The Purposes of the care and treatment activity are:
Improve equitable access to and use of quality comprehensive HIV prevention, testing, care,
and treatment services for all South Sudanese.
Provide quality comprehensive services for key populations at the current locations and expand
as needed.
Develop local partner capacity and prepare local partners to manage direct awards.

South Sudan’s Peace Building activities are rooted in efforts to address the ongoing conflict and instability both at the national and local levels that have plagued the country since its independence. The objective of this Peace Building and Independent Media Activity (PBIMA) is focused on resolving ongoing communal conflicts to reduce violence and build a sustainable peace by addressing the underlying causes of conflict, promoting reconciliation, and supporting the development of inclusive and resilient communities. To foster reconciliation and trust-building, enhance social cohesion and community resilience, livelihood support, and trauma awareness through community-based initiatives; the activity will target conflict-affected communities across the hot spots with a focus on women, youth, people with disabilities, refugees, internally displaced persons (IDPs), returnees, ethnic minorities and key stakeholders in communities such as traditional leaders, civil society organizations, and religious leaders.

The Water Sector Modernization (WSM) Activity seeks to strengthen Jordan’s water sector planning and management through comprehensive reforms and strategic improvements. USAID aims to enhance good governance by strengthening institutions to provide efficient, inclusive, and citizen-responsive services that are transparent and accountable. PGG is a follow-on mechanism to the current ACES IDIQ.
The Bureau for Democracy, Human Rights, and Governance (DRG) plans to issue an Indefinite Delivery Indefinite Quantity (IDIQ) mechanism: Promoting Good Governance (PGG IDIQ). DRG intends to procure the following services.
? Reform management and communications, including but not limited to policy and impact analysis, and technical assistance with regulatory reform and related public outreach to government and non-government stakeholders;
? Capacity strengthening, including but not limited to human and institutional capacity assessments, the design and delivery of training, the preparation of proposals for changes in institutional processes, structures, and staffing, and the design, procurement, and implementation of information technology; and
? Knowledge management, including the capture, organization, and custodianship of data and analysis to inform reform management, communications, and capacity strengthening and the dissemination of lessons learned and leading practices.
These services are to be provided globally and in all thematic areas that follow.
? Public finance, including government fiscal policy and revenue management, government expenditure management, public debt management, pension system management and reform, and social protection system management and reform.
? Decentralization and subnational governance.
? Legislative strengthening, including law-making, oversight, and representation by the legislature, and deliberative democracy.
? Transparency and anti-corruption, including preventing and countering corruption, strengthening transparency, public accountability and oversight, and countering malign influence with respect to strategic corruption and narrow interest capture.
? Public administration, including effective and efficient public sector processes and management, the professionalism of the civil service, reducing employment, pay, leadership, and other disparities in the civil service with respect to gender and for marginalized populations.
The PGG IDIQ aims to improve the capacity of public institutions at all levels of government and civil society in the aforementioned technical areas. The mechanism will be integral to USAID initiatives to sustain economic resilience and democratic progress, and integrate related decision making into local processes.
The thematic areas covered by the PGG IDIQ are equally important to its intended effect. These include promoting locally led development approaches in which local stakeholders set their own development priorities, design relevant solutions, and bring their capacity, leadership, and resources to implement these solutions. Gender and socially inclusive development must be considered by implementers to ensure all USAID policies and strategies in these areas are implemented. Finally, collaborating, learning, and adapting in design and implementation will be important for all task orders under PGG.

The contract will be part of the Next Generation Global Health Supply Chain Suite of Programs (NextGen). The contractor will provide warehousing and transportation for USAID-funded health commodities after their initial delivery to procurement-defined destinations, in a manner that exemplifies commercial logistics best practices, promotes local logistics market health and, through the development of a relevant body of knowledge, accelerates host-government engagement with the private sector while improving performance, accountability and cost.
