TOURISM AGENCIES
Public Agencies in Tourism
Introduction : Nigeria as the most populous country in the whole
of Africa has an immense rich cultural heritage. Nigeria is
blessed with diverse culture with natural vegetation, good
weather condition, land mass and poitential tourist sites.
However in the past, Nigeria did not realize nor take tourism
as an important economic prospect as compared to some
developed nations of the world where tourism serves as
earner. Some of the reasons that could be advanced for this
scenario are:
1. The inability of past administrations to fully identify and
promote our cultural heritage. This, for example, witnessed
the rating of culture as second in the former Ministry of
Information, while tourism was in the former Ministry of
Trade and Tourism
2. Long period of military rule prevented the country from
entering into mutual cooperation with other country
countries. This type of relationship is very necessary for
effective promotion of culture and tourism
3. Poor paticipation of private players
Some of these Public Agencies are:
1. FEDERAL MINISTRY OF CULTURE AND TOURISM
The Federal Ministry of culture and Tourism came into being in
June 1999, following the harmonization of culture and
tourism as a ministry. It was carved out of Federal Ministry of
Information and Federal Ministry of commerce and Tourism.
Consequent upon its creation in June, 1999, the federal
ministry of culture was saddled with the overall promotion of
our nation’s immense and rich cultural heritage
The vison of the department is to position culture and tourism as
a leverage for economic growth and development
The mission : The federal ministry of culture and tourism shall
promote the nation”s rich cultural heriatge through
identification, development, marketing of the diverse cultural
and tourism potentials. It shall formulate and implement
policies aimed at diversifying the economy and placed it on
the path of sustainable growth and development
Objectives/Core mandate of the ministry is to promote culture
and tourism as a foreign exchange earner, income distributor,
and major employer of labour, a catalyst for rural
development/poverty reduction and fostering peace.
FUNCTIONS OF THE DEPARTMENT AND UNIT

Department of finance and administration


1. Is responsible for all matters relating to staff appointment,
promotion, discipline, welfare and training
2. Deals with establishment matters with regards to pension
administration, records and registry
3. Takes charge of reciepts of funds and keeps record of all
financial transaction of the ministry
4. Responsible for supplies and purchases, and deals with
maintenance of office building, furniture and equipment
DEPARTMENT OF PLANNING, RESEARCH AND
STATISTICS
1. Coordinates the councils decisions and notifies all the thirty six states,
state tourism boards, federal capital territories and various NGOS.
2. Monitors the Ministry’s capital projects
3. Coordinates the preparation of the Ministry’s development plan and
programmes in collaboration with the operational departments
4. Is responsible for data collation and management, development and policy
analysis into relevant proposal of the operational departments
5. Is the secretariat of the ministerial tenders board (MTB) for the collation
and processing of all contracts awards within the thresholds of one – fifty
million naira for the ministry above twenty million naira for FMCT’s
parastatals
DEPARTMENT OF DOMESTIC CULTURAL
OPERATIONS
1. Packaging and promotion of major cultural and tourism industries
and events
2. Providing services to domestic and international; tourist
3. Encouraging the production of ART and CRAFTS as a means for
poverty reduction among the people
DEPARTMENT OF EXTERNAL CULTURAL RELATION
1. The function of the deaprtment is to negotiate and implement
cultural cooperation agreement, Memorandum of understanding
MOU with friendly countries and local/fare multinational
organizations.
DEPARTMENT OF DOMESTIC TOURISM SERVICE
S AND CONTROL
 1. The coordination , monitoring and evaluation of the
performance of the tourism sector in the country
 2. Development and promotion of tourism products and
domestic tourism while building tourism information and
docuementation
 3. The coordination and supervision of the activities of
domestic tourism matters as it affects the minstry of and its
parastatals
 4. The maintenance of a reservoir of a travel related data.
DEPARTMENT OFN INTERNATIONAL TOURISM
PROMOTION AND COOPERATION
1. Policy initiation and formulation
2. Monitoring of the country’s tourism industry through
international cooperation.
3. Handling of matters relating to bilateral and multilateral
cooperation between Nigeria and foreign countries and
various international organizations.
4. Research and review of of the country’s tourism industry
5. Coordination of matters on Africa Travel Association, World
Travel Market in Nigeria
PARASTATALS

A. NIGERIA TOURISM DEVELOPMENT COORPERATION (NTDC)


THE Nigerian Tourism Development Corporation has the mandate for
1. Standardizing and sensitizing the tourism industry through registration,
inspection, classification and grading of the Hospitality and Tourism
Enterprises HTEs
2. Identifying, accessing and documenting tourism sites and attractions for
development/investment and promotion purposes
3. Providing technical and advisory services to the public
4. Publicizing and promoting Nigeria’s tourism endowment
5. Providing reliable and upto date tourism statistical data through establishment
of tourism DATA bank and implementation of the tourism satelite Account.
B. NIGERIAN INSTITUTE FOR HOSPITALITY
AND TOURISM (NIHOTOUR)
The NIHOTOUR has the responsibility for
1. Providing supervisory management courses for middle and managerial cadres
as well as upgarding courses for junior and middle level cadre personnel.
2. Management of tourism statistics courses for planners, research officers and
staticians.
3. Organizing certificate courses on tourism journalism for journalists in tourism
sector.
4. Providing short term managerial training for senior managers and principal
grade officers in both public and private sectors.
5. Organising specialized diplomas and postgraduate programmes in hospitality
and tourism management for senior functioneries and trainers
PRIVATE AGENCIES IN TOURISM

THE FEDERATION OF TOURISM ASSOCIATIONS OF NIGERIA {FTAN}


The federation of tourism association of Nigeria is the National Umbrella
body of the tourism sector in Nigeria. FTAN was established in 1997 to
function as the umbrella national body for the private tourism sector in
Nigeria. It has corporate headquarter in Abuja and a liaison office at
Lagos.
The mission of the association is to promote, in close cooperation with its
members, other organs of the organized private sector (OPS), the
government and other stake holders in the economy, aenabling
environment for tourism development, growth and prosperity of the
society at large.
OBJECTIVES OF FTAN

1. To interact with government on behalf of the private tourism


sector as well as formulating, making known and influencing,
general policy in regard to industrial labour, technical, social,
legal and training matters
2. To mobilize and evolve rules and regulations for effective
control and regulations for effective control and regulation
of the industry to ensure that tourism related associations
belong to the body.
