4 WHO ARE THE FIRST TIME JOBSEEKERS?

A Filipino citizen, who is actively seeking


employment, locally or abroad, for the first time, as
certified by the barangay of which he/she is a
resident for said purpose.

▹ Government agencies and instrumentalities, including


Government Owned and Controlled Corporations;
▹ Local Government Units; and
▹ Public or government hospitals.

▹ Police clearance
▹ NBI clearance
▹ Barangay clearance and certification
▹ Medical certificate from a public hospital, except for fees
and charges collected for laboratory tests and other
medical procedures required for the grant of a medical
certificate

▹ Birth certificate
▹ Marriage certificate
▹ Transcript of academic records issued by SUCs

government that may be required by employers from
job applicants.

▹ Application to take professional licensure examination
conducted by Professional Regulation Commission
▹ Application for a Philippine passport authentication
and red ribbon of documents from DFA.
▹ Application for a career service examination with
CSC; and
▹ Application for a driver’s license from LTO.

9 Limitations
▹ The benefit provided under this Act shall only be
availed once (Section 3) and for one copy of the
document or transaction.
▹ The beneficiaries of the JobStart Philippines under
R.A. No. 10869 and other laws that give similar
exemptions for the documents or transactions
enumerated herein shall NOT be qualified to avail the
benefits of this Act (Section 8).

10 Proof of Eligibility, Section 5
▹ A first time jobseeker availing of the benefits
provided under the Act shall present a
barangay certification stating that he/she is
a first time jobseeker.

▹ Any person found guilty of fabrication or


falsification shall be liable under Revised Penal
Code

11 Database Maintenance, Section 6
▹The concerned government agencies shall maintain
and update a roster of all individuals who have been
issued documents under this Act.

▹The roster shall be regularly submitted to DICT which


shall compile a database of all beneficiaries of this Act to
be made accessible to all relevant agencies.

▹Assist first time jobseekers in securing the


required pre-employment requirements from
relevant government agencies.

▹Inform and guide the first time jobseekers on


the provisions of the Act.

Duties and Responsibilities of PESO
17 (Section 7 of the IRR)

▹ Aggregate the reports and disaggregate the


data using the prescribed monitoring and
reporting form under the Rules using the attached
template, or as updated for submission to DICT,
copy furnished the DILG.
▹ The PESOMAP shall inform and cascade to all
its member PESO managers their role, duties and
responsibilities in the implementation of this

Other relevant facts and information
▹An estimate of 1,500-2500 pesos will be saved by the first time jobseeker.
However this would cost an estimate of 2 billion loss to the government.

▹Benefit under the program may only be availed once, and the barangay
certification shall be valid only for a period of one year from the date of
issuance

▹ F TJ s shall be required by the Barangay thru the undertaking signed


and executed by the latter to report back after finding a job or obtaining
an employment

▹DILG will institutionalize the role of PESOs in the


implementation of the FTJA by including in the SGLG
the submission of report on program
availees/beneficiaries

▹Concerned agencies to certify photocopies as CTC of


the original clearance or docs issued to the availee.
