Definitions
• Policy
– Principles/ regulatory measures that govern systematic
course of action
– directed towards given topic
– by government or non-governmental agencies or
representatives
– over a period of time (a long-term purpose )
– intended to influence and determine decisions as well as
actions for the common good
– usually apply to a country as a whole rather than to one
part of it

Background - 1
• Break down of the health system during the upheavals of

National plans
In the health sector, planning and resource allocation
at country level are mainly guided by national plans.
A midterm review of progress is important for policy-
makers since the review can inform the second half of
the plan’s implementation and provide a situation
analysis on which the subsequent plan can be based.

National health policy
• NHP I guided the health sector between 1999 and 2009.
• Over this period, a number of changes occurred e.g
– Increase in the burden of disease due to Non-
Communicable Diseases (NCDs)
– Negative health consequences of changing climate,
– New and emerging diseases,
– Challenges in implementation of the decentralisation
program and the
– Sector Wide Approach (SWAp) in health

NHP(II)Policy objectives
Several objectives in regard to:
• Organization and management of the national health
system
– To improve access to quality hospital services at all levels
in both the public and private sectors
• Minimum health care package
– To ensure universal access to quality UNMHCP consisting
of promotive, preventive, curative and rehabilitative and
palliative services for all prioritized diseases and
conditions, to all people in Uganda, with emphasis on
vulnerable populations.

Purpose
•To reduce morbidity and mortality from major causes of ill
health in Uganda and the disparities therein, as a contribution to
poverty eradication and economic and social development of
the people.

HSDP 2015/16 - 2019/20
• Background
• The NDP II 2015/16 – 2019/20 was launched and sets
Uganda’s medium term strategic direction, development
priorities and implementation strategies
• The NDP’s theme is "Strengthening Uganda’s Competitiveness
for Sustainable Wealth Creation, Employment and Inclusive
Growth" and the thrust is to accelerate transformation of
Ugandan society from a peasant to modern and prosperous
country within 30 years.

• The Plan builds on the achievements registered under the
Health Sector Strategic and Investment Plan (HSSIP) 2010/11
- 2014/15 and takes into consideration the challenges
encountered and lessons learnt during its implementation.
• The achievements realized under HSSIP include among
others:
reduction in maternal mortality ratio from 438/100,000 (UDHS) live births
in 2011 to 360/100,000 (WHS estimates) live births in 2014
reduction in under five mortality from 128/1000 live births in 2006 to
90/1000 live births in 2011 to 69/1000 (WHS estimates) live births in 2014
reduction in infant mortality rate from 71/1000 live births in 2006 to
54/1000 live births in 2011 and 45/1000 (WHS estimates) in 2014
