Interwiki - "includeonly" or "noinclude" ?

On this template, the interwiki are at the section < includeonly > - see Template:US-bio-stub/doc. On another stub template - Template:France-bio-stub, its on the < noinclude > section. Now i'm really confused. —  Ark25  (talk) 01:25, 14 December 2011 (UTC)
