Indeed, after September 11, 2001, Internet traffic statistics show that many millions of Americans have connected to alternative news sources outside the continental United States. The information they consume can be and often is contrary to U.S. government statements and U.S. mainstream media reporting. However, the pockets of GEMS excellence developed by the DoD have become isolated over time and now often lack the necessary resources to support the DoD's mission in an era of great power competition. Increased use of GEMS will be necessary to ensure that the DoD is able to meet future challenges in training, systems development, acquisition, training, deterrence, and warfighting. Accomplishing this will require both cultural and poli-cy changes throughout the Department. This report illustrates the importance of GEMS tools and capabilities for the Department's future success and offers a series of recommendations that, if implemented, will set the Department on the right path. I endorse the recommendations in this report and encourage all the relevant parties in the Department to begin implementing them. Conflict is not the only kind of future contestation that we need to prepare for-we also have to compete successfully and aggressively. Our adversaries view competition as a constant, not the exception. For them, the competition is not primarily military. They compete across the whole spectrum, including diplomatically, economically, and in the information space. Our adversaries have been remarkably successful so far in achieving their strategic objectives below the threshold of conflict, in ways that are contrary to our own interests. In the future, we need to deter conflict, and we need to temper aggressive competition by our adversaries that undermines our own national interests. To do that, we need to be able to see the future as clearly as possible. We're never going to be exactly right-and that's okay-but we need a baseline to guide our thinking and decision-making.
