Acceptance Of Tender
• After investigation of the comparative
statement, the lowest tender shall be accepted as a rule by the component authority. • If for any reasons, economical or otherwise, the lowest tender is not accepted, reasons should be recorded confidentially and reference shall be made to the tender committee or next higher authority for order as to which of the contractors the work should be given. • Before accepting a tender, the engineer makes sure that the successful contractor's (lowest) tender is in order and also ensures that the his resources, equipments, experience and sureties are genuine and satisfactory. • Thereafter the engineer notice the successful contractor of the acceptance of his tender and that a formal contract between him and the owner has to be signed at a specified date and place. • Power of the officer of the central public works department (P.W.D) to accept tender for contact are as below : • For the purpose of determining the authority competent to accept the net amount of the tender excluding the cost of materials to be supplied by the department, if any is the decisive factor. Rejecting The Lowest Tender No tender can be accepted or the circumstances under which the lowest tender may be rejected are: • when the tender is informal, i.e. not submitted in the from sold by the department not supported by EMD, etc • If it exceeds the sanctioned amount of the work. • If there is any condition of unusual character. • If there is any uncertainty. • If it exceeds the amount up to which he is empowered to accept tenders. • If adequate competition and fair rate are not received. • If contractor has quoted abnormally low rates. • If any provision infringes any standard rule or order of higher. • If any of the pages of the tender are removed/replaced. • If the tenderer in tender makes any erasures. • If all corrections and additions or pasted slips are not signed by the tenderer. • If the tenderer has inadequate finance. • If the tenderer has inadequate staff. • If the tenderer has inadequate plant and equipments. • When a single tender is received this should not be opened and accepted
