Governance
At the end of this lesson, the
students shall be able to:

- Identify the roles and functions of


the United Nations
- Identify the challenges of global
governance in the twenty-first
century
- Explain the relevance of the state
amidst of Globalization
What does is mean Global
governance?
• Global governance refers to various intersecting
processes legislating processes that create this
order.

• What are the source of Global Governance?


– State sign a treatise and form an organization, in the
process of legislating public international law.
– International Non- government organization, though not
having a formal state power, can lobby the states to
behave in a certain way.
– Powerful transnational corporations can likewise have
tremendous effects on global labor laws, environmental
legislation, trade and policy etc.
– Having the idea of “global democracy” or the clamor for
good governance” can influence the ways international
actors behave.
What is an international
Organization?
• It is a term used to refer to international
intergovernmental organizations or groups
that are primarily made- up of member
state.
– Note: it is a fallacy to say that these
organizations are made from the unification
of various state interest.
• Some scholar believed that UN is just a
venue so that contradictions shall be
discussed.
The Powers of International
Organizations(IO).
• First, IO has a power of classification.
Because they invent categories and they
create global standards.

Ex. (UNHCR) that defines what refugee is. The


states now required to accept refugees their
boarders.

The IO has a legitimate source of
information. Because meanings they
create have effect in various policies.

Ex. UN defines security not only a safety from


the military, but also safety from
environmental harm.

Norms are accepted by the codes of
conduct, but product regularity in behavior
to create Global standards

Ex. World Bank Organization ( The world bank


economist are expert in Development. Thus,
they have an authority to create and
conceptualize developmental Projects.
Because of Immense Powers
• The International Organization:
– Great good or Great harm.
– Promote relevant norms like environmental
protection and human rights.
– Sealed- off communities that fail to
challenge their beliefs.

powers, limitations and
weaknesses of IO’s. The
spotlight will now fall in
the contemporary World
(UN).

League of Nations after
the world war I. The
nations are worried for
another global war. Due
to this reason, the UN
was created. Even
though, it is far from the
perfect organization, but
the purpose is in line of
“Averting Global war”.
United Nations is
divided into 5 active
organs
General Assembly
• UN’s “main
deliberative
policymaking and
representative organ.
• According to UN
charter: “ Decision on
important questions
like peace and
security, admission of
new members, and
budgetary matters,
requires two- third of
the majority.
• GA president serve
Security Council
• Consist of 15 members of the
state.
• The SC will take the lead in
determining the existence of a
threat to the peace and
aggression.
• They can impost sanctions or
even authorizing by the use of
force to maintain or restore
peace and security.
• The GA will elect 10 out of 15
members and the other 5 are
referred to a permanent 5-
China, France, Russia, UK,
USA and they are much
attention.
• Thus, SC heirs the Concert of
Europe and Westphalia
System
Economic and Social Council
• Is the principal bod for
coordination, policy
review, policy
dialogue, and
recommendation s on
social and
environmental issues
as well as the
implementation of
internationally agreed
development goals.
• 54 members (3 yr.
terms).
International Criminal Court
• Is to settle in
accordance of the
international law,
legal disputes and
submitted by the
states and to give
advisory opinions
referred to it by
authorized UN
organs and
specialized
agencies.
Secretary General and ten of the
thousands of international UN
staffs.

the day to day
work of the UN
mandated by the
GA and the
Organization’s
other principal
parts.

• Organizations should
limits according to
their placed to show
respect and
sovereignty of the
state.

– Destruction

• Global governance is such a complex
issue that one can actually teach an entire
course in itself.
• UN now is near yet so far from the face of
global governance
