INTRODUCTION

Formally known as report of the Sargent Commission.


A 1994 memorandum prepared at the behest of the
British run government.
Post war educational reconstruction in India.
Historical Importance :- First attempt to develop a
national system for education in India.
NEED

There was a need of bringing about radical reform in all aspects of Indian
education.
As the British became hopeful of its victory in the second world war, it
directed its attention to do something for the Indian people in the field of
education.
It advised Sir John Sargent .
The educational advisor to the government of India.
The report of the Committee of Enquiry was submitted to the Central
advisory board of education in 1944.
WHAT’S IT ?

Introduction of free and compulsory. education for all Indian children in the
6 to 11 years age group.
Aim- To bring universal literacy in India within 40 years i.e. by 1984.
Consisted of 12 chapters from pre primary to university education.

 IMPORTANCE WAS GIVEN TO TEACHING PROFFESSION i.e. SALARY SCALE

 IMPORTANCE ON PROVIDING EDUCATION TO MAKE SELF DEPENDENT.


DEMERITS

 40 YEARS OF TIME LIMIT DIDN’T SATISFY ANY ARDENT EDUCATIONIST

 IT WAS ONLY A COPY OF THE PATTERN PRACTICED IN ENGLAND. THIS


PATTERN COULD’NT SERVE AS A MODEL TO INDIA DUE TO DIFFRENCE IN
SOCIAL , POLITICAL AND ECONOMIC CONDITIONS .

 THE PROPOSAL OF SELECTIVE ADMISSION IN SCHOOLS, COLLEGES AND


UNIVERSITIES WAS UNDEMOCRATIC.

 EXPENSIVE SCHEME.

 NO PROVISION FOR RURAL EDUCATION.


IMPLEMENTATION

 EDUCATION DEPT. WAS ESTABILISHED AT THE CENTER -1945- TO


INCRESE ADMINISTRATIVE EFFICIENCY.

 AIMS TO PROVIDING COMPULSORY AND FREE EDUCATION TO


CHILDREN BETWEEN 6 -11 YEARS WAS ACCEPTED .

 EFFORTS WERE MADE FOR ADULT EDUCATION AND IMPROVING


ECONOMIC CONDITION OF THE TEACHERS.

 THE COMMITTEE OF POLYTECHNIC SCHOOL AND ALL INDIA


TECHNICAL EDUCATION COMMITTEE WAS ESTABILISHED IN
DELHI.

 IT WAS DECIDED THE SCHEME SHOULD BE IMPLEMENTED


WITHIN 16 YEARS INSTEAD OF 40 YEARS .
CONCLUSION

 THE REPORT CAN BE SAID TO BE A LANDMARK IN THE POLICY ON ‘INTEGRATION’ OF DISABLED


CHILDREN IN GENERAL SCHOOLS, THOUGH IT CONTINUED ITS RECOMMENDATION FOR
SPECIAL SCHOOLS , THE REPORT IS ALSO IMPORTANT FROM TWO POINT OF VIEW .
 FIRST IT IS RECOMMENDED THAT THE PROVISION FOR THE DISABLED SHOULD FORM AN
ESSENSIAL PART OF A NATIONAL SYSTEM OF EDUCATION AND SHOULD BE ADMINISTERTED BY
THE EDUCATION DEPARTMENT.
 SECOND 10 % OF THE BUDGET FOR BASIC AND HIGH SCHOOLS HAD BEEN SET ASIDE FOR THE
(EDUCATION) SERVICES OF THE DISABLED .
 IT IS THIS REPORT THAT PROPOSED A SYSTEM OF UNIVERSAL COMPULSORY AND FREE
EDUCATION FOR ALL THE BOYS AND GIRLS BETWEEN AGE OF 6 – 14 . EDUCATION AFTER THIS
WAS GIVEN A SIGNIFICANT PLACE IN THE CONSTITUTION OF INDIA (1950). WITH ARTICLE 45
ADJOINING THE STATE TO ENDEAVOUR TO PROMOTE FREE , COMPULSORY AND UNIVERSAL
EDUCATION FOR ALL CHILDREN UNTIL THEY COMPLETE THE AGE OF 14 YEARS.
