Funding Figures

The opening paragraph notes Rs. 10.5 billion in funding from the federal government in 2020 (I searched on Google and RailJournal article notes this figure, though its not cited in the parapgraph). The later section on this Wikipedia articel about funding cites 105 billion in 2020 from the federal government with a citation from Pakistan Tribune, however, the article referenced actually notes "Rs 1,500 million" (Rs 1.5 billion). So we have three figures: 10.5 billion, 105 billion with a citation, and the citation itself which says 1.5 billion. Can anyone untangle this? Is this a matter of numerical convention leading to confusion with different online sources?
