I played with a few different options, and after talking with @AnneT, we believe the best option is the 1st one because it's the most clear and will work the best on a variety of screen widths.

Let's link the image itself. Based on both usability testing I conducted for this tool as well as taking into account the existing pattern of images on Commons and Wikipedia linking to their file pages, that should satisfy this UX requirement.
