use “metrics” – i.e. the different ways we assess the value of something. The commonly used metrics

1. Scale of the impact – How many people will be affected? Is it a good or a bad thing?
2. Depth of the impact – How significant is the impact to the stakeholders? Is it a good or a bad

3. Long-term vs. Short-term – Is the impact likely to be long-term or short-term?
