A SEAWORTHY SHIP

 Hull, equipment and machinery in a fit state


 Cargo well stowed and secure
 All crew members qualified for their positions
 Ship manned according to Safe Manning Certificate
 Ship able to handle sea conditions at present and in future
 Ship must not be overloaded
SEAWORTHINESS
COMPLAINT ABOUT SEAWORTHINESS BY CREW
 Must be in writing including full name and address
 Must be made in person at SAMSA office
 If alone must pay deposit to cover inspection cost
 If 3 or more crew members submit complaint then no
deposit required

SAMSA RESPONSE
 Surveyor will hand master a copy of the complaint
 Ship will be inspected to determine cause of complaint
SEAWORTHINESS
IF NO CAUSE FOR COMPLAINT FOUND
 the surveyor will thank master for co-operation
 If the ship was delayed in any way SAMSA will pay
compensation
 The single complainant will lose deposit
IF THE COMPLAINT IS GENUINE
 The shipowner will pay all inspection costs
 The surveyor will order the master to rectify the faults
 An inspection will be arranged when faults are fixed
 Any delay will be for the shipowner’s account

1. COMPANY MANAGEMENT has responsibilities:


 Develop company policies for safety and pollution prevention
 Provide written responsibilities and authority for personnel
 Appoint a Designated Person (DP) responsible for
implementing and maintaining the SMS
 Distribute and update a system of procedures and plans
 Conduct periodic reviews of the SMS
 Monitor continuous improvement of safety practices

 Qualified and competent
 Communications must be clear and concise
 Clear information on work requirements and
responsibilities
 Training provided on ship equipment
 Safety drills and exercises of emergency plans
 Motivation for continuous improvement in safety

 Preventative maintenance programme installed
 Frequent inspections of critical equipment
 Frequent calibration of control instruments

 Manuals of operational procedures
 Operational action plans (with flow charts)

 Records of data
 Submission of reports

- initial audit (after 3 months)
- annual internal audit
- intermediate external audit (between 2nd and 3rd years)
- External renewal audit after 5 years
 Certificates
- Document of Compliance (when company offices meet
requirements)
- Safety Management Certificate (when ship complies)
