TECHNICAL ASSISTANCE GUIDE
President Biden’s Investing in America agenda unlocked billions of dollars in opportunity for states, territories, Tribes, and local governments to make a once-in-a-generation investment in infrastructure, clean energy and climate resilience. The Inflation Reduction Act (IRA) provides state, local, Tribal, territorial and non- governmental partners with significant new funding for clean energy, climate mitigation and resilience, agriculture, and conservation-related investments through both grant funding and tax credits.
In the past, too many communities have lacked the resources to apply for and deploy transformative federal funding opportunities. The Biden-Harris Administration’s goal is to help state, local, Tribal and territorial governments and other nongovernmental partners navigate, access, and deploy these record resources to build a better America.
This technical assistance guide is one tool we are deploying to help make it easier for communities across the country to navigate, access, and deploy infrastructure, climate resilience and clean energy funding. The guide provides comprehensive information about more than 100 federal technical assistance programs that can support efforts to win Federal funding and deploy it in communities across the nation.

Governors, Mayors, state, and local leaders all across this country are also committed to closing these gaps and ensuring that their communities are able to access this historic federal funding. That’s why we’ve seen unprecedented funding and leadership at the state and local level for technical assistance programs. In December 2024, Treasury published a technical assistance guide for state and local governments focused on direct pay.
This guide also provides information about the growing number of state programs designed to aid communities in winning funding under BIL and IRA.
