year.
• With the MNLF receiving support from Malaysia and Libya, Marcos
offered Muammar Gaddafi, a lucrative oil deal in exchange for his
withdrawal of support for the MNLF through Malaysia.
• Marcos sent his wife, Imelda Marcos, to meet with Gaddafi in Libya in
November 1976, 60-person entourage that included Industry Secretary
Vicente Paterno. ("to charm Col. Kadaffi into finally terminating aid and
support for Nur Misuari of the Moro National Liberation Front”)
THE AGREEMENT
•First: The establishment of Autonomy in the Southern Philippines within
the realm of the sovereignty and territorial integrity of the Republic of the
Philippines.
• Second: The areas of the autonomy for the Muslims in the Southern
Philippines shall comprise the following:
