Prevention of Oil Pollution

International Oil Pollution Prevention Certificate (IOPP). The IOPP will be issued to
 All tanker of 150 GRT and above
 Other ships of 400 GRT and above on voyage to ports and offshore terminals
Prevention and Control of the Discharge of Oil –
 Any discharge of oil or oily mixture into the sea from ships is prohibited
 No oils is to be transferred between sunset and sunrise
 All steps are to be taken to minimize any discharge of oil due to damage or leak
 Master and owners are liable to be fined for oil pollution
 Records to be maintained for ballasting and cleaning of oil tanks, disposal of
sludge , crude oil washing, machinery space bilge water

 Any oil discharge is to be reported to the coastal state


 Special areas – Mediterranean sea, Baltic sea and black sea are designated
where no oil discharge is permitted
 No oil is to be discharged within 50 miles from the land and at not more than 60
liters per mile beyond 50 miles outside special areas
 Oil residues that cannot be discharged in accordance with the regulations must
be retained on board or discharged to designated reception facilities.
 All new construction ships have Double bottom to prevent any discharge of oil
in the event of damage to the hull
 Provision of ODME onboard ships
 Only exemption is discharge of oil to save life and preserve the safety of the
ship
Oil Pollution

Reception Facilities
 The reception facilities for ships with oily residues and oily mixtures are
provided in ports
 These facilities must be situated at oil loading terminals, repair ports where
the needs of shipping require reception for oil residues and Mixtures
Oil Record Book
 All ships are required to maintain Oil Record Book
 Entries into the Oil Record Book should reflect any movement of oil in or out
of the vessels tanks and be recorded on a tank-to-tank basis if appropriate.
 All entries will be signed by the officers in charge of the operation and each
page would be signed by the Master.
Oil Discharge and Monitoring Equipment(ODME)

 Ships of 400 GRT and above must be fitted with oil filtering equipment
which do not allow the discharge into the sea of any oily mixture which
has an oil content exceeding 15 parts per million of oil content
 Ships of 10,000 GRT and above must be provided with oil filtering
equipment and with alarm arrangements that will automatically stop any
discharge of oily mixture when the content of the effluent contains in
excess of 15 parts per million of oil content.
Ships Oil Pollution Emergency Plan (SOPEP)

 Every Oil Tanker of 150 GRT or above and every ship other than a tanker
over 400 GRT or above shall carry on board a shipboard oil pollution
emergency plan
 Plan should consist of a series of check lists and flow charts to prevent
and contain any oil spill under various operations such as bunkering,
transfer of oil etc.
 Decisions and actions required in responding to an incident of oil spill
 Steps to minimize any discharge of oils
 Oil spill response equipment carried on the vessel

 Professional
 Technologically competent organisations
 Lay down the standards for ship construction.
They follow the laid down standards for ship construction as per
"Rules and Regulations for the Construction and Classification of
Ships".

Classification Societies

 International Association of Classification


Societies( IACS) was formed to maintain uniformity
and high standards among Class Societies.
IMO has made it mandatory for ships to be registered
with a recognised Classification Society.
Need for Classification Societies
The ship (Hull, machinery, Equipment) must meet the high
standards for safe seagoing operations
 Classification Society provides this certification through a
systematic method of approvals.
This Certification is continued during the life of the ship by
means of 'Periodic Surveys' carried out by the Classification
Authority
 These surveys are carried out at specified intervals during the
life of the ship to ensure it is maintained as per the Class
Society's requirements.

Surveys for Assignment of Class
A ship has to have national and
international certificates to permit her to
trade.
 Duringand after construction, the ship is
inspected and surveyed to ensure that it
complies with all the applicable regulations.
 The Initial Survey is the most extensive,
and after completion the ship is issued with
a Certificate of Class

Surveys for Retention of Class

'Periodic Surveys’ were developed to ensure ships


were maintained properly
Certificates are issued for limited periods
 Ships have to be inspected at regular intervals to
maintain their validity.
Certificates are normally issued for 5 years, and the
validity is subject to the ship passing periodical surveys
during this period.

Periodical Surveys

Periodical surveys are:

 Annual Surveys- every year.


 Intermediate Surveys - every 2.5 years.
 Renewal Survey- Before expiry of the Certificate (5
years) after which the Certificate will be renewed for
a further period of 5 years.

Statutory Certificates
FEATURES
1. All Certificates issued on one date only called the INITIAL SURVEY.
2. ONE year interval between surveys.
3. All Cargo Ship Certificates valid for FIVE years with annual
endorsements.
4. Passenger Ship Safety Certificates valid for ONE year as before.
5. A THREE MONTH extension of certificates permitted for ship to complete
its voyage

VALIDITY OF CERTIFICATES:
In. : Initial Survey / Certificate
A: Annual Inspection / Survey. May be done within +/- 3 months of the annual date
I: Intermediate Surveys, carried out within +/- 6 months of the halfway date of the certificate.

Surveys for Retention of Class
All merchant cargo must have the following certificates:
 Cargo Ship Safety Construction Cert. (SAFCON)
 Safety Equipment Cert
 Safety Radiotelegraphy / Telephony Certificate

Note- Cargo Ship Safety Certificate has replaced the


following certificates in the Harmonised System.
However, if the Owner so desires, three separate
certificates can be given.
