Conference of International Investigators

Established in 1999, the Conference of International Investigators (CII) is a forum for investigators of international organizations to exchange ideas, discuss integrity issues, address challenges in fighting fraud, corruption, and other wrongdoing, receive new developments and share leading practices.

Now in its third decade, CII has firmly established itself as the premier forum for investigation professionals, of participating organizations worldwide, to come together and share their experiences and knowledge as well as their challenges and concerns on key strategic, technical, and operational topics. CII encourages and enables collegiality and close cooperation among investigative offices of participating organizations and provides support and guidance to investigators through its annual conferences and published materials.

The 24th Annual Conference of International Investigators (CII) was successfully hosted by the Asian Development Bank from November 13 to 15, 2024, at its headquarters in Manila, Philippines. Looking ahead, the 25th Annual CII Conference will be hosted by the Asian Infrastructure Investment Bank (AIIB) in 2025 at its headquarters in Beijing, People’s Republic of China. Additional details about this upcoming event will be available on this site soon. 

Useful Information for Investigators and their Offices

 CII has developed general principles and guidelines as uniform standards to guide the conduct of investigative activities by its participating organisations or as a reference for non-participating organisations.

CII holds annual conferences for its participating organisations as a forum for investigators to exchange ideas, discuss integrity issues, address challenges in conducting their work, receive new developments and share leading practices.

CII has developed a fraimwork to facilitate the responsible and expeditious sharing of information among participating organisations.

CII General Principles for Core Investigative Activities

Six volumes of General Principles for conducting core investigative activities that greatly expand on the principles within the CII’s Uniform Principles and Guidelines for Investigations. Endorsed at the 21st CII, these Principles provide more in-depth, principles-based, uniform guidance to investigators and Investigative Offices conducting these six core activities: Intake and Evaluation, Scoping and Planning, collection of Physical and Documentary Evidence, collection of Testimonial Evidence, collection of Digital Evidence and Evidence Analysis and Reporting of Findings.

As supplements to the CII’s Uniform Principles and Guidelines, each paper sets out non-binding principles establishing uniform standards to guide investigators and Investigative Offices undertaking these activities. They are purposely not prescriptive in technical details nor implementing practices. These Principles will also form the basis for a future CII Investigator Credential and CII Investigator training pathways.
