State of Emergency Measures

FOR STIPENDIUM HUNGARICUM STUDENTS WHO ARE CONSIDERING LEAVING HUNGARY FOR HOME (November 23, 2020)

Dear Students,

With regard to the fact that the State of Emergency declared by the Hungarian Government is still in effect and might be extended and even tightened, Szent István University would like to call the attention of Stipendium Hungaricum scholarship holders to the following:

You are strongly advised to act according to the guiding of Tempus Public Foundation in line with the direction of the Ministry of Foreign Affairs and Trade.

In view of the State of Emergency, we recommend that you should not leave Hungary. We strongly advise that you stay in your current place of residence.  This is the safest option for you and your loved ones at home.  If you stay in Hungary, you will receive the benefits provided by the programme: monthly stipend, accommodation allowance, health insurance, and the additional health services.

Based on the Stipendium Hungaricum Operational Regulations and applicable legislation, the following is worth keeping in mind:

 · If the scholarship holders leave the territory of Hungary, they can do so only with the permission of the institution, and if they are absent for more than 30 days, they will lose their right to their monthly stipend and accommodation allowance until their return, as these allowances are intended to contribute to their costs of living in Hungary.  However, they do not lose their scholarship status.

 · It is important to stress that there is no guarantee of your return, which might significantly affect your studies and your scholarship in the future. According to the current situation, the borders of Hungary might be closed from any international passenger traffic similarly to what happened in March 2020, meaning that only Hungarian citizens might be able to enter the country until further notice.

 · In addition to the above, scholarship holders will of course still have the opportunity to suspend their studies (passive semester), through the procedure set out under Section 45 (2) of the Act on National Higher Education 204/2011. However, please bear in mind that during the passive semester, scholarship holders are not entitled to their allowances provided by the programme. It is worth bearing in mind that, pursuant to paragraph (1) of the same Section, a continuous interruption shall not exceed two semesters unless authorized by their host institution.

Of course, Szent István University is in no position to restrict the personal freedom of its students, but we highly recommend you to stay in Hungary. In case you decide to leave Hungary, you have to cover all your expenses on your return including 2 PCR-tests and quarantine costs without receiving any financial support from the university.

If you still have an intention to leave Hungary for certain reasons, you are obliged to submit a Request for Rector’s Equity via Neptun system (Administration > Requests) and report of your intention to your SH Campus Coordinator and your Registrar’s Officer.
