Fiscal Year 2004 Appropriation

On January 23, the president signed into law a $328 billion spending bill that includes $5.57 billion for the U.S. National Science Foundation. The appropriation for NSF represents an increase of about $267 million, or 5%, over the Fiscal Year 2003 funding level, and nearly $97 million more than the FY 2004 budget request. 

The consolidated spending bill funds the operations of most of the federal government through September 30, 2004. Since October 1, 2003, when the current fiscal year began, NSF and the other agencies funded by the measure have been operating under a series of stop-gap funding bills that kept the agencies at their FY 2003 levels and prevented the start of new programs.
