Interestingly, there is some evidence showing that HBCU graduates earn more than their non-HBCU counterparts, suggesting that HBCUs significantly enhance the human capital endowments of students that graduate. It should be noted that although Justice Bigger’s decision did not explicitly mandate the closure or merger of HBCUs with HWCUs. It did however provide the state of Mississippi the latitude to do so if it is later determined by a monitoring committee that the merger of Mississippi Valley State University (an HBCU) and Delta State University (an HWCU) is the only feasible solution to promoting desegregation among public colleges/universities in the state of Mississippi. Justice Bigger’s decision only made clear that the state of Mississippi had no constitutional obligation to close or merge HBCUs with HWCUs. SeeAyers, 879, F. Supp. 1419. .

Contingent valuation methods attempt to capture true willingness to pay for hypothetical programs or projects through surveys. There is however no consensus as to whether CV methods can accurately recover willingness to pay. See Paul R.
