Value capture is a set of powerful techniques that recover a portion of revenues created by public infrastructure investments and can: address funding gaps, leverage and optimize Federal and State resources, accelerate project delivery using bridge/project bundling contracts, generate seed funding to get the project off the ground, and save time and money.
The FHWA CASE Webtool
The Federal Highway Administration (FHWA) developed the CASE (Contracting Alternatives Suitability Evaluator) Webtool to help States and organizations identify the right method for every highway construction project. The CASE Webtool is FHWA’s online tool that supports public agencies and other transportation organizations in selecting the most effective short- and long-term contracting methods.
