Basic concepts
 Active Set:
 The set of cells connected with UE;
 User information is transmitted from these cells.
 Monitor Set:
Have configured neighbor cell relation with the
cell in active set ;Signal is not strong enough to
enter AS or AS already full Detect Set:
 Detected Set: A set of cells that are neither in the
active set nor in the monitor set
Signal is weak; Monitor set is full; Cell has not
configured neighbor cell relation with the cell in
active set.

 The RNC stores data of different cells according to the measurem

Event 1B-Triggered Handover
 When the cell meets the conditions in the following formula, the UE
reports Event 1B to the RNC.

R1b: Refers to the reporting range of Event 1B


H1b Refers to the reporting hysteresis of Event 1B
MOld: Refers to measurement of the to-be-evaluated cell in the active set.

CIOOld: Refers to offset of cell in active set in relation to other cells


Mi: Refers to the mean value of other cells except the best cell in active set.
NA: Refers to the number of other cells except the best cell in active set
MBest: Refers to the measurement of the best cell in the active set.
W: Refers to the weight proportion of the best cell to the rest cells in the active set
in evaluation standards.
Event 1C-Triggered Handover
 When the cell meets the conditions in the following formula, the UE
reports Event 1C to the RNC.

H1c :Refers to the reporting hysteresis of Event 1C

MNew: Refers to measurement of the to-be-evaluated cell outside the active set

MInAS: Refers to the cell with poorest quality in the active set.
CIONew: Refers to offset of the to-be-evaluated cell outside the active set in relation to
other cells
CIOInAS: Refers to offset of cell with poorest quality in active set in relation to other cells
Event 1D-Triggered Handover
 When the cell meets the conditions in the following formula, the UE
reports Event 1D to the RNC.

MNotBest: Refers to the measurement of the to-be-evaluated cell within or outside the
active set.
CIONotBest: Refers to the offset of the to-be-evaluated cell within the active set or
outside the active set in relation to other cells.
CIOBest: Refers to offset of the to-be-evaluated cell in the active set in relation to other
cells
MBest: Refers to the measurement of the to-be-evaluated cell in the active set.

Measurement rules for cell-reselection
1. Sx > Sintrasearch , UE do not perform intra-frequency measurements.

If the candidate cell R value is always above the serving cell during a certain period
( Defined by Treselection) , and UE already stayed in the serving cell over 1s, UE will reselect to

Open Loop Power Control

 General principals of open loop power control


 Open loop power control is applied to estimate the initial transmitt
ed power for a new radio link.
 P-CPICH signal is used in Downlink Open Loop Power Control, whi
ch is measured by UE to estimate the initial transmitted power.
 The following factors will also be considered, such as service QoS
and data rate, Eb/No requirements of establishing service, current d
ownlink total Transmitted Power and interference from neighbor cell
etc.
Uplink Open Loop Power Control - PRACH
 Purpose: Estimate the initial transmit power of physical channels such
as PRACH, DPCCH and DPDCH, and mainly refers to determining th
e PRACH transmit power.

 PRACH Initial Transmit Power:


 Preamble_Initial_Power = Primary CPICH DL TX power – CPICH_RS
CP +UL interference + Constant Value
 - Primary CPICH DL TX power: transmit power of P-CPICH which is br
oadcasted in System information
 - CPICH_RSCP: the channel code power of CPICH measured by UE.
 - UL interference: uplink interference, which is measured by NodeB an
d updated in real time in SIB7.
 - Constant Value (ConstVal): related with the cell environment and the
service rate on PRACH, broadcasted system information
 If Preamble_Initial_Power > MaxRACHTxPwr, Preamble_Initial_Power
= MaxRACHTxPwr.
Uplink Open Loop Power Control - PRACH
 If no response (+1 or -1) of AICH is received after the first PRACH pre
amble composed, UE selects a new signature in the next timeslot.
 Increases the preamble transmit power by Power Ramp Step (PRStep
).
 The transmit power of the control part of PRACH message is:
 PRACH_C_Power = Preamble_Initial_Power+sum(PowerRampStep)

 The receiver compares the SIR value of received signal with t

 The specification 25.214 defines two uplink inner loop power c
ontrol method which is configured by parameter UlIlPcAlg in O
MCR.
 Algorithm 1: the UE transmit power can be adjusted every ti

meslot, and transmit power can be increased or decreased.


 Algorithm 2: UE transmit power is adjusted every five

timeslots, and transmit power can be increased, decreased


or not changed.
 Current Parameters Configuration:
 Algorithm 1 tracks the fluctuating of channel better than Alg

orithm 2.
 According to the network deployment now (Feb, 2009), ther

e is no continuous coverage (no macro-diversity gain) and

Downlink Inner Loop Power Control
 Two downlink inner loop power control method can be configur
ed by parameter DPCMode in OMCR:
 Mode 1: UE sends a TPC command at each timeslot. The

UTRAN adjusts the transmit power at each timeslot accordi


ng to the TPC command.
 Mode 2: UE sends the same TPC command for three times

lots. The UTRAN adjusts the transmit power once every thr
ee timeslots according to the TPC command.
 The step to adjust the downlink transmit power is configured by
parameter TpcDlStep.
 Current Parameters Configuration:
