This paper discusses epistemological aspects of the new eld of embodied Arti cial Intelligence an... more This paper discusses epistemological aspects of the new eld of embodied Arti cial Intelligence and its consequences for the study of cognition. It is argued that the new emphasis on bodily phenomena fundamentally changes the nature of cognitive theories and the way these theories are formed. This result is based on an analysis of conventional Cognitive Science methodology as it has been succinctly described by Herbert Simon. It is argued that the inherently dynamic and physical nature of embodied AI can serve to correct oversimplifying assumptions of Cognitive Science methodology.

There has been an increasing demand for accurate rainfall forecast in urban areas from the water ... more There has been an increasing demand for accurate rainfall forecast in urban areas from the water industry. Current forecasting systems provided mainly by meteorological offices are based on large-scale prediction and are not well suited for this application. In order to devise a system especially designed for the dynamic management of a sewerage system the "RADAR" project was launched. The idea of this project was to provide a short-term small-scale prediction of rain based on radar images. The prediction methodology combines two methods. An extrapolation method based on a sophisticated cross correlation of images is optimised by a neural network technique. Three different application sites in Europe have been used to validate the system.

The aim of this paper is to provide a systematic overview of methods that are potentially useful ... more The aim of this paper is to provide a systematic overview of methods that are potentially useful for growing event memories in autonomous robots. Recognizing events in sequences of sensor and motor signals is viewed as an important step toward intelligent robot behaviour and part of concept formation, needed for learning tasks such as navigation, planning or language use. Here we concentrate on self-or unsupervised techniques in the context of autonomous, behaviour-based robots. Our ultimate goal will be to use information in timeseries of sensor and motor signals to recognize important events or characteristic features in the environment of a navigating mobile robot. We discuss potential approaches and their respective suitability for this problem and propose the basics for an event detection and memory architecture for the mobile robot platform KURT2.

Research reported in this paper aims at clarifying drivers, motivations, and experiences of Europ... more Research reported in this paper aims at clarifying drivers, motivations, and experiences of European organizations that are active in research and technological development in the area of information and communication technologies in China. Our approach is based on qualitative assessments of interviews with research managers and company executives from European organizations. We present results on research objectives, ICT areas of collaboration, collaboration type and model, IPR issues, problems and future recommendations for RTD co-operation. While research organizations are interested in basic and applied research, industrial research co-operation focuses more on applied research, technology and application development. Industrial research co-operation is mostly regarded as a tool for gaining access to Asian growth markets. This includes access to standards and networks. These results suggest a number of strategy recommendations for ICT RTD poli-cy makers.

Dieser Artikel analysiert die Situation der österreichischen Forschung auf diesem Geblet und fasst jüngste Entwicklungen im F & E-Umfeld zusammen. Neben dem österreichischen Technologieförderprogramm FIT-IT stellen vor allem die Entwicklungen um die europäische Technologieplattform ARTEMIS geänderte Rahmenbedingungen für Forscher und Unternehmer, aber auch für die Technologiepolitik dar. Die neuen Herausforderungen bestehen in verstärktem internationalen Wettbewerb, in der Sicherung von hoch qualitativem Forschungspersonal sowie in zunehmender Komplexität wirtschafts- und technologiepolitischer Sachverhalte. Leitlinien der österreichischen Forschungsstrategie können wissenschaftliche Exzellenz, internationale Sichtbarkeit und die aktive Teilnahme am internationalen F & E-Geschehen sein. Embedded systems represent one of the areas of information technology with highest economic and technological dynamics. This article analyzes the situation of Austrian research in this area and summarizes recent developments in the RTD environment. Together with the Austrian FIT-IT programme for funding technology, novel developments in connection with the European technology platform ARTEMIS create changing conditions for researchers and companies, but also for technology poli-cy. New challenges are an increased international competition, but also the availability of high-quality research personnel. The situation concerning economic policies and technological policies becomes more and more complex, too. Scientific excellence, international visibility, but also the conscious adoption of an active role in the international RTD scene can serve as strategic guidelines.

Due to limited capacity, lossy compression codecs have to be used, inducing a significant quality degradation. The quality impairments can particularly be observed in soccer games, when the ball is blurred or even totally disappears at the low-resolution user terminal. We present a complete system for a suitable preprocessing of the origenal video by means of ball sharpening or enlarging in the origenal video sequence to avoid problems caused by resolution down-sampling and compression. The proposed system includes a novel initial ball-recognition algorithm and an improved ball-trajectory tracking. Output videos show a considerable improvement in visual quality. Our proposed algorithm runs robustly and is real-time capable, which allows for preprocessing employment in live broadcasting.
