The PRECEDE-PROCEED model is a planning model for health promotion and education programs. It was developed by Dr. Lawrence Green. PRECEDE stands for predisposing, reinforcing, and enabling factors and is used for community diagnosis. PROCEED stands for policy, regulatory, organizational constructs and environmental development and is used for program implementation and evaluation based on the PRECEDE assessment. The model examines predisposing, enabling, and reinforcing factors that influence behaviors and identifies behavioral and environmental causes of health issues.

Developed by Dr. Lawrence W. Green and colleagues.
- Provides a model for community assessment.
- PRECEDE - Stands for predisposing, reinforcing, and
enabling constructs in educational diagnosis and
evaluation, is used for community diagnosis.
- PROCEDE- acronym for policy, regulatory,
organizational contructs in educational and
environmental development, is a model for
implementing and evaluating health programs
based on PRECEDE.
Predisposing factors-Refer to people’s
characteristics that motivate them toward
health related behavior.
Enabling factors- refer to conditions in
people and the environment that facilitate
and impede health- related behavior.
Reinforcing factors- refer to the feedback
given by support persons or groups
resulting from the performance of the
health- related behavior.

the causal chain ( bottom left) with social diagnosis.
Subsequent steps correspond to the causal relationships
among factors linking health education to ultimate
health and social goals.
5. Administrative diagnosis
Interventions are matched with educational and
behavioral objectives rom steps 3 and 4, budgeted sequenced, and coordinated.

4. Educational diagnosis
These factors need to analyzed for each behavior.

3. Behavioral diagnosis
Each behavior is defined in terms of timing, frequency, quality, range, and
duration.

2. Epidemiological diagnosis
Defined by health professionals in terms of morbidity, mortality, fertility and, etc.

1. Social diagnosis
Defined by community in terms of unemployment, days lost from work or
school, family disruption, and other dimensions of their quality of life.
