What is It
The International Decade of Natural

Disaster Reduction (IDNDR) had


come up with a globally accepted
definition of disaster. The UNISDR
(2009) defines a disaster as: “A
serious disruption of the
functioning of a community or a
scoiety involving widespread
human, material, or environmental
losses and impacts which exceeds
the ability of the affected
community to cope using only its
own resources

Thus, if an event exceeds the coping ability of a village,


or local municipality, or district, or state/province or
even the nation, then a specific type of disaster can be
declared (i.e local, state/provinceor national).

Key Concepts:
A disaster is defined as a crisis situation causing wide spread damage which far
exceeds human ability to recover.

• By definition, there will be no perfect ideal system that prevents damage,


because then it would not be a disaster.

• It has to reduce our ability to recover before it can be called as a disaster.


• Disaster are not totally discrete events.

• Their possibility of occurrence, time, place and severity of the strike can be
reasonably and, in some cases, predicted by technological and scientific
advances.

• It has been established there is a definite pattern in their occurrences and hence
we can reduce the impact of damage though we cannot reduce the extent of
damage itself.
Key Concepts:
• Disasters are often described as a result of the combination
of: the exposure to a hazard; the conditions of vulnerability
that are present; and insufficient capacity or measures to
reduce or cope with the potential negative consequences.

• Disasters impact may include loss of life, injury, disease, and


other negative effect on human physical, mental and social
well being, together with damage to property, destruction of
assets, loss of services, social and economic disruption and
environmental degradation.

• It is important to note that the term “natural disaster” has


not been used, the reason being it is inaccurate and

human-made hazards can often be prevented.

RISK AND
DISASTER RISK
general, risk is defined as “the combination of the probability of an
event and its negative consequences” (UNISDR, 2009). The term risk
is thus multidisciplinary and is used in a variety of contexts. It is
usually associated with the degree to which humans cannot cope
(lack of capacity) with a situation (e.g. natural hazard).

The term disaster risk refers to the potential (not actual and
realized) disaster losses, in lives, health status, livelihoods, assets,
and services which could occur in a community or society over some
specified future time period. Disaster risk is the product of the
possible damage caused by a hazard due to the vulnerability within a
community. It should be noted that the effect of a hazard (of a
particular magnitude) would affect communities differently (Von
Kotze,1999:35).

It can also be determined by the presence of three variables:
