It addresses an important aspect of the European Monetary Union (EMU) and brings together economics and political considerations to explain policy choices. The authors go the hard way of detailed empirical work, scrutinize a myriad of data, and remain careful in their interpretation.

  37. To start with, EMU in the end was a political decision. Economists around the world were more or less skeptical. Their fundamental concern was an obvious lack of ïexibility in the economies of potential member states, and as a consequence, in the future monetary union. For example, on February 9, 1998, 155 German academic economists published an open letter entitled âThe Euro Is Coming Too Earlyââthe main reason being the lack of ïexibility in labor markets (and insuïcient progress in consolidating Otmar Issing is the president of the Center for Financial Studies at the University of Frankfurt and a former member of the executive board of the European Central Bank.
