Introduction
The Local Government Act (Amendment) (LGA) 2022
envisions a decentralized and democratic development
planning system that responds to needs and aspirations
of the people of Khyber Pakhtunkhwa. This system aims
to be inclusive with perspectives of all segments of
population being reflected in development plans,
programmes, and projects

Local Level Planning Process
Tehsil Government / City Local Government shall develop a
medium-term City / Tehsil Development Plan (TDP) to be
implemented during the tenure of the local government.
The Head of Tehsil Government / City Government
(Chairperson or Mayor respectively) shall provide vision to the
Tehsil Government / City Government outlined in the City /
TDP (having a period of three years).
The overall responsibility of medium-term plan and its approval
rests with Tehsil or City Council.
The plan should have two distinct sections i) social services,
and ii) municipal services2
The development of TDP is to be coordinated by Assistant
Commissioner and TMO and will involve participation of all key
stakeholders.

• The Mayor/Chairperson in consultation with the community and
stakeholders shall provide the overall vision for the medium-term
development plan. The MTDP will be for period of three years and should
cover and give strategic directions for devolved sectors / services for City /
Tehsil local governments and VC/NCs.
In case of City / Tehsil Local Government (TLG), the City / Tehsil P&D
office shall initiate the process of Needs Assessment by issuing a letter,
after the approval of Mayor/Chairperson to all heads of devolved
departments, Tehsil Master Plans (TMP), TMOs, and ADLG

The City / Tehsil P&D office during the process of coordinating
the MTDP shall organise data about the financial position of
local government including own-source revenues and share with
Mayor / Chairperson as well so that the plan formulation is
undertaken keeping in view the available or expected resources.
The City / Tehsil P&D Office shall hold wide range of
stakeholders’ consultations. Consultation should be held with
elected representatives, community representatives, and civil
society organizations to discuss and identify the overall needs
for various sectors. Participation of youth, women, and minorities
will be ensured in community-wide meetings.

Project Identification
The PC-I proforma should consist of all necessary
information like, work breakup, sub-units of the work and
work packages. It shall provide all the technical details
including structures to be raised, specifications, materials to
be used, standards to be met and tests to be performed.
The PC-I should also accompany a standard non-
duplication / overlapping certificate for approval from Tehsil /
City Planning Office. Additional details mentioned in
‘Project Prioritization and Selection Criteria’ (format to be
provided by P&DD) shall also be provided in PC-I.

Project Approvals
The technical approval and technical sanction of projects at
City / Tehsil and VC/NC level shall be in accordance with KP
Government Delegation of Financial Powers and Powers of
Re-appropriation Rules and Planning Manual for
Development of P&DD.
City / Tehsil Development Committee shall apprise projects
of City / Tehsil ADP as per cost/approval limits provided by
P&DD.{5.0(M) for VC/NC & 20.0 (M) for TDC}
The automated system of P&DD shall be adopted for
processing schemes and obtaining approvals from the
competent forums.

The City / Tehsil P&D office, led by Tehsil Planning
Officer, shall be the secretariat for the TGDC.
The presence of at least two-thirds of the members
including at least one engineer, and one member of
civil society (can be co-opted member) would
complete the quorum for TGDC.

The Divisional M&E setup of P&DD will monitor at least 25
percent of the projects in Tehsil and VC/NCs.
The officers of City / Tehsil P&D office, nominated by Tehsil
Administration, shall visit regularly major development
projects (once in every quarter). The inspection reports
shall be discussed in the quarterly review meetings. A copy
of such reports shall be sent to M&E Directorate of P&DD
along with recommended actions. Third party validation will
be undertaken wherever required.
PC-IV signed by the head of executing agency will be
mandatory for all the projects whereas PC-V will be
prepared for mega projects4.
