Can a team member come from another country or must the whole team come from the US

All participants must be based in the US.

Is the US requirement related to the money prize? Could a team participate for fun, and not run for the prize money?

It's sad that this is a requirement. I would've been able to have prizes+ publish my game if I was in the US. Why is it a requirement anyways?
