Detailing authorities are aware of the hardships that confront Navy families and the additional aggravation imposed by long absences of Service members from their families. Emergency leave frequently provides sufficient time to alleviate such hardships; however, when Service members require more time than leave can provide and have a chance of resolving the hardship within a reasonable period, reassignment for humanitarian reasons (HUMS) may be requested.
- A request for reassignment will not be disapproved because a Service member is needed in duties assigned.

Screening by Service Member's Command prior to considering HUMS reassignment for Service members assigned overseas, review MILPERSMAN 1300-306 to see if early return might be a more appropriate course of action.
HUMS PACKAGE REQUIREMENTS:
- CO's Endorsement
- Formatted as per Exhibit 2 in MILPERSMAN 1300-500
- Brief synopsis of applicant's case
- Signed by CO, or Acting CO only as per MILPERSMAN 1300-500
Member's Letter
- Formatted as per Exhibit 1 in MILPERSMAN 1300-500
- Brief synopsis of applicant's case
- Any Statements made on members letter must have Supporting Documentation:
- Statements from family members
- Signed Doctor's Letters Stating Diagnosis/Prognosis/Length of treatment (If applicable)
- NAVPERS 1070/602 (PG2) Dependency Data
- Legal Documentation (If applicable)
Note: Dated within 60 days of HUMS request as per MILPERSMAN 1300-500.
