Opening almost seems to relate to D-B Mus.ms. 19948 (2nd theme of Spanish national song from the operetta Die Alpenhütte by Johann Schmidt. Also except for the exact shape of the themes, somewhat reminds one of the introduction to the finale of Mozart's G minor string quintet.
Tentatively changing Piece Style, there is nothing obviously non-Western about the piece- if anything it reminds one strongly of Chopin also.
Mentioned in Epistola's book (and compared and contrasted there with Chopin's Nocturne Op.27 no.1); suggested that composition may have been directly after the Cavatina and before the piano concerto Op.12 of 1923, so between 1921 and 1923 inclusive, say. Publication date not given there (at least, not in the limited Google Preview. A copy is available at my local university library so I can try to read the whole biography and see if it has more information, of course!)
