Need for Remote Control  
In the protection schemes employed at present, for
any fault on the overhead equipment between a
substation and a neutral section the feeder circuit
breaker at the substation is called upon to clear the
fault, in order to clear the fault or to isolate the
same, certain operations are to be carried out
involving opening and closing of interrupters and
breakers all along the line.  This has to be done in
the quickest possible time to restore supply to
healthy sections.
Further it would be necessary to carry out
frequent switching operations for maintenance
and operational needs. Supervisory remote control
of traction power supply installations is therefore
necessary. The alternate method of manning the
switching stations with operators who carry out
switching operations at the instance of telephone
instructions from the control centre is attendant
with abnormal delays for isolation of faults
thereby adversely affecting train operations
besides being prohibitively costly.
 SCADA stands for Supervisory Control and Data Acquisition.
SCADA systems are employed for simultaneous acquisition of
a large amount of data, real time processing, display and
supervisory control.  For the new electrification projects
Railways have gone in for computer based SCADA systems for
monitoring and controlling the traction power supply.  SCADA
enables the Traction Power Controller (TPC) to control from
the Master station at the Remote Control Centre (RCC) the
switching operations of the equipments at controlled stations
i.e. traction substations and switching stations.  It helps the
TPC to achieve real time data acquisition, processing, display
and control of data pertaining to the traction power supply to
the 25 kV overhead traction systems over a geographical span
of railway tracks extending over 400 to 600 km.

 Features:
• 25-30 control posts (TSS/SSP/SP) spread over 200-300km can be

controlled successfully on SPORT protocol even at Low Speeds.

 Limitations
• Low Speed – Communication Channel – 600bps / 1200bps

• SPORT - Protocol Optimized to work on Low Speeds

• Disturbance Records cannot be acquired at such Low Speeds

• Transducers - Parameters Loose accuracy due to scaling

• RTU doesn’t support Numerical Relay Interface.

• Energy meters communication not available


WHAT IS A PROTOCOL ?
What is a Communication Protocol ?- A defined
rules and regulations for Communication
between two Intelligent devices. i.e. between
Remote Control Center (RCC) i.e Master
station and Remote Terminal Unit (RTU)
provided at switching stations.
Why a standard Protocol? To ensure
interchangeability of RTU of different vendors.
Based on International Standard IEC-870-5-101

 In this protocol, the RCC is defined as the
controlling station that sends request messages
RTU is the controlled station that sends the
responses to the request messages.
Only RCC can send the request messages and
only RTU can send the response messages.

 Limitations

• Low Speed Data (LSD) card at MUX is connected in a serial

fashion forming a daisy chain. Due to which if one card fails,

it leads to failure of all the consecutive cards.

• There are number of failures observed due to malfunctioning

of LSD cards.

• Availability of LSD cards is very difficult.

• Delay in reception of Events due to polling methodology.


Solution for the limitations

Development of IP Based Traction SCADA
• Indian Railways become distribution Licensee, Power

procurement through “OPEN ACCESS” – EMS / Scheduling

and Forecasting of Power becomes mandatory .

• The separate web server or Gateway will be provided at

divisional RCCs for the SCADA and EMS server data that

will be configured to transfer the P, Q, I,V, f energy data like

active and reactive power, power factor, energy, MD along

with HV CB status to railway LDC over IEC -104 protocol

through Railnet.

• The Setup consists of a Gateway (Data Concentrator)


responsible for acquisition of Real Time – On Line parameter
from various Divisional RCC’s over the IEC-60870-5-104
standard protocol using Railnet.

• The Gateway has 1 master and 2 slave ports.


The master port acquires Real time Data from Various
divisional RCC’s.
The first Slave sends the Online Data to the State Load
Dispatch Center. Simultaneously the second slave port saves
the Online Data in the SQL Server at the RSLDC.

• The RLDC Software access the acquired Real Time Data from
the SQL Database server and processes the data for detailed
reports as below

blocks are prepared .
 Real Time Comparison between actual demand and

 Provision to view Circuit Wise, TSS Wise , Division Wise
and supplier wise data.
 The System Enables Tracking of various revision of drawl
schedules.
RLDC - DASH BOARD
CPU:- CPU of RTU is 32 bit processor having
128MB RAM, Reset switch, clock and
communication ports for Numerical Relay and energy
meters with LEDs for Diagnostic. The operating
system Real time / Linux.

DI Card:- should be capable of capturing ON/OFF


status of circuit breakers, inetrrupters, indications i.e.
Single Point and Double point. There are 32 channels
having ON/OFF LED indications operating on 110
VDC. Maximum 96 indications are available.
DO Card:- On receipt of command from master
station appropriate control output operated for preset
time for ON/OFF operation of CB, BM and Tap
changer having ON/OFF LEDs per channel.
Maximum 32 command can be configured.
AI Card:-AI card used for PT inputs having approved
design A/D converter is used.
PSU Card:-The PSU card is operated on 110 VDC
supply. The PSU then provides various voltage levels
like 5 VDC, 24 VDC for various
cards/modules/contactors.
MODEM:- The modems provided for
communication between master station
and the RTUs utilize frequency shift
keying modulation and include send,
receive and timing functions. The send
and receive functions can be
independently programmed. The modem
shall work up to an input signal level
-43dB-m. The modem shall be suitable for
Multidrop point application. Generally
used for 600/1200 baud rate.
