While the RRS is the best way to submit a request for a jurisdictional determination or verification of a delineation by the Corps of Engineers, a property owner may still request a jurisdictional determination or verification of delineation from the Corps of Engineers using the following procedures when unable to submit a request in RRS. Submitted requests should include the information identified on the Baltimore District Jurisdictional Determination Checklist. The final determination of whether an area is waters of the United States, including jurisdictional wetlands, and whether the activity requires a permit must be made by a Corps District Office.
