INTRODUCTION
What is BHOOMI?
A computerization of land records implemented by the Revenue Department, Government of
Karnataka where National Informatics Centre, Karnataka State Unit is the total technical provider.

Why it was implemented?


80% of total population in India depends on agriculture –an activity based on Bhoomi or land –
the primary asset. In Karnataka, there are 17 million land record documents covering 20 million
farmers which includes ownership, tenancy, cultivation, irrigation, liabilities, crop and soil details
including details of Government lands were maintained by the Revenue Department.
Mismanagement of documents causes problems so for better management, Bhoomi was
implemented.
IMPORTANCE OF LAND RECORDS

• To apply for crop loan from recognized financial institution by showing proof
of ownership and existing liabilities of land through official land record.
• Satisfied with ownership on land by Land Record.
• To settled land disputes through Land Records issued for a survey number.
• To help Revenue Department to collect revenue from respective owners
according to land owned by them.
• Registration Department registers the sale-deed after verifying ownership
from the copy of the Land Record produced by the seller.
MANUAL SYSTEM VS COMPUTERIZED
SYSTEM
In manual system, V.A.(Village Accountant) or Pattwari handle the Land Record,
so procuring land records from V.A. or Pattwari depends on availability, mood and
interest of V.A./Pattwari. Even the process is slower and large-scale corruption
with no clear-cut procedures were faced by farmers.
Now, in the computerized system, the farmer can collect his land records in
couple of minutes at the Land Records Kiosk without delay. He can carry request
for mutation on his land and also generate acknowledgement number for further
reference. This brings total transparency in the maintenance of land records
documents and helps farmer to see their document without help of someone.

SOFTWARE
BHOOMI, the software for land records management, has been fully
designed and developed in-house by National Informatics Centre,
Bangalore, Department of Information Technology, Ministry of
Communication and Information Technology, Government of India,
using state-of-the-art technology. One year effort has gone in bringing
out the first version of software modules.

• BHOOMI is an online system to carry out Figure of Mutation process:
mutation on the live data which has built-in
workflow automation, which moves
transactions from one officer to another on the
system as in Figure C9.1.
• The process of mutation on the BHOOMI is fully
synchronized with the fieldwork done by the
revenue officials, as indicated in Figure C9.2.
• It has integrated with Fingerprint technology for
authentication system. This enforces the
concept of non-repudiation.

• The software in local language is called Kannada for easy use by officials.
• Various analysis reports can be generated in text format and also viewed
in graphical style.
• Approval of the transactions is on first-in-first-out basis.
• Transactions will be pushed into next approval authority if it had not
been approved by the concerned personal after specified period.
• Input documents to BHOOMI : Mutation transactions, crop details,
mutation order of Revenue Inspector, objections details
• Output documents of BHOOMI: Current RTC, old RTC, mutation order
extract, Khatha extract of an owner in a village, status of ongoing
mutation, notice copy of the transaction.
Modules of BHOOMI

It has two modules for public interface:


• One module is used by revenue officials at Land Records Centre to
issue the land records documents on demand from the public and
accept the request application for mutation from the public.
• The other module runs on a Touch Screen Kiosk, set up at
taluka/block office. This module is easily operable by even the
person/farmer having little knowledge of computer as this is
developed using “Keep It Simple” (KIS) concept.
Technology
• Built using state-of-the-art technology.
• Designed and implemented using Client/Server architecture under
Windows NT 4.0 operating system.
• Use Relational Data Base Management System (RDBMS), Microsoft SQL
Server 7.0 as back-end tool to maintain data.
• Microsoft Visual Basic 6.0 is used for front-end GUI.
• MS-Graph tools is used for graphical reporting, analysis and presentation.
• Data report tool of Microsoft is used for generating reports and printing.
• For security of data, Compaq’s Fingerprint Technology is interfaced.
• ISM Soft software of C-DAC has been interfaced for local language support.
Implementation Strategy

The Government of Karnataka has taken nearly


two years time for data digitization of land
records covering 177 talukas where correction
of data by Agency with the help of Revenue
staff were done several times and after data
was verified and certificated, it was ported in
database through CD data. Finally, Karnataka
Government issued Government Order
banning the manual records where BHOOMI is
operational and engaged Technical Consultant
to each district to assist revenue officials in the
talukas in date-to-date operations.
Taluka Infrastructure

The three component in the Taluka.


● The first component is the back-end where the revenue officials will
carry out update activities on BHOOMI.
● The second component is the land records Centre; set up at the
entrance of taluka/block office with a client , a printer and UPS is
operated by V.A .
● The third component is the touch screen kiosk, established at the
entrance of taluka/block office. The farmer can use this to see his
document and the status of the mutation-process.
Key Players

Three organization have helped in bringing up project to this stage


● Ministry of Rural Development , Government of India has sponsored
and funded from the initial stage.
●The ranks of Revenue Department of Government of Karnataka V.A
to secretary level have played important role implementation of this
project
●Nationals Informatics Centre , Karnataka state unit and District
Centre have provided the full technical support.
Cost of the project

This is one of the most important projects to serve the major portion
of the population .Roughly the cost of project for one taluka/block
works out to Rs.10-12 lakhs . This include initial data entry of land
record supply of system , site preparation, training etc.
Impact

• The quick availability of ownership certificate across the counter has


resulted in hundreds of owner getting their RTC on daily basis . They
could see that their dependence on V.A. is almost reduced to zero for
getting this document and they can get it.
• Use of Touch screen kiosk by the public at the taluka office indicates
the enthusiasm and the interest of farmer to know his record easily.
• The farmers are learning themselves how to operate kiosk by
observing the operations carried out by the previous person. This is
also helping the rural people to understand , know and use the
computer without much difficulty.
Hurdles
• The whole process of computerization of land records depends on
how accurately the legacy data has been entered by the data entry
agency.
• Another important step is to know how correctly the checklist is
verified with the original records by the revenue authority.
• Non-availability of continuous and quality power supply will come
problem in providing regular service to the public.
• Improper and irregular maintenance of the system for longer period
may also affect the project.
Future

The software is regularly being improved and enhanced based on the


operational feedbacks at the taluka level by providing additional
features. The land records documents are required basically to
purchase/sell the land to take loan and for legal purpose . Hence , the
connectivity will be provided to there institution to access the land
records details easily to provide better service to the public shortly.
Conclusion

In this case study, the BHOOMI project has been surveyed in detail with
all aspects of the motivation , need, design and implementation of the
software details of kiosk operation etc. BHOOMI is a great success.
